1. Call to Order
Meeting called to order at 5:52 pm.
Commissioners present: Tsibulskaya, Marshall-Fricker, Liang, Lau, Jones, Kupu, Balcazar, Castaing, Davidson.
Commissioners absent: Carlson, Erlikh, Lobo, Recinos, Frierson, Lunsford, Martinez, Quesada
Staff present: Peter Lauterborn, Gillian Bogart

2. Approval of Agenda
Motion to approve the agenda with new business coming before item 5 by Marshall-Fricker, seconded by Castaing, with unanimous commission approval.

3. Approval of Minutes
Motion to approve minutes made by Tsibulskaya, second by Marshall-Fricker with unanimous commission approval.

4. Public Comment on Items not on Agenda
None was made.

5. Staff Report
None made.

6. Policy Report
New Items

A. Youth Commission Budget Priority Presentation before the Board of Supervisors Budget and Finance Committee.
Gillian Bogart, staff, reported that Youth Commissioners Quesada and Lau will present the Youth Commission's Budget Priorities before the Board of Supervisor's Budget and Finance Committee this Wednesday, April 22, 2009. Commissioner Balcazar said that he too would like to take part in the presentation.

7. Past Items
A. Discussion and possible action re: Signing and sending a letter in support of AB 12: California Fostering Connections Act.

8. New Business
A. Presentation re: Ethnic Studies efforts in the SFUSD by Pete Hammer.
Pete Hammer,and ethnic studies teachers presented the current plan for ethnic studies in the SFUSD, including an overview of the curriculum. In the 2009-2010 school year, the pilot program will be operating in 6 of the SFUSD high schools and evaluated for implementation at additional school cites.

B. Presentation by SF Urban Riders, Dan Schneider.
Motion by Castaing to support and draft a statement seconded by Tsibulskaya. Lau will prepare statement and Gillian Bogart, staff will make a statement on the Commission's behalf.

C. Discussion and possible action re: proposal to restore Sharp Park, Brent Plater.
Commissioners voted unanimously to support the proposal as it goes to the Board's Government Audit and oversight Committee.

D. Discussion and possible action re: youth programming for the Geneva Car Barn and Power House, Nicole Avril.
This Presentation will take place at the next meeting.

9. Unfinished Business
A. Discussion and possible action re: Resolution Confirming That The San Francisco Unified School District Maintains That Students Must Take Three Year Of Social Sciences To Graduate From High School.
Tabled for next meeting so that commissioners Quesada and Martinez are available for input.

B. Discussion and possible action re: Resolution Urging The SFUSD To Strengthen Anti-Discrimination Programs In Schools In Order To Effect A Healthier Learning Environment For Lesbian Gay Bisexual Transgender And Questioning (LGBTQ) Students
The commission reviewed amendments made to the resolution. Jones motioned to adopt the resolution as amended, seconded by Marshall-Fricker, with unanimous commission approval.

C. Discussion and possible action re: Urging the SF Youth Commission to create a green schools action plan. Commissioner Jones.
Jones reviewed the item and noted that commissioners Tsibulskaya, Erlikh, Davidson, and Quesada have become cosponsors. Jones explained that there were already initiatives in place to make this happen and stated that Hydra Mendoza would support this at the school board.
Motion to table made by Marshall-Fricker, seconded by davidson with Unanimous approval

The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

If you require the use of an American sign language interpreter, a sound enhancement system, or a reader during the meeting, Calendars and minutes of the meeting in alternative formats; such arrangements can be made by calling Gillian Bogart at (415) 554-6446, at least 72 hours prior to the meeting. Late requests will be honored if possible.
