Minutes 

President Ordeñana called the meeting to order at 2:12 p.m.

President Ordeñana announced the hybrid meeting instructions.

President Ordeñana shared on Tuesday, March 29, he and Director Remington received letter of resignation from Commissioner Askew. He thanked former Commissioner Askew for his time and service on the commission.

Commission Secretary Alyssa Ventre announced public comment instructions.

President Ordeñana began the meeting reading the Arts Commission’s land acknowledgement statement.

President Ordeñana announced that item 6 would be postponed since Senior Racial Equity and Policy Analyst Sandra Panopio is out.

 

2. AB 361 Legislation Impact

President Ordeñana introduced the item. He reminded commissioners that the commission approved the motion at their last meeting. He explained that the commission must approve the motion every 30 days in order to continue to meet virtually in the instance that one or more members may need to attend remotely due to covid related reasons. He provided additional background information regarding the AB 361 legislation including its requirements.

Commissioner Parker Pennington, seconded by Commissioner Shiota moved to adopt a resolution setting forth findings required under Assembly Bill 361 that would allow the Arts Commission and its subcommittees to hold meetings remotely according to the modified Brown Act teleconferencing set forth in AB 361. 

There was no public comment.

The motion unanimously carried by the following vote:

RESOLUTION NO. 0404-22-065: Motion to adopt a resolution setting forth findings required under Assembly Bill 361 that would allow the Arts Commission and its subcommittees to hold meetings remotely according to the modified Brown Act teleconferencing set forth in AB 361.


3. Approval of Minutes

Commissioner Walker, seconded by Commissioner Parker Pennington moved to approve the March 7, 2022 minutes.

4. General Public Comment

Ace Washington requested information about funding and programing for Juneteenth celebration for FY 2019, 2020, and 2021. He said he’s working as a liaison with the official Juneteenth 2020 event and he said he is the Fillmore Corridor Ambassador.

There was no additional public comment.

President Ordeñana announced that the grantee list is available on the SFAC website.

 

5. Director’s Report

Director Remington thanked Commissioner Askew for his service. He said he looks forward to new appointment from Mayor London Breed.

He recognized that the SFAC celebrated International Women’s Day and acknowledged the women who make up the Arts Commission staff and commission.

He also shared a large number of events that occurred during March which included a visit from the National Endowment for the Arts Chair Dr. Maria Rosario Jackson, the ribbon cutting for Fire Station 35 at Pier 22 ½ and the celebration of Walter Hood’s “Bow”, the re-swearing in of Commissioner Stryker, a reception for our San Francisco Planning Artist in Residence artist Mansur Nurullah, the 40th Anniversary Jazz Master’s Tribute Concert, the lighting ceremony of Jorge Pardo’s new lighting sculpture on Van Ness Avenue and the ribbon cutting celebration for Van Ness BRT project.

He provided an update on the Monuments and Memorials Advisory Committee. He said the next meeting will be rescheduled to April 27, 2022 at 4 p.m. He said the SFAC is extending the timeline for this project through December 2022 and will continue working with the facilitator and our MMAC co-chairs to move this project forward.

He reminded all to visit the Care in the Time of COVID-19 which closes on Friday, April 22 at City Hall and Taking Place: Untold Stories of the City and Black Magic which close on Saturday, April 23 at the SFAC Main Gallery. He also announced on Tuesday, April 19 at 12 p.m., the gallery will host a livestreamed conversation called  “Photojournalism’s Ethical Question: Who Gets to Tell a Community’s Story?” with SFAC exhibiting artists.

He noted that he will be attending the Government Alliance for Race and Equity (GARE) meeting in Portland, Oregon and will be participating in a panel.  

He provided several HR updates. He said that many positions are in the final interview phase. He also shared the departure of Project Manager Zoe Taleporos. He thanked Ms. Taleporos for her many contributions to the arts, her commitment to public art and her tenacity in working through all the challenges and complexities of public art projects. He said he sends Ms. Taleporos well wishes in her new role leading the public art program for the City of Berkeley.

