President JD Beltran called the meeting to order at 12:41 p.m.

  2. Public Comment
    There was no public comment.
     
  3. Director’s Report
    Mr. DeCaigny reported that the Request for Proposals for the nonprofit displacement funds has closed. He reported that he has authorized the Northern California Community Loan Fund to move forward with technical assistance to all of the organizations that requested it in their applications, and that requests for direct financial assistance will be reviewed by a panel in January.
     
    He reported on the recent retreat and learning session for the Community Investments team, and on the cost-modeling proposal for the Civic Art Collection. The Committee discussed the integration of the Cultural Equity Grants Program and the Community Arts and Education Program in line with the strategic plan.
     
    Mr. DeCaigny also reported on discussions with the Mayor’s Office of Housing and Community Development on artists’ housing and affordability issues.
     
    There was no public comment.
     
  4. Cultural Equity Initiatives Level One Grant
    Mr. DeCaigny explained that this item and the following one had been referred from the Community Arts, Education and Grants Committee because Commissioner Shelby had to recuse himself from considering them, and without him there was no quorum. Community Investments Senior Program Officer Barbara Mumby was present to answer any questions.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve recommendation to award Melody of China, Inc. a grant in the 2014-2015 cycle of Cultural Equity Initiatives Level One, and to authorize the Director of Cultural Affairs to enter into grant agreement for $25,000.
     
  5. Cultural Equity Initiatives Level Two Grants
    In response to the Committee’s questions, Mr. DeCaigny briefly reviewed the goals of the Cultural Equity Initiatives Level One and Level Two grants for capacity-building, and the relationship between the two levels. Vice President Schnair noted that she was very familiar with Golden Thread Productions and spoke highly of them.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve recommendations to award three grants totaling $300,000 in the 2014-2015 cycle of Cultural Equity Initiatives Level Two grants to the following organizations, and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for the amounts listed:
     
    Brava Theater Center/Brava! For Women in the Arts, $100,000

    Golden Thread Productions, $100,000

    African American Shakespeare Company, $100,000

     
  6. California Arts Council and National Endowment for the Arts Grants
    Mr. DeCaigny explained that this motion would award newly available but restricted funds, including a grant from the National Endowment for the Arts to the Community Arts Stabilization Trust to address real estate affordability; the Creating California Communities grant from the California Arts Council for the luggage store and CounterPulse to support their work in the Tenderloin and Central Market; and funds from the Office of Economic and Workforce Development for the Calle 24 Mission cultural district.
     
    The Committee discussed the motion; there was no public comment, and the motion was approved unanimously as follows.
     
    Motion to authorize the Director of Cultural Affairs to enter into grant agreements with the following organizations in the amounts listed, based on additional secured funding from new sources (California Arts Council, National Endowment for the Arts, and OEWD funds for Calle 24 Mission Cultural District):
     
    The 509 Cultural Center/the luggage store gallery, $35,000

    CounterPulse, $35,000

    Community Arts Stabilization Trust, $75,000

    Brava Theater Center/Brava! For Women in the Arts, $100,000

     
  7. New Business and Announcements
    The Committee confirmed that the current meeting time of 12:30 was still appropriate for the coming year, and that the December 2014 meeting would be cancelled.
     
    The Committee requested an update on the strategic plan; Mr. DeCaigny explained that he has been working with staff to provide a one-year status report to this Committee in January, and to the full Commission in February.
     
    The Committee requested that Deputy City Attorney Adine Varah come to a meeting of this Committee early in 2015 to review and discuss the Commission’s bylaws and possible changes to them, and to review the Statement of Incompatible Activities with the Committee.
     
    There was no public comment.

    There being no further business, the meeting was adjourned at 1:21 p.m.
