1. Consent Calendar


1. Motion to approve Construction Document Phase deliverables (pedestrian gate latch post design and location plan) by Eric Powell for the Cayuga Playground Public Art Project.

2. Art on Market Street Program
Judy Moran

Project Manager Judy Moran discussed the offer from Clear Channel to display the Art on Market Street Poster Series in 18 new bus shelters on Market Street instead of the previously used triangular advertising kiosks. Ms. Moran explained how this new display system would allow for a total of 36 display panels housed in 18 bus shelters on downtown Market Street between the Embarcadero and 8th Street. She added that this change would not impact the program or content of the posters in any way.

Motion to approve the relocation of the Art on Market Street Poster Series from the older triangular kiosks to 18 new bus shelters (two posters per bus shelter) for a total of 36 ad panels on downtown Market Street between the Embarcadero and 8th Street.

3. Central Subway Project
Judy Moran

Ms. Moran informed the Commissioner that a progress report on the Central Subway Project station artworks would be presented at the next Visual Arts Committee Meeting in November. Ms. Moran explained that the projects by artists Tomie Arai, Yumei Hou, Tom Otterness, Erwin Redl, Catherine Wagner and the artist team of Jim Campbell and Werner Klotz were now entering into a Design Development Phase and additional funds are needed for each artwork. These additional funds will be to cover the costs of more extensive engineering and architectural consultation costs, material samples, exploration of fabrication methods, and several mock-ups for large-scale, architecturally integrated artworks.

Motion to increase the six Central Subway artists' Design Development contract amounts, for artists Tomie Arai, Yumei Hou, Tom Otterness, Erwin Redl, Catherine Wagner, and the artist team of Jim Campbell and Werner Klotz, originally approved for $25,000 each, for an additional amount not to exceed $75,000 each for a total revised Design Development contract amount not to exceed $100,000 per contract, to cover the costs of more extensive engineering and architectural consultation costs, material samples, exploration of fabrication methods, and several mock-ups for large-scale, architecturally integrated artworks.

4. Sunset Playground

Jennifer Lovvorn

Project Manager Jennifer Lovvorn presented the Design Development Phase deliverables by Bryan Tedrick for artwork for Sunset Playground. Ms. Lovvorn reminded the Commissioners that the last time they viewed the proposal was after the selection process. She explained that the Sunset Playground Artist Selection Panel had chosen the artist’s work with a recommendation that he modify his design to be more horizontally distributed along the frontage fence and to reduce the height of the sculptural elements to be pedestrian scale. Ms. Lovvorn reported that the artist has since revised his proposal to include four sculptural steel elements that are to be placed along the top of the playground’s Lawton Street fence extending from near the corner of 29th Avenue to the main gate and continuing beyond the children’s play area. Ms. Lovvorn explained that she presented the revised design to the Sunset Playground project team who expressed their concerns about the height of the artwork elements. She remarked that if directed the artist could reduce the height without compromising the integrity of his design. Commissioner Garcia-Nakata agreed with that observation and advised that the artist consider the proportion of the artwork elements in relation the height of the fence as he further refines his design.

5. General Hospital Acute Care Unit – Surgery Waiting Room (B1)
Jennifer Lovvorn

Ms. Lovvorn presented the Design Development Phase deliverables by Paul Kos for the Surgery Waiting Room (B1) at the General Hospital Acute Care Unit. Ms. Lovvorn explained that the Surgery Waiting Room is located on a basement level and contains no windows. The artwork on this floor consists of 5 flat screen monitors installed side by side behind a window frame. The installation will feature a 45 minute loop movie of an aspen tree whose leaves are blowing in the wind. This artwork, will give the illusion of a windowed space. Ms. Lovvorn noted that the artist is paying careful attention to integrate the work into the architecture of the room, using the same window stock as the other windows in the hospital. Ms. Lovvorn requested an increase in Mr. Kos’ agreement to cover the cost of industrial grade monitors so that the artwork will be more durable over a longer period of time.