He called attention to a few announcements which included the posting of the RFQ for the 2023 Art of Market Street Poster Series and the application extension for the SF Public Utilities Commission’s City Distribution Division at 2000 Marin Street. He also highlighted a video that was produced in partnership with SFPUC about Malik Seneferu’s Mural Installation on Evans Avenue.

Commissioners Stryker and Schnair thanked Commissioner Askew for his expertise and commitment to the Civic Design Review Committee.

Commissioner Walker congratulated Zoe Taleporos and thanked her for her service to the City. She also commented on the many events occurring in March and congratulated staff for their work. 

Director Remington thanked Director of Communications Coma Te and Commission Secretary Alyssa Ventre for their work in coordinating the NEA visit.

President Ordeñana thanked staff for their work regarding the Van Ness BRT.

7. Committee Reports and Committee Matters

  1. Civic Design Review Committee
    (40:09)

    Commissioner Stryker reported that the March meeting reviewed two projects. She mentioned the Rose Pak Central Subway Gate. She also highlighted the approval of the Phase 3 of the Portsmouth Square Improvement Project and described project changes in detail.

  2. Community Investments Committee

    Commissioner Collins reported that the Community Investments Committee has considered changing in the meeting day of the month. He said this change would allow staff more time to complete the docket and bring it properly before the committee.

    President Ordeñana said he supported the move. He said this request came from staff since they need more time to prepare meeting materials. He said this change would ensure rapid deployment of funds to the community.

    Commissioner Shiota, seconded by Commissioner Parker Pennington moved to change the regular meeting day for the Commission’s Community Investments Committee from the second Tuesday of the month to the third Tuesday of the month.

    RESOLUTION NO. 0404-22-067: Motion to change the regular meeting day for the Commission’s Community Investments Committee from the second Tuesday of the month to the third Tuesday of the month.

    Commissioner Shiota requested an updated meeting schedule.

     
  3. Visual Arts Committee

Commissioner Ferras shared an overview of the agenda items from the March committee meeting. She also shared images of each project.

Commissioners requested more information about the David Johnston exhibition. Staff said they will provide more details as the exhibition program rolls out.

Commissioner Shiota added that Ranu Mukherjee has an upcoming collaboration with a dance troupe and 836M Gallery.

Commissioner Walker reminded folks to see the COVID photography exhibition in City Hall.

Commissioner Parker Pennington suggested tying the David Johnson exhibition to the Juneteenth celebration.

There was no public comment.

 

8. Consent Calendar

President Ordeñana introduced the consent calendar items.

Commissioner Hakimi recused herself from sub item 8. She said this item relates to LGBTQ Cultural District and she serves on the LGBTQ Cultural District board.

President Ordeñana added a disclosure. He said one of the artists, Juan Manuel Carmona, was contracted by his employer, the SF LGBT Center, to paint a mural outside of the SF LGBT Center.

President Ordeñana called for a vote on the Consent Calendar items as presented except for sub item 8.

Commissioner Collins, seconded by Commissioner Walker moved to approve the consent calendar except sub item 8.

There was no public comment.

The motion carried unanimously by the following vote:
Ayes: Ordeñana, Shiota, Collins, Ferras, Hakimi, Lu, Parker Pennington, Schnair, Shelby, Stryker, Walker, Woolford

 
President Ordeñana recused himself due to a possible conflict relating to the funding source of sub item 8. He said there was a potential conflict of interest because MOHCD is a funder of the SF LGBT Center and the SF LGBT Center is the fiscal agenda of the LGBTQ Cultural District.

President Ordenana and Commissioner Hakimi left the meeting at 3:17 p.m.

Commissioner Shiota called for discussion on sub item 8.

Commissioner Collins, seconded by Commissioner Schnair moved to approve sub items 8, as presented.

There was no public comment.

