1. Call to Order
Meeting called to order at 5:32pm.
Commissioners Present: Tsibulskaya, Marshall-Fricker, Liang, Jones, Carlson, Erlikh, Frierson, Kupu, Balcazar, Davidson, Lunsford, Quesada
Commissioners Absent: Lau, Lobo, Recinos, Castaing, Martinez,

2. Approval of Agenda
Motion to approve by Erlikh, seconded by Marshall-Fricker with unanimous commission approval.

New Board Items
A. Board File no. 090361. Joint hearing of the Public Safety Committee and the San Francisco Police Commission on the San Francisco Police Department's (SFPD) implementation of and compliance with San Francisco's City of Refuge Ordinance.(Campos)
Motion to approve hearing, seconded by Erlikh, unanimous commission approval.

B. Board of Supervisors Budget and Finance Committee Department Hearing Schedule for FY 09-10.
The document was reviewed by the commissioners who were reminded that budget meetings can be watched at any time through the Board's website or on SFGTV.

7. Policy Report
Past Board Items
A. Board referral received 2/18/09: file no. 090173. Hearing on the impact on public safety of Juvenile Probation Department Cuts. (Campos, Public Safety Committee)
Gillian Bogart, staff reported that this hearing has not yet been scheduled.

B. Board Referral file no.081330. Resolution to locally adopt the UN Convention on the Rights of the Child.
Gillian Bogart, staff, reported that this resolution, born in the Youth Commission was adopted by the Board with amendments supporting due process for undocumented youth. Some commissioners signed letters to thank their appointing officer for voting to adopt the resolution.

C. Board file no. 090278. [Residential Rent Ordinance: Tenant financial hardship relief from Section 37.3 rent increases, when total rent would exceed 33% of tenant's gross income; multilingual outreach]
Gillian Bogart, staff, reported that this item is currently in the hands of the city attorney.

8. New Business
A. Discussion and possible action re: Signing and sending a letter in support of AB 12: California Fostering Connections Act. Commissioner Lunsford.
Commissioner Lunsford explained why sending this letter and supporting foster youth was important to her. The commissioners read the letter over and commissioner Erlikh motioned to sign on to support the letter as an agency. Commissioner Tsibulskaya seconded the motion with unanimous commission approval.

B. Discussion and possible action re: Cosponsorship of MHONA's Walk and Roll in the Name of Freedom. Commissioner Marshall-Fricker.
Motion to cosponsor by Quesada, second by commissioner Lunsford, unanimous commission approval.

C. Discussion and possible action re: Urging the SFUSD to implement a Healthy Teen Dating Education Component in Current Sex/Health Ed Classes. Commissioner Jones.
Commissioner Jones introduced the item and the commissioners read through the resolution. Commissioners gave Jones a number of suggestions and Commissioners Davidson and Liang will meet with Jones to work on an improved draft.

D. Discussion and possible action re: Urging the SF Youth Commission to create a green schools action plan. Commissioner Jones.
The official title of the resolution as restated by Commissioner Jones is: Resolution urging the SFUSD to create a new Green Schools Action Plan. Commissioners gave input after reading through the draft, and Commissioners Tsibulskaya, Erlikh, and Davidson will work on an improved draft with Commissioner Jones.

9. Unfinished Business
A. Discussion and possible action re: Police Relations.
Commissioner Quesada motioned to table the item, seconded by Erlikh, with unanimous commission support.

The Youth Commission meeting will be held in City Hall Room 416 1 Dr. Carlton B. Goodlett Place, San Francisco, CA. The closest accessible BART station is the Civic Center Station at the United Nations Plaza and Market Street. The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

If you require the use of an American sign language interpreter, a sound enhancement system, or a reader during the meeting, Calendars and minutes of the meeting in alternative formats; such arrangements can be made by calling Gillian Bogart at (415) 554-6446, at least 72 hours prior to the meeting. Late requests will be honored if possible.
