President Ordeñana called the meeting to order at 2:08 p.m.

    President Ordeñana thanked Ms. Rebekah Krell for stepping into the Acting Director role.
     
  2. Approval of Minutes
    There was no public comment, and the minutes were unanimously approved as follows.
     
    RESOLUTION NO. 0203-20-018: Motion to approve January 6, 2020 Minutes.
     
  3. General Public Comment
    There was no public comment.
     
  4. Director’s Report
    Acting Director of Cultural Affairs Rebekah Krell reported on the George Segal Holocaust Memorial sculpture that recently underwent a conservation effort and was reinstalled last month at its site outside the Legion of Honor. She provided details about the scheduled ArtCare lecture featuring art and holocaust scholar Barbara Kirshenblatt Gimblett.

    Ms. Krell announced the SFAC Galleries kick off of their 50th anniversary season on February 12 in the Main Gallery with The Capricorn Chronicles.

    Ms. Krell reminded Commissioners that the annual Statement of Economic Interests, Form 700, will be due on April 1, 2020.

    Ms. Krell recognized two SFAC projects that were featured in NBC Bay Area about light based artwork in San Francisco called Art After Dark. A video clip was played featuring Jill Manton, Director of the Public Art Trust and Special Initiatives, discussing “White Light” by Jenny Holzer at the Salesforce Transit Center and “W.F.T.” by Joseph Kosuth on the Bill Graham Civic Auditorium.

  5. Arts Commission FY 2020-2021 and 2021-2022 Draft Budget

    Ms. Krell reviewed the budget process, timeline and the Mayor’s budget instructions. She reviewed the budget memo and presented an overview of the proposed budget and the proposed capital budget, as she had done at the January Executive Committee meeting.
     
    Ms. Krell explained that the significant increases in the proposed capital budget reflect the funding for the infrastructure costs associated with the four cultural centers. She explained the Department of Public Works conducted assessments of the cultural centers for a better sense of the overall cost for the maintenance of the buildings.
     
    The Committee continued to discuss the budget.

    President Ordeñana added the Executive Committee recommended to move the budget forward at their last meeting.

    There was no public comment, and the motion was unanimously approved as follows.

    RESOLUTION NO. 0203-20-019: Motion to approve proposed Fiscal Year 2020-2021 and 2021-2022 Arts Commission budget.
     
  6. Committee Reports and Committee Matters
    1. Executive Committee—Roberto Ordeñana, Chair
      1. President Ordeñana reported that the Department of Human Resources (“DHR”) gave an update on the executive recruitment process. He explained that the Executive Committee provided feedback to DHR expressing the importance of the recruitment firms having experience in arts and culture. He explained details relating to the process and next steps for the search.

        President Ordeñana invited Deputy City Attorney Lauren Curry to explain a memo outlining the main requirements that apply to the Arts Commission when selecting the new Director of Cultural Affairs.

        The Committee discussed details relating to the search process including timeline, firm experience, and the search cost.

        There was no public comment.
         
    2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. Vice President Stryker reported on the recent committee meeting. She said that SFO Phase 2 Terminal West was approved with some suggestions. She explained that the Committee also reviewed the bus shelter design for the Van Ness BRT project. She said she was asked to join a committee to help the Mayor’s Office of Housing and Mercy Housing select an architect for low income housing and formerly homeless residence housing.

        There was no public comment.
         
    3. Community Investments Committee—Charles Collins, Chair
      1. President Ordeñana announced that he would need to recuse himself from consideration of this item relating to T. Kebo Drew, arts administrator, Queer Women of Color Media Arts Project (“QWOCMAP”), because this organization rents space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Center. President Ordeñana left the room at 2:38 p.m.

        There was no public comment.

        Commissioner Collins called for a vote and the motion was unanimously approved as follows.

    4. Visual Arts Committee—Dorka Keehn, Chair
      1. Commissioner Keehn reported on two public art projects including Sadie Barnette’s Art on Market Poster Series and Mildred Howard’s sculpture in the plaza of the Southeast Community Center.

        There was no public comment.
         
  7. Consent Calendar
    President Ordeñana announced that he would need to recuse himself from consideration of agenda sub item 3, regarding the Queer Cultural Center (“QCC”), because this organization occasionally rents space from his employer, the San Francisco Lesbian Gay Bisexual Transgender Center.

    President Ordeñana called for a vote on the remainder of the Consent Calendar, excluding sub item 3. There was no public comment, and the Consent Calendar was approved unanimously as follows.