      Visual Arts Committee Recommendations (March 16, 2022)

       
    6. RESOLUTION NO. 0404-22-074: Motion to approve Untitled, a mural design by YAX Public Art Internship Students Alyssa Aviles and Logan Kelley. The mural will be installed on 681 Florida St. between 18th and 19th St. in District 9. The mural measures approximately 12 ft. by 22 ft. by 7 ft. The project is funded by the Mission Economic Development Agency and the Tenderloin Neighborhood Development Corporation. The artwork will not become part of the Civic Art Collection. 
    7. RESOLUTION NO. 0404-22-075: Motion to approve Battery Bridge Street Mural, a mural design by Claudio Talavera-Ballon. The mural will be installed on Battery St. between Market St. and Bush St. in the new “Battery Bridge” public space. The mural measures approximately 83 ft. by 22 ft. The project is funded by Downtown SF, a community benefit district. The artwork will not become part of the Civic Art Collection. 
    8. RESOLUTION NO. 0404-22-076: Motion to approve Showtime, a mural design by Serge Gay Jr., Simon Malvaez, Juan Manuel Carmona, Elliott C. Nathan, and Christopher McCutcheon. The mural will be installed on 298 11th St. and Folsom St. in District 6. The mural measures approximately 11 ft. by 80 ft., 17 ft. 4 in. by 22ft., and 17 ft. 4 in. by 58 ft. 4 in. The project is funded by the MOHCD Leather & LGBTQ Cultural District and Private Funds. The artwork will not become part of the Civic Art Collection. 
    9. RESOLUTION NO. 0404-22-077: Motion to approve the design of the artwork Around the Way by Aaron De La Cruz to be installed at Balboa Park Upper Yard, located at the intersection of San Jose Ave. and Geneva Ave. The artwork is partially funded by the City of San Francisco. Mission Housing Development Corporation (MHDC) and The Related Companies of California (TRCC) will be joint owners of the affordable housing development and the artwork. Caritas Management Corporation (Caritas), a subsidiary of MHDC, will be responsible for ongoing maintenance. The artwork will not become part of the Civic Art Collection. 
    10. RESOLUTION NO. 0404-22-078: Motion to approve the loan of Emmy Lou Packard’s artwork Morning in the Valley, edition 12/20, a linoleum cut print on paper, measuring 26 1/16 x 39 15/16 in. (San Francisco Arts Commission Accession Number 1972.43.12) to the exhibition Emmy Lou Packard – Artist of Conscience by the Richmond Art Center in Richmond, California scheduled for June 21, 2022 through August 19, 2022. 
    11. RESOLUTION NO. 0404-22-079: Motion to approve the twelve final designs by Gaia Weise for the 2022 Art on Market Street Kiosk Poster Series. 
    12. RESOLUTION NO. 0404-22-080: Motion to approve the project plan and theme for the 2023 Art on Market Street Kiosk Poster Series. 
    13. RESOLUTION NO. 0404-22-081: Motion to approve the purchase of the following artworks for display at San Francisco International Airport: Harvey Milk Terminal 1: 
      Cornelia Schulz, K2, 2018, oil on canvas mounted on wood, 13 in. by 10 in., $12,000 
      Cornelia Schulz, K6, 2018, oil on canvas mounted on wood, 12.5 in. by 9.5 in., $12,000 
    14. RESOLUTION NO. 0404-22-082: Motion to approve as installed the completed artwork When the Path Through the Atmosphere is Longer, 2021, by Ranu Mukherjee, UV inkjet print, silk and cotton sari cloth, laminated glass and aluminum composite, for the San Francisco International Airport’s International Terminal Boarding Area G Recompose.


President Ordenana and Commissioner Hakimi returned to the meeting at 3:21 p.m.

9. New Business and Announcements

Commissioner Woolford shared Opera Parallèle’s benefit will be hosted at Saint Joseph’s Art Society on Thursday, April 14.

Commissioner Ferras announced that the art walk kick off will take place on Saturday, May 7 on Balboa Street from 12 p.m.  – 5 p.m. She mentioned that the art walks will continue on the first Saturday every month in different neighborhoods. She added that June art walk is scheduled for the Castro. 

Commissioner Parker Pennington recognized that today is the anniversary of the assassination of Dr. Martin Luther King Jr. She added that today at 5:30 p.m. the Poor People’s Campaign organized a reading of Dr. King’s speech from April 4, 1967. 

Commissioner Shelby added that April 4 is also Maya Angelou’s birthday.

Commissioner Collins encouraged all to attend exhibitions at MoAD and the Berkeley Pacific Film Archive. He added that the Soapbox Derby will be held on April 10 from 10 a.m. - 5 p.m. in McLaren Park.
