1. Call to Order
The meeting was called to order at 6:00pm.
Commissioners Present: Marshall-Fricker, Lau, Jones, Carlson, Lobo, Recinos, Frierson, Davidson, Lunsford, Quesada
Commissioners Absent: Tsibulskaya, Erlikh, Balcazar, Castaing, Martinez

2. Approval of Agenda
Lau moved to approve the agenda, seconded by Marshall Fricker with unanimous approval by all.
3. Approval of Minutes
Motion to approve the minutes made by Firerson, seconded by Marshall Fricker with unanimous approval.
4. Public Comment on Items not on Agenda
Jan Holyko of Blood Centers of the Pacific spoke. She works specifically with youth and explained the need for more youth donations, and youth from all ethnic backgrounds and colors. This is important because blood must be matched not only by type, but compatibility, which can be impacted by ethnic background.
5. Staff Report
Staff introduced two new commissioners and said that all vacant seats on the commission would soon be filled. Commissioner Carlson representing district 6 introduced himself, and Hillary Liang representing district 3 introduced herself to existing commissioners.

A. Board file no. 090270. Hearing to consider the Three Year Budget Projection Report from the Controller, Budget Analyst, and Mayor's Budget Office. Supervisor Avalos presented. RECEIVED AND ASSIGNED to Budget and Finance Committee.
B. Board file no. 090273. Hearing on the status of the plant's discharge permit and the ongoing investigation into soil and bay mud contamination at the Mirant Corporation's Potrero Power Plant. Supervisor Maxwell presented. RECEIVED AND ASSIGNED to Land Use and Economic Development Committee.
C. Board file no. 090271: Hearing on the process that the San Francisco Police Commission will follow to conduct the executive search for a new Chief of the San Francisco Police Department. Supervisor Campos. RECEIVED AND ASSIGNED to Public Safety Committee.
Commissioner Quesada motioned to support items 6A-6C as consent calendar items, seconded by Marshall-Fricker, with unanimous commissioner support.
D. Board file no. 090278. [Residential Rent Ordinance: Tenant financial hardship relief from Section 37.3 rent increases, when total rent would exceed 33% of tenant's gross income; multilingual outreach]Draft ordinance amending Administrative Code Chapter 37 "Residential Rent Stabilization and Arbitration Ordinance," by amending Section 37.3 to add Subsection (f) "Tenant Financial Hardship Applications" to provide tenant relief from Section 37.3 rent increases, with relief determined solely on whether the rent increase would result in tenant's total rent exceeding 33% of tenant's gross income; rent increase stayed pending determination of application; rent increase will not be in effect until the increase will not cause tenant financial hardship, or until the landlord can demonstrate that "inability to impose the rent increase is causing the landlord greater hardship than the tenant's hardship;" hardship applications to be available in multiple languages; multilingual notice of hardship application procedures to be mailed with each Administrative Law Judge or Rent Board decision; Rent Board to implement a process for outreach to landlords and tenants whose primary language is not English regarding availability and use of the hardship application procedure, and report to the Board of Supervisors describing the implementation process and any known results. Supervisors Daly, Avalos, Mirkarimi, Campos presented. ASSIGNED UNDER 30 DAY RULE to Land Use and Economic Development Committee.

Update given. This item will be heard in the City Operations and Neighborhood Services Committee with the amendments regarding undocumented youth on Monday, March 30th at 10:30.
F. Board file no. 090008. Resolution requesting San Francisco's Congressional and State Legislative Delegations reform laws governing use of Public, Education and Government Cable Access System Funds. (Mirkarimi, Avalos, Campos)
Update given. Legislation returned by Mayor unsigned.
8. New Business
A. Discussion and possible action re: Resolution regarding the preservation of 3 years of Social Studies curriculum in SFUSD schools.
First reading. Potential amendments were made so students who are on an AP track are not required to take ethnic studies courses.
B. Discussion and possible action re: Police Relations.
The resolution was reviewed for a first reading.
9. Unfinished Business
A. Discussion and possible action re: Youth Commission statement of Budget Priorities for fiscal year 2009-2010. Commissioner Quesada.
Commissioner Quesada reported that the Budget Priorities had been distributed to members of the Board of Supervisors, and that he and some other commissioners from District 11 will be meeting with Supervisor John Avalos to discuss the budget.
