- North Beach Police Station and Parking Garage at 766 Vallejo Street, AT&T and Verizon Antenna Attachments: Phase 3
Omar Masry, Program Manager, City Planning
Mr. Masry presented the project with images of the antennas, explaining how their visual impact was minimized.
The Committee discussed the project. They considered the Verizon project separately from the AT&T project, to allow Commissioner Ordeñana to recuse himself from the AT&T approval.
There was no public comment, and the first motion was unanimously approved as follows.
Motion to approve Phase 3 of the North Beach Police Station and Parking Garage at 766 Vallejo Street for Verizon Antenna Attachments.
Commissioner Ordeñana explained that AT&T provides funds to his employer, the San Francisco Lesbian Gay Bisexual Transgender Community Center, and he recused himself from the discussion and vote.
There was no public comment, and the second motion was unanimously approved as follows, with the recusal of Commissioner Ordeñana.
Motion to approve Phase 3 of the North Beach Police Station and Parking Garage at 766 Vallejo Street for AT&T Antenna Attachments.
Because the presenters for the next project were not yet present, Commissioner Smith took New Business and Announcements out of order.
- New Business and Announcements
Ms. Manton reported that she is working on revising the Civic Design Review guidelines, including research on guidelines from other jurisdictions. She asked for ideas from the Committee. They said that the guidelines should focus more on performance than a checklist of specifications. Ms. Manton said she would continue working on revisions, and would bring the guidelines to the Committee for review.
There was no public comment.
The Committee went into a brief recess at 3:12 p.m. to give the next presenters time to arrive.
The Committee returned from recess at 3:16 p.m., with all members present.
- Oceanside Water Pollution Control Plant, Building 930 Awning Replacement: Phases 1 and 2

The design team presented the project, explaining that the entire canopy needs to be replaced, and they are using essentially the same layout, structure and concept as the existing canopy, but at a different size and with different materials. They presented material samples, including a corrosion-resistant stainless steel and polycarbonate for the panels.
The Committee noted that corrosion of stainless steel can be caused by different things, and reminded the team to thoroughly research and keep in mind which elements were relevant at this site. The Committee also discussed the support system for the canopy.
There was no public comment, and the motion was approved as follows.
