A. March 2013 Minutes
The Committee reviewed and amended the draft March 20, 2013 Minutes.

II. REPORTS
A. Mayor’s HOPE Office
Bevan Dufty, Director of HOPE, Housing Opportunity, Partnerships and Engagement, provided an update from his office, including a community fundraiser on June 2 for the Dolores Street Community Services LGBT shelter. Mr. Dufty also discussed the tool-building partnership between HOPE and the Interfaith service providers for clergy on working with homeless individuals. Mr. Dufty reviewed the SAW II process.

B. Shelter Status Report
Human Service Agency (HSA) Report
Committee Member Cindy Ward reviewed the Single Adult Shelter occupancy rates, approximately 96%. Ms. Ward reported that the emergency family shelter, First Friendship is scheduled to close on June 30, 2013.

Ms. Ward reported that the Family Shelter Waiting list was at 212 families, 60 less than last week.

C. Department of Public Health
Committee Member Charles Morimoto reviewed the budget information for the next two fiscal years for the Department of Public Health. He referred the Committee to the sfdph.org web-site for the documents and requested Committee staff to forward the documents to the Committee.

D. Standard of Care Report
Committee staff Bernice Casey reviewed the SOC report for the month of April, including the number of complaints generated by clients and the Committee for each shelter.

III. PUBLIC COMMENT
Marlon Mendieta asked why the report (quarterly report) did not have a line explaining what steps the sites had done to remedy complaints.

IV. OLD BUSINESS
A. Policy Recommendations
Policy Subcommittee Chair Caroline Caselli reviewed the policy recommendations from the Policy Subcommittee.

Marlon Mendieta said that the case management discussion should include the scope of case management provided within contract dollars.

V. NEW BUSINESS
A. Confidentiality Overview
Deputy City Attorney Sherri Kaiser reviewed the confidentiality guidelines with the Committee when conducting site visits, investigations and taking complaints from clients.

Public Comment
Debi Muise asked if HIPPA applied to the Committee.

Through the Committee, Deputy City Attorney Kaiser explained that HIPPA applies to medical information and not the Committee.

Rasheedah Blake asked what sites should do when police enter looking for a client.

Committee Member Ward advised shelter staff present to refer to the Law Enforcement policy issued by HSA.

B. Quarterly Report
The Committee reviewed the 1st & 2nd Quarter Report of the Shelter Monitoring Committee.  Ms. Casey asked the Committee to get any edits to her by May 30, 2013.

C. Legislative Subcommittee
Chair Kimura created a subcommittee to examine making changes to the Standard of Care legislation. He appointed Committee Members Caselli, Dennis and Medellin to the subcommittee.

V. INFORMATION REQUESTS
A. Staff Report
The Committee reviewed the May 2013 staff report.

B. Information Requests
Chair Kimura asked for an Information Request go to HSA regarding the family shelter wait list and any draft changes that would impact the criteria for the wait list.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
In order to assist the City’s efforts to accommodate persons with severe allergies, environmental illness, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees maybe sensitive to various chemical based scented projects.  Please help the City to accommodate these individuals.
