San Francisco Youth Commission

-Minutes-

Tuesday, September 2, 2008

5:30-8:00pm

City Hall, Room 278

There will be public comment on each item.

1. Call to Order and Roll Call:
CommissionerTsibulskaya called the meeting to order at 5:37 pm.
Commissioners Present: Tsibulskaya, Marshall-Fricker, Gee, Lau, Jones, Erlikh, Lobo, Recinos, Oliva, Balacazar, Castaing, Davidson, Lunsford, Martinez, Quesada Commissioners Absent: Frierson, Espanol
Staff Present: Julia Sabory, Peter Lauterborn, Marna Anning, and Gillian Bogart

2. Approval of Agenda (Action Item):
Commissioner Marshall- Fricker motioned to approve the agenda and Commissioner Erlikh seconded the motion. Motion approved.

3. Approval of Minutes (Action Item):
Commissioner Quesada motioned to approve the minutes, and Commissioner Erlikh seconded the motion. Motion approved.

4. Public Comment on Items not on Agenda:
No members of the public were present at this time.

5. Staff Report:
Marna reported on the role of a task force, and went spoke about the Task Force on Residential Mental Health Treatment for Youth in Foster Care. Commissioner Marshall-Fricker motioned to support the creation of the aforementioned task force. Commissioner Erlikh seconded the motion, which was met with unanimous Commissioner support. Commissioner Castaing has committed to writing a statement in support of the Task Force's creation.
Gillian reviewed the process for submitting agenda items for full commission meetings.
Julia gave a brief explanation of a revised committee structure. Commissioners signed up for committees they wanted to participate in.
Health and Wellness Services: Lau, Castaing, Davidson, Lunsford, Lobo
Planning, Land Use, and City Services: Marshall-Fricker, Gee, Quesada, Davidson, Erlikh, Tsibulskaya
Joint Education: Lau, Martinez, Quesada, Castaing, Marshall-Fricker, Oliva, Erlikh, Recinos, Tsibulskaya, Balcazar
Juvenile Justice and Safety: Martinez, Oliva, Lobo, Lunsford, Recinos, Balcazar
Events: Gee

6. New Business
A. Discussion and possible action re: potential endorsement of event being organized by the Center for Young Women's Development in collaboration with United Playaz, presentation by Cassandra James of CYWD.
Members of CYWD presented the history of the organization and talked about the work that they do in the community. They requested the Youth Commission's co-sponsorship for an upcoming event and stressed that the event will be youth-led. Commissioner Jones motioned to sponsor. Martinez seconded the motion and the commission voted unanimously to cosponsor the event.

B.Discussion and possible action re: potential support of the City College Board Candidate Forum, presentation by Sasha of Young Workers United.
Sasha and Pete from Young Workers United presented the History of Young Workers United and Work Centers. They requested the Youth Commission's co-sponsorship for their forum. Commissioner Quesada motioned to co-sponsor the event and Commissioner Gee seconded the motion and the commission approved the motion unanimously.

C.Discussion and possible Action re: Approval of by-laws, presentation by Peter Lauterborn, staff.
Commissioner Davidson motioned to table voting on by-laws until the next meeting. Commissioner Erlikh seconded the motion, and the commission approved unanimously.
7. Unfinished Business
A.Discussion and possible action re: Voting on Officer Positions, Chair and Vice-Chair.
After review of officer responsibilities, commissioners were given an opportunity to make candidate statements before voting commenced. Running for chair were commissioners Balcazar, Jones, and Martinez. Commissioner Jones was elected chair. Running for vice-chair were commissioners Marshall-Fricker and Quesada. Commissioner Quesada was elected vice chair.

8. Announcements (This includes Community Events):
Commissioners and staff shared information about various upcoming community events. Commissioner Marshall-Fricker passed around an article from the Guardian that highlighted the state of recreation centers in the city, in terms of accessibility.

9. Adjournment
The meeting was adjourned at 6:50pm.

ACCESSIBLE MEETING POLICY

The Youth Commission meeting will be held in City Hall Room 416 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The closest accessible BART station is the Civic Center Station at the United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: MUNI Metro Lines J-Church, K-Ingleside, L-Taraval, M-Oceanview, N-Judah, and T-Third Street at Van Ness and Civic Center Stations; 9-San Bruno, 19-Polk, 47-VanNess, and 71-Haight Noriega. The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

If you require the use of an American sign language interpreter, a sound enhancement system, or a reader during the meeting, Calendars and minutes of the meeting in alternative formats; such arrangements can be made by calling Gillian Bogart at (415) 554-6446, at least 72 hours prior to the meeting. Late requests will be honored if possible.