6. General Hospital and Acute Care Unit – Art Glass Projects on Floor 3
Jennifer Lovvorn

Ms. Lovvorn presented the Construction Document Phase deliverables for the light court windows and curved glass element for the art glass project of Floor 3 by Mildred Howard. She explained to the Commissioners that Ms. Howard is currently under a design contract and requested authorization to modify Ms. Howard’s contract to include fabrication and transportation of artwork.

7. General Hospital and Acute Care Unit – Art Glass Projects on Floor 4
Jennifer Lovvorn

Ms. Lovvorn presented the Construction Document Phase deliverables for the light court windows and curved glass element for the art glass project of Floor 4 by Stephen Galloway. Ms Lovvorn reported that the artist has decided on his glass fabricators and fabrication techniques. For the light court windows, the artist will use ceramic melting colors which are ultra violet safe. For the curved glass element, the artist will use laminated printed Mylar film. Ms Lovvorn has requested that the artist consult with a conservator to ensure the longevity of the curved glass imagery over time. Additionally, Ms. Lovvorn stated that the color of the curved glass is not finalized and will be further refined to match the color of the light corridor fabrication technique sample. The artist will also work with his fabricator to produce mock-ups at the beginning of the Fabrication Phase that will be presented to the Commissioners for approval. Ms. Lovvorn also requested authorization to modify the artist’s contract to include fabrication and transportation.

8. General Hospital and Acute Care Unit – Art Glass Projects on Floor 6

Ms. Lovvorn presented the Construction Document Phase deliverables for the light court windows and curved glass element for the art glass project of Floor 6 by Julio Cesar Morales. Ms. Lovvorn noted that since the last presentation of Mr. Morales' design, a change in imagery has been made. Previously the artist had included an image of a patient receiving a shot from a nurse. After consultation with Public Art Program staff, the artist omitted that image and replaced it with one of a new mother and baby with a hospital care provider. Ms. Lovvorn also requested to modify the artist’s contract to include fabrication and transportation.

9. San Francisco Airport International Terminal (“SFO”) Boarding Area E
Susan Pontious

Program Director Susan Pontious presented Amy Ellingson’s color palette for terrazzo floor in Boarding Area E at SFO. Ms. Pontious remarked that the airport staff had liked the artist’s design, but thought her original choice of color was too bright. After consulting with Ms. Pontious, Ms. Ellingson decided to incorporate high contrast neutrals in warm and cool grays into her palette. Ms. Pontious reported that this color palette was approved by the Airport Steering Committee.

10. Memorial Court
Susan Pontious

Ms. Pontious reported on the Veteran’s Memorial Project Selection Panel meeting that took place at the Veteran’s Building on October 13, 2010. Ms. Pontious explained that she received 110 applications which she narrowed down to a highly qualified 30 to present to the Selection Panel. From that pool, the Selection Panel chose the following artist teams as finalists: Larry Kirkland with J. Douglas Macy; Norman Lee with SWA Group; and Susan Narduli with Andrea Cochran. Ms. Pontious reported that she has scheduled an artist orientation at the site for November 10, 2010 which will coincide with a press conference for the project. She commented that the event will double as an opportunity for public comment. Veterans groups will be invited and comment cards will be available for the public to express what they hope to see as a finished project.

Douglas Macy; 2) Norman Lee and SWA Group and 3) Susan Narduli and Andrea Cochran for an amount not to exceed $20,000 ($15,000 design fee with a $5,000 travel allowance for out-of-town team members).

