2.            Public Comment
Discussion

Commissioner Keehn called for public comment. There was no public comment.

3.            Consent Calendar
Action

1. Motion to approve the mural design, BLUE, by Shawn Bullen to be painted on a mural site located at 4049 24th Street. The mural is a project of the Arts Commission’s StreetSmARTS Program, funded by the Department of Public Works with private support by the Small Business Saturday Coalition.

2. Motion to rescind RESOLUTION NO. 1201-14-306 authorizing the Director of Cultural Affairs to enter into contract with Magna Chrome in an amount not to exceed $284,720 for the fabrication of artwork reproductions for General Hospital Acute Care Building due to increased artist license fees amounts approved by RESOLUTION NO. 1201-14-307.

3. Motion to authorize the Director of Cultural Affairs to enter into contract with Magna Chrome in an amount not to exceed $418,945 for the fabrication of artwork reproductions for General Hospital Acute Care Building.

4.            SFAC Galleries
Meg Shiffler
Action

SFAC Galleries Director Meg Shiffler presented the work of artist Roger Erickson who will be presenting photographs at the SFAC Galleries’ exhibition space at San Francisco City Hall in June 2015. Ms. Shiffler described Mr. Erickson as an internationally recognized music, fashion and celebrity photographer. At City Hall, the SFAC Galleries is organizing the first exhibition of his Lesbian, Gay, Bisexual, and Transgender (“LGBT”) portraits. The exhibition will feature 40 – 50 of Erickson’s existing work produced in Los Angeles, New York, and Miami, as well as 10 – 15 newly commissioned portraits of local individuals who are prominent members of the LBGT community.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve an artist honorarium in the amount of $3,000 to Roger Erickson for the production and exhibition of newly commissioned photographs for the SFAC Galleries’ exhibition space at San Francisco City Hall in June 2015.

5.            San Francisco International Airport: Control Tower, Secure Connector – James Melchert

Action

Project Manager Justine Topfer presented images of the ceramic tile mural Riven/River, 2014 by James Melchert as fabricated and installed at San Francisco International Airport: Control Tower, Secure Connector. Ms. Topfer noted that both Arts Commission staff and the artist were very pleased with the outcome of this project. She added that lighting for the work will be installed at a later date. The Commissioners commented on how well the work enhanced the location at which it was installed.

6.            Civic Art Collection

A. Loan to the California Historical Society
Allison Cummings
Action

Senior Registrar Allison Cummings presented a request by the California Historical Society for the loan of a large scale architectural diorama depicting the site of the Pan Pacific International Exposition (“PPIE”) created circa 1939. The diorama will be displayed in the exhibition City Rising: San Francisco and the 1915 World’s Fair, February 22 - December 6, 2015, organized by the California Historical Society in celebration of the 100 year anniversary of the PPIE. Ms. Cummings noted that while the diorama was not assigned an accession number indicating its inclusion in the Civic Art Collection, records show that it is under the jurisdiction of the Arts Commission.

Motion: Motion to approve the loan of the Pan Pacific International Exposition Diorama, ca. 1939 a large scale architectural model, approximately 7 feet 9 inches by 12 feet 2 inches by 6 feet 3 inches (San Francisco Arts Commission Number T2014.167) to the California Historical Society for the exhibition City Rising: San Francisco and the 1915 World’s Fair, February 22 - December 6, 2015. Costs associated with transport and insurance, as well as conservation treatment will be borne by the California Historical Society.

B. Fiscal Year 2014/15 Capital Improvement Projects Budget

Discussion

Ms. Cummings presented a budget indicating the use of capital improvement project funds allocated to the Arts Commission for Fiscal Year 2014/15 for the care of the Civic Art Collection. Director of Cultural Affairs Tom DeCaigny clarified that these budgets are created on a rolling basis over a two year cycle, wherein Arts Commission staff first conducts an assessment of work in the Civic Art Collection needing care, then makes a request for the funding necessary to carry out conservation. Ms. Cummings added that capital improvement funding is one of several funding sources used to care for the Civic Art Collection. She stated that she will make regular reports to the Committee pertaining to the allocation of all funding sources.

C. Intern Acknowledgement

Discussion

Ms. Cummings acknowledged the work recently completed by the Graduate Interns from John F. Kennedy University’s Museum Studies Program: Eleanor Sandys, and Allison Shiba. She particularly thanked them for their significant assistance with the collection inventory and efforts to archive the Civic Art Collection files as the Arts Commission prepares for its upcoming move to the War Memorial Building. Ms. Cummings also acknowledged the work of Volunteer Allegra Fortunati, who participated in object file maintenance.

7.            Marina Earthquake Memorial

Action

Project Manager Marcus Davies presented the initial design by Merge Conceptual Design for the Marina Earthquake Memorial. The memorial is to be located along the Bay Trail on the Marina Green and will be constructed of rammed earth, concrete, corten steel, and landscaping. Text and images highlighting the role of the San Francisco Fire Department and Marina residents in saving the neighborhood in the aftermath of the earthquake will also be incorporated into the memorial. Mr. Davies remarked that the proposal was presented at a well-attended meeting of stakeholders that included the San Francisco Fire Department, District 2 Supervisor Mark Farrell, the Recreation and Parks Department, and Marina neighbors, and that there was general consensus in support of the artists’ Conceptual Design.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve the Conceptual Design by Merge Conceptual Design for the Marina Earthquake Memorial.