    RESOLUTION NO. 0203-20-021:
    Approval: RESOLVED, that this Commission does hereby adopt the following items on the Consent Calendar and their related Resolutions:
    1. RESOLUTION NO. 0203-20-022: Motion to approve the Civic Design Review Committee Meeting Minutes of January 13, 2020.
    2. RESOLUTION NO. 0203-20-023: Motion to approve the Visual Arts Committee Meeting Minutes of January 15, 2020.
       
      Executive Committee Recommendations (January 27, 2020)
    3. RESOLUTION NO. 0203-20-024: Motion to increase the grant amount of $363,040 (authorized by Resolution No. 0603-19-156) to the Bayview Opera House by $25,412 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $388,452 at this time.
    4. RESOLUTION NO. 0203-20-025: Motion to increase the grant amount of $627,834 (authorized by Resolution No. 0603-19-157) to Mission Cultural Center for Latino Arts by $18,274 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $646,108 at this time.
    5. RESOLUTION NO. 0203-20-026: Motion to increase the grant of $811,303 to SOMArts and sub-grantee Asian Pacific Islander Cultural Center (“APICC”), authorized by Resolution No. 0603-19-158, by $45,294 (an increase of $34,034 to SOMArts for a subtotal not to exceed $714,729, and an increase of $11,260 to sub-grantee APICC for a subtotal not to exceed $141,868 and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $856,597 at this time.

      Civic Design Review Committee Recommendations (January 13, 2020)
    6. RESOLUTION NO. 0203-20-027: Motion to approve Phase 2 of the SFO Terminal 3 West Modernization Project contingent upon 1) studying the penthouse mechanical cover to see if it could be minimized in its appearance or to rationalize it into the overall design and, 2) exploring the design possibilities of making the two story escalator/stair vertical circulation space more pronounced on the facade, and more interesting on the Interior.
    7. RESOLUTION NO. 0203-20-028: Motion to approve Phase 1 and 2 of the Van Ness BRT, McAllister Stations Project contingent upon 1) the study of a more harmonious balance between the approved railing and the cadence of the glass panels and their vertical support and, 2) a softening of the corners of the upper brackets where the overhead canopy meets the support.

      Visual Arts Committee Recommendations (January 15, 2020)
    8. RESOLUTION NO. 0203-20-029: Approval to issue a Letter of Conditional acceptance to Julie Lepinard and the JSLH Foundation (donors), for of Rose des Vents, a sculpture by Jean-Michel Othoniel and gift to the City. The Letter of Conditional acceptance authorizes the donors to permanently install the sculpture in Golden Gate Park in accordance with the approved installation designs.  The sculpture, upon final acceptance, will become part of the Civic Art Collection.
    9. RESOLUTION NO. 0203-20-030: Motion to approve Alicia McCarthy’s Construction Document Phase deliverables for Alicia McCarthy’s artwork at the San Francisco International Airport’s International Terminal Boarding Area A, Holdroom 3.
    10. RESOLUTION NO. 0203-20-031: Motion to approve the San Francisco International Airport: Terminal 1, Three-story Atrium Public Art Project Outline.
    11. RESOLUTION NO. 0203-20-032: Motion to approve artist Sadie Barnette’s six final designs for the 2020 Art on Market Street Kiosk Poster Series.
    12. RESOLUTION NO. 0203-20-033: Motion to approve the artwork proposal by Mildred Howard for the Southeast Community Center at 1550 Evans Plaza Sculpture, as recommended by the artist review panel.
    13. RESOLUTION NO. 0203-20-034: Motion to authorize the Director of Cultural Affairs to enter into a contract with Mildred Howard for an amount not to exceed $1,100,000 for the design, engineering, fabrication, transportation and installation consultation of an artwork for the Southeast Community Center at 1550 Evans Plaza Sculpture.

      President Ordeñana left the room at 2:44 p.m. and Vice President Stryker called for a vote on the following motion. There was no public comment, and the motion was approved unanimously as follows, with the recusal of President Ordeñana.

      RESOLUTION NO. 0203-20-035: Motion to increase the grant of $728,274 to the African American Art and Culture Complex (“AAACC”) and sub-grantee Queer Cultural Center (“QCC”), authorized by Resolution No. 0909-19-155, by $219,007 (an increase of $207,747 to AAACC for a subtotal not to exceed $815,223, and an increase of $11,260 to sub-grantee QCC for a subtotal not to exceed $132,058) and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $947,281 at this time.

      President Ordeñana returned to the room at 2:45 p.m.
       
  8. New Business and Announcements
    Commissioner Beltran and Commissioner Keehn described Mildred Howard’s sculpture in more detail.

    There was no further news or announcements, and there was no public comment.
