San Francisco Youth Commission

There will be public comment on each item.

1. Call to Order

The meeting was called to order by Acting Chair De’Anthony Jones at 5:35pm.

Commissioners Present: Deng, Marshall-Fricker, Liang, J. Chan, Jones, Carlson, A. Chan, Hirano, Escamilla, Guerra, Quintero, Davidson, Quesada, Ellington

Commissioners Absent: Williams, LaCroix, Hernandez

Staff Present: Peter Lauterborn, Mario Yedidia

2. Approval of Agenda (Action Item)

Commissioner Marshall-Fricker moved to approve the agenda, seconded by Commissioner Ellington with unanimous approval by acclamation.

3. Approval of Minutes (Action Item)

There were no previous minutes this term to approve.

4. Public Comment on Items not on Agenda

Acting Chair Commissioner Jones’s call for public comment yielded no response.

5. Staff Report

There were no items to report.

6. Policy Report

Mario Yedidia, Commission staff, explains Youth Commission Resolution 08-09AL3 "Resolution Addressing New Policies Affecting Undocumented Youth in San Francisco", passed by the previous term of the Youth Commission in October of 2008. This three-page resolution called upon the city’s Juvenile Probation Department to reverse its policy of referring undocumented juveniles arrested for felonies to Immigration and Customs Enforcement.

Commissioners Jones, Quesada, Hirano and Escamilla express their desire to attend a press conference called by the San Francisco Immigrant Rights Defense Coalition in support of a San Francisco City and County-wide policy-change along the lines of said Youth Commission Resolution 08-09AL3 to be held Tuesday, August 18 at 10:30am.

7. Approval of bylaws

Commissioner Quesada moved to approve the Youth Commission’s by-laws, seconded by Commissioner Ellington with unanimous approval.

Commissioner Jones asked Peter Lauterborn, Commission staff, if by-laws can be amended even after they are passed. Mr. Lauterborn replied affirmatively: the Youth Commission can vote again on any previous item it has voted upon.

Commissioner Marshall-Fricker moved to approve the by-laws, seconded by Commissioner Hirano with unanimous approval by acclamation.

        6. Re-introduction of Policy Update on Juvenile Probation Department’s Policy Affecting Undocumented Youth

Sheila Chung-Hagen, legislative aide to Supervisor David Campos (District 9), explains the San Francisco Juvenile Probation Department’s policies affecting undocumented youth addressed in previously mentioned Youth Commission resolution 09-09AL3. Ms. Chung-Hagen requests that Commission resend said resolution to each member of the Board of Supervisors. Commissioners Hirano and Carlson volunteer to write a memo cover letter to send with said resolution to each member of the Board of Supervisors.

 

7. New Items

A. Owner Move-In Evictions (Action Item)

Alexa Delwiche, staff at the Board of Supervisors’ Office of the Legislative Analyst, gave a power point presentation on her office’s report Owner Move-In Evictions and Displacement of Families (BOS File No. 021-09), released June 23, 2009.

Cassandra Costello, legislative aide to Supervisor Eric Mar (District 1), gave a presentation regarding "Ordinance amending Administrative Code Chapter 37 ‘Residential Rent Stabilization and Arbitration Ordinance’ by amending Section 37.9(i) to prohibit owner move-in evictions where any tenant is under the age of 18 and a member of a household which has resided in the unit for at least 12 months" (BOS File No. 090835) an ordinance proposed by Supervisor Mar. Ms. Costello requests that the Commission motion to vote on whether or not to support this proposed ordinance. The Commission voted to support the proposed ordinance by a 10-to-2 vote, which broke down as follows: Aye’s: Marshall-Fricker, Liang, J. Chan, Jones, Carlson, A. Chan, Escamilla, Guerra, Quintero, Davidson, Quesada; Nay’s: Hirano, Ellington. (Commissioner Deng was feeling ill and had to leave the meeting after Item 7).

Commissioners Ellington, J. Chan and Carlson committed to writing down—and forwarding to Supervisor Mar’s office—their clarifying questions and suggestions regarding the proposed ordinance-in-question.

             B. Department of Children, Youth and their Families’ DCYF’s Children’s Services Allocation Plan (CSAP)Laura Moye, Planner & Policy Analyst at the San Francisco Department of Children Youth and their families, gave a presentation on the funding priorities of said department during the next cycle of the disbursement of grants.

8. Announcements (This includes Community Events)

None to report.

9. Election of chair and Vice Chair

Peter Lauterborn, Youth Commission staff, reviewed the responsibilities of the Chair and Vice-Chair. Running for chair were Commissioners Ellington and Quesada; Commissioner Quesada was elected. Running for vice-chair were Commissioners Ellington and Hirano; Commissioner Ellington was elected.

10. Adjournment

The meeting was adjourned at 7:45pm.

The Commission meeting room is wheelchair accessible. Accessible curbside parking spaces have been designated on the corners of McAllister and Polk, and Grove and Polk. There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.
