Youth Justice Committee Minutes

1. Call to Order at 5:15pm.
Present: Commissioner Hirano, Commissioner, Commissioner Ellington and Commissioner Jones.
Absent: Commissioner Carlson and Commissioner Escamilla.

There was none.
4. New Business
A. Review of SF Police Department General Order 7.01 (Discussion and Possible Action)
The Committee members discussed the challenges facing the full implementation of DGO 7.01. A lengthy debate took place on whether the ‘assessment center’ should indeed be located at the Juvenile Justice Center or in the community.
B. John Avalos legislation (Discussion and Possible Action)
This item was tabled for a future meeting.
C. Invitation to visit Community Assessment and Referral Center (Discussion and Possible Action)
The Committee members were notified that CARC has invited them to have a site visit on a Wednesday afternoon. Commissioner Ellington and Commissioner Hirano are interested.
D. Discussion/action regarding policy focus of Committee with regard to the Community forum and upcoming budget activities (Discussion and Possible Action)
This item was tabled for the next meeting when the Chair could be present.
5. Old Business
A. Review letter to the new SF Chief of Police (Discussion and Possible Action)
Commissioner Ellington shared his letter with the Committee members present. The Committee members agreed to have this letter presented at the October 19 full Commission meeting.
B. Review of School Based Programming resolution (Discussion and Possible Action)
Commissioner Hirano suggested to the Committee that we consider implementing Youth Vote at a Beacon Center or a Middle School to learn more about the type of programs this age range would be interested in having. Commissioner Hirano will follow up with staff, Peter Lauterborn.