11. Public Safety Building (“PSB”)
Susan Pontious

Ms. Pontious presented a new project for the PSB that will include the relocation of police administrative headquarters, a restoration of a historic fire station, and the resizing of the Hall of Justice. The PSB is located in the Mission Bay redevelopment district and includes an art enrichment budget of 3.2 million dollars. Ms. Pontious explained how the public courtyard and a space behind the firehouse are potential sites for artworks. Other potential artwork sites include an external metal screen on the building’s façade, a concrete wall along one side of the firehouse, window glass treatments, and the interior of the fire station’s community room. Ms. Pontious expressed concern over the visibility of the artwork due to limited public access to the property. She noted that an artist for this project would have to be identified quickly so the artwork could potentially be integrated into the building’s architecture. Ms. Pontious informed the Commissioners that a Request for Proposals for a national pre-qualified artist registry will be issued in November of this year. From that pool, artists will be presented to a Selection Panel for consideration for the PSB commission.

12. Laguna Honda
Susan Pontious

Ms. Pontious presented the 32 artworks selected from the Laguna Honda two-dimensional art program to be reproduced in limited editions for display in patient rooms at Laguna Honda. Ms. Pontious explained how a Selection Panel comprised of residents and staff chose the 32 pieces based on what they thought residents would enjoy. Ms. Pontious reported that the artists will be contacted to secure a license to reproduce, from which they will receive a $1,000 honorarium per selected artwork. Ms. Pontious also presented Frank Espada’s Low Fog Bank on the Horizon, a gift from the artist for display at Laguna Honda. She noted that this work will be accessioned into the permanent collection with the rest of the Laguna Honda works at a later date.

13. McLaren Park

Susan Pontious

Ms. Pontious presented the modifications to Peter Richards’ and Susan Schwartzenberg's proposal for the Philosopher's Way at McLaren Park to include an accessible loop. Ms. Pontious reported that the Department of Public Works is requiring street improvements and curb cuts at Mancel and Visitation Street to provide access from the parking lot to the accessible loop which will increase the project budget by $46,000.

Motion: Motion to approve the modification of Peter Richards and Susan Schwartzenberg's proposal for the Philosopher's Way to include an accessible loop, and increase in project budget of $46,000 to provide curb cuts and street crossing improvements at Mancel and Visitacion Streets to provide access from the parking lot to the accessible loop.

14. General Public Comment

Mr. Stephen Worsley, from the Coit Tower Preservationist group addressed the Commissioners about his concern for the preservation of murals at Coit Tower. He explained that while the murals are actually part of the Civic Art Collection, they have not been maintained properly due to restrictive access to the Tower owned by Recreation and Parks. Mr. Worsley noted that he would speak that night at the North Beach Merchants Association to communicate that art in the Tower should be turned over to San Francisco Arts Commission control. He also expressed his wish to establish a non-profit devoted to using the murals for educational purposes.

15. New Business

Director of Programs Jill Manton gave an update on the Transbay Terminal project. She stated that she had asked for a final estimate for demolition and refuse. An estimate of $535,000 was given. Ms. Manton explained that after a redesign of the project, she was able to reduce the estimate to $125,000 - $150,000. She noted that the Steering Committee will meet and vote on the revised design on Monday October 25, 2010.

Commissioner Beltran reported on a meeting held with the Bay Area Video Coalition (“BAVC”) who received a grant to move forward with National Public Lightpath, a fiber optic network that connects public organizations. Commissioner Beltran explained how SomArts will be the first of Bay Area Cultural Centers to receive a studio from BAVC intended to be used to create pubic access television shows. Commissioner Beltran suggested that the San Francisco Arts Commission write a letter of support for this program.

Ms. Lovvorn presented the Design Development Phase deliverables (revised artwork design reducing the elements from nine to eight) by Cliff Garten for artwork for the General Hospital Acute Care Unit: Entry Drive Median. Ms. Lovvorn explained that as the artist received more accurate fabrication estimates during design development, the costs were such that the artist was required to value engineer his proposal in order to not go over budget. She showed the artist’s renderings of the revised proposal and assured the Commissioners that the reduction of elements from nine to eight will not affect the impact of the finished project.
