SWEATFREE PROCUREMENT ADVISORY GROUP
Minutes from the February 10, 2022 Meeting
MEMBERS PRESENT: Conchita Lozano-Batista (Chair), Coyote Codornices Marin (Vice-Chair), Julienne Fisher, Joyce Kimotsuki, John Logan, Jason Oringer
CITY STAFF PRESENT: Hallie Albert (OLSE), Pat Mulligan (OLSE), Shawn Peeters (OCA), Sailaja Kurella (OCA)
1. RESOLUTION TO HOLD MEETING VIA TELECONFERENCE
AND VIRTUAL MEETING STATUS
The Advisory group unanimously adopted a resolution making findings to allow teleconferenced meetings under California Government Code Section 54953(e) for the next 30 days. Discussion regarding return to in-person meetings
2. ADOPTION OF AGENDA
The agenda was approved without objection.
3. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA
There was no public comment.
4. APPROVAL OF MINUTES
The minutes from the meeting of December 13, 2021 were approved without objection.
5. OCA UPDATE
Reviewed PO releases, no discussion
6. CONTRACT RECOMMENDATIONS UPDATE
The group reviewed the letter to Board of Supervisors (BOS) regarding recommendation to amend the contract pursuant to Corporate Accountability Lab’s (CAL) suggested changes. Conchita Lozano-Batista proposed taking a week to edit the letter further. Discussion regarding how to present the letter to the BOS and Lozano-Batista will send to CAL once finalized for their review. Sailaja Jurella raised concerns about the language “changes are not expected to increase costs” as vendors may see the changes as increasing cost or being a barrier to competition. John Logan inquired whether the City will perform an independent analysis of the cost. Coyote Codornices Marin raised concern about working on the letter outside of the meeting and Hallie Albert agreed to look into Brown Act and how to best edit the letter.
7. WORKER RIGHTS CONSORTIUM UPDATE
Ben Hensler from WRC discussed how difficult it is to get factories to pay restitution due to the limited leverage. WRC continues to press Shanta Industries about restitution. Current investigation is in the interview stage. Discussion re WRC’s approach, using complaint based approach versus proactive investigation. Hensler reviewed WRC’s investigation into a facemask manufacturer for the state.
8. ADVISORY GROUP REPORT
To be included in OSLE’s annual report.
9. POTENTIAL ITEMS FOR FUTURE AGENDAS
Status of letter to BOS – review revisions.
