Commission President P.J. Johnston called the meeting to order at 3:07 p.m.

- President’s Report
President Johnston reported that two vacancies on the Commission were a pressing issue for Civic Design Review, and he hoped to see new appointments soon. He also discussed reporting for the strategic plan and the calendar for the budget process.
- Director’s Report
Mr. Cancel reported on the Mayor’s Art Award, on the proposal for an independent “Friends of the Arts” organization, and on interest in an international art fair in San Francisco whose opening event may raise funds for the Arts Commission. He reported on other activities of the agency and the Cultural Centers.
There was no public comment.
- Shanghai Sculpture Gift
Mr. Cancel explained that actress Joan Chen had commissioned a sculpture by her brother, Chase Chen, a talented San Francisco artist born in Shanghai. The work will be a gift from San Francisco to Shanghai in celebration of the sister city relationship.
President Johnston observed that Ms. Chen is one of the first internationally known Chinese actresses. He added that the Committee was willing to accept this gift because there will be no cost to the City. He read the resolution offering the artwork, and presented the following motion.
There was no public comment, and the motion was approved as follows.
Motion to accept a gift of a sculpture (tentatively entitled Sprout) from artist Chase Chen on condition that it be used as an official gift from the City of San Francisco to its sister city, Shanghai, for the World Expo 2010.
- Strategic Plan Update
The Committee discussed the proposed schedule for reviews on the status of goals established in the strategic plan, with quarterly reports to this Committee at its meetings in October, January, April and July.

- Cultural Equity Initiatives Level One Grants
Mr. Cancel explained that this motion came to the Executive Committee instead of the Community Arts, Education and Grants Committee because that Committee was unable to meet for lack of quorum. Cultural Equity Grants Program Director San San Wong reported on this grant program, the panel review process, and the grantees selected.
There was no public comment, and the motion was approved as follows.
Motion to approve recommendations to award fourteen grants totaling $324,990 in the 2009-2010 cycle of Cultural Equity Initiatives Level One grants to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each for the amounts listed:

Asian American Women Artists Association, $16,400
Asian Improv aRts, $25,000
Au Co Vietnamese Cultural Center, $25,000

- Cultural Equity Grants Application Review Panelists
Ms. Wong described the proposed panelists.

Motion to approve the following individuals as grants application review panelists for Cultural Equity Grants:
Lauren Davies, Director of Exhibitions and Public Programs, Kala Gallery and Art Institute
Lisa Jervis, Finance and Operations Director, Center for Media Justice
Madeleine Oldham, Literary Manager and Resident Dramaturg, Berkeley Repertory Theater
Sean Uyehara, Programmer, San Francisco Film Society
Christine Lim, Director of Education and Artistic Administration, San Francisco Performances
Susie Lundy, Development Director, La Peña
- Nuvana New Media Arts Education Presentation
Joe Kwong and his colleague from Nuvana presented their proposal for an interactive new media educational game. They gave background information on how their game has been used in other subjects and explained how it might be used for arts education. The Committee discussed the game and how it worked. The Nuvana team explained that they were not seeking financial support.

- Arts Commission FY 2010-2011 Budget
Mr. Cancel and Finance Director Kan Htun presented the budget and reviewed the timeline for its submission and adoption. The Committee discussed the budget in detail, item by item. They reviewed the General Fund cuts made to meet the Budget Office targets, and discussed their impact.

The Committee discussed whether to seek meetings with the Board of Supervisors on the budget. There was no public comment.
