The meeting commenced at 3:05 p.m.

Commissioner Keehn announced that Items #5 and #7 were to be tabled. Item # 4 was to be moved to Item #11. And Item #6a was to be moved to Item #12.

4.            San Francisco Arts Commission Galleries
Meg Shiffler
Action

SFAC Galleries Director Meg Shiffler presented an overview of the two exhibitions that will make up the SFAC Galleries' 2017 Art at City Hall program. The first exhibition will showcase the work of Jim Marshall, who is known as the quintessential rock and roll photographer of the 60s and 70s. The second will be an exhibition of work by the photographer Tabitha Soren from her body of work about baseball called Fantasy Life.

Commissioner Keehn called for public comment. There was no public comment.

Motion: Motion to approve an honorarium payment of $1,000 to Tabitha Soren for research and development of her upcoming SFAC Galleries exhibition Fantasy Life at City Hall opening in July 2017.

6.            Southeast Wastewater Treatment Plant

Project Manager Mary Chou presented the artists on the short-list for presentation to the artist selection panel for the new Headworks Building at the Southeast Wastewater Treatment Plant. She explained how a Qualification Panel reviewed a total of 43 portfolios of artist that have been vetted through previous Requests for Qualifications (“RFQ”). From that group, the panel selected 27 for further consideration by the Artist Selection Panel.

C. Arts Master Plan

Action

Ms. Chou presented the project outline for the Arts Master Plan for the Southeast Wastewater Treatment Plant (“SEP”). She explained that the SEP is undergoing operational improvements and seismic upgrades which will be carried out in two phases over the next 20 years. Ms. Chou stated that the Arts Master Plan will identify the artwork opportunities and provide guidelines for the selection and implementation of those artworks. Ms. Chou added that an Art Advisory Group will be established to provide feedback and recommendations for the Arts Master Plan.

President Beltran recommended that artists from the Bayview neighborhood be included in the Art Advisory Group.

8.            San Francisco International Airport

A. Terminal 1, Redevelopment Project

Action

Project Manager Justine Topfer presented the public art project outline for the San Francisco International Airport, Terminal 1, Redevelopment Project. She reported that the project is generating 11.5M in Art Enrichment funds that will be spread out over multiple artwork opportunities. Ms. Topfer noted that an RFQ for all new artwork commissions will be issued in the upcoming months. A separate RFP will be issued for the purchase of existing artworks.

President Beltran commented that the Airport Art Steering Committee met recently and approved the plan with enthusiasm.

B. Peephole Cinema Project

Ms. Topfer presented the final Design Development Phase deliverables for an artwork by Kota Ezawa for the Peephole Cinema project at San Francisco International Airport, Terminal 1, Boarding Area B. The video project, Moonwalk, will be presented on a continuous loop along with another video by the artist and two videos by Laurie O’Brien and Signe Baumane.

9.            Art on Market St Kiosk Poster Series

Ms. Topfer presented Tracey Snellings’ six final poster designs for her Art on Market Street Kiosk Poster Series, Best Sellers. She described the work as a play on pulp fiction novels where the viewer may imagine a utopic Market Street. The posters will be on display from October 2016 through January 2017.

B. 2017 Series

Ms. Topfer presented the conceptual proposals by the following artists selected for the 2017 Art on Market Street Kiosk Poster Series: Deborah Aschheim, Kate Haug and Sarah Hotchkiss. Each of the artists have responded to the year’s poster theme of celebrating the 50th anniversary of the Summer of Love. Ms. Topfer noted that three artists, as opposed to the usual four, had been selected to allow a longer display of each project some additional public programing. She added that there was potential to partner with other events in the City also celebrating the Summer of Love anniversary.

Commissioner Chew asked what other events were happening.

Director of Cultural Affairs Tom DeCaigny noted that the California Historical Society, Recreation and Parks Department, de Young Museum, and Berkeley Art Center and Pacific Film Archives were all planning events. He also noted that the Summer of Love anniversary will be a key theme in next year’s American for the Arts Conference taking place in San Francisco.

10.          Van Ness Bus Rapid Transit

Action

Ms. Topfer presented Jorge Pardo’s conceptual design overview for the Van Ness Bus Rapid Transit public art project. The artwork consists of 13 light fixtures at two transit stops fabricated out of steel, fiberglass, polycarbonate, and paint.

Commissioner Keehn noted that outreach to various organizations along Van Ness Avenue had been conducted, and that the artwork had been received favorably.

11.          Central Subway

Action

Program Associate Zoë Taleporos presented documentation of the mural installation by Maria Park for the Central Subway: Chinatown station construction barricade temporary art project located at Washington and Stockton streets. The mural consists of several panels depicting a skyscape interrupted by subtle urban and environmental elements.

Motion: Motion to approve the installation of the mural Sight Plan, by Maria Park, for the Central Subway: Chinatown station construction barricade temporary art project at Washington and Stockton streets to be on display for one year beginning August 2016.

12.          Southeast Wastewater Treatment Plant - Campus Vision

Discussion

Ms. Chou introduced Erika Uribe, Landscape Architect at AECOM Design + Planning. Ms. Uribe presented an overview of the vision for the Southeast Wastewater Treatment Plant Campus, and pointed out the location of potential artwork opportunities. Ms. Uribe noted that in thinking about the identity of the Plant, the hope is to express a confluence of community, technology, and the environment. The goal is to commission artwork that reflects the identity of the site.                

13.          Civic Art Collection
Jennifer Correia
Discussion

Project Manager Jennifer Correia presented two conservation projects completed this summer. Movement: The First 100 Years, by Man-Lin-Choi, located at the Sue Bierman Park was treated with the areas of re-patination and fills in the bronze sculpture. Beethoven, by an unknown artist, located along Music Concourse Drive in Golden Gate Park had a bronze lyre element that was previously stolen, refabricated and installed.

14.          Tutubi Plaza
Susan Pontious
Discussion

Civic Art Collection and Public Art Program Director Susan Pontious discussed the plan to open Tutubi Plaza to 24 hour traffic. This would impact the longevity of the printed asphalt artwork by Jovi Schnell at that location. Ms. Pontious noted that the artwork was never accessioned into the Civic Art Collection since it was executed in an experimental material. She added that the artist will be notified of the plan.

15.          New Business, Old Business, and Announcements
Discussion

Commissioner Keehn announced that the first Sites Unseen project by Barry McGee is being unveiled on October 9, 2016. The event will include a series of activations by artists Leah Rosenberg, Ramekon O’arwisters, and Fallen Fruit.

Ms. Shiffler announced that the SFAC Galleries’ event Passport will take place on October 23, 2016 in Chinatown.

Mr. DeCaigny announced that he was invited by the Fine Arts Museums of San Francisco to interview Madeline Albright on November 16, 2016.
