Youth Justice Committee

Present: Commissioners Carlson, Hirano, Ellington
Absent: Commissioner Escamilla
Staff Present: Julia Sabory


1. Call to Order – The meeting was called to order at 4:40pm

2. Approval of Agenda – The agenda was unanimously approved

3. Approval of Minutes - The minutes were unanimously approved

4. Public Comment on Items not on Agenda – There was none

5. Youth Justice Forum planning (Discussion and Possible Action)
Commissioners decided to contact the Center for Young Women’s Development because they are working on a Know Justice Conference that is related to the forum idea the Committee has.

6. Police Relations Items

A. Update on SF Police Department General Order 7.01 implementation (Discussion and Possible Action)
Staff described the upcoming meeting with Chief Gascon. Commissioner Ellington will be in attendance along with the Director of the Youth Commission.

B. Update on Supervisor Avalos meeting (Discussion and Possible Action)
Staff provided the notes from the meeting. The Commissioners reveiwed the draft “Juvenile Disposition Process”. The Committee decided that this was very important information and should be share with the youth at the Forum.

C. Update on Commissioner Escamilla’s meeting with Chief Gascon
Staff described the community meeting in which Commissioner Escamilla participated in. The Committee will ask follow up questions at the next Committee meeting.

7. Juvenile Justice Items

A. CARC site visit: questions and issues raised (Discussion and Possible Action)
The Commissioners discussed the experience of going to CARC and reiterated the request to have a tour of the JJC. Staff will arrange this.

B. Resolution re: new Juvenile Justice System guide (Discussion and Possible Action)
The Committee decided to not write a resolution and instead, Chair Carlson will follow up with staff at JPD to understand better as to what the implementation plan is for this new Parent Informational Guide.

D. New trends in Youth Crime (Discussion and Possible Action)
This itemwas tabled.

8. Violence Prevention Items

A. Review the Los Angeles guide to Street Based Intervention (Discussion and Possible Action)
Commissioner Carlson will be reviewing the documents and providing a written proposal for the next Committee’s meeting.

B. Prepare a letter for the new Violence Prevention Director (Discussion and Possible Action)
This item was tabled.

C. Resolution re: H.R. 1064, the Youth Prison Reduction through Opportunities, Mentoring, Intervention, Support, and Education Act (Youth PROMISE ACT), introduced by Congressman Robert “Bobby” Scott (Discussion and Possible Action)
Commissioner Carlson reviewed the Resolution and restated the fact that the second reading would take place at the full Youth Commission meeting on December 21, 2009.
