Commission President JD Beltran called the meeting to order at 2:04 p.m.

  2. Approval of Minutes
    Commissioner Chew thanked the Commission Secretary for her work on the minutes each month. There was no public comment, and the minutes were unanimously approved as follows.

  3. General Public Comment
    There was no public comment.
     
  4. Director’s Report
    Mr. DeCaigny began the tribute to Susan Stauter on her retirement from the San Francisco Unified School District by announcing that he was thrilled to be able to honor a personal mentor he has known since he arrived in San Francisco in 1998.
     
    Ms. Stauter served the San Francisco Unified School District for 25 years, retiring last summer as the Artistic Director for the District’s Visual and Performing Arts Department. He spoke briefly about her influence, passion and knowledge, and her skill as a speaker. He noted the many leaders in education and government who were present to honor her, and invited all to a reception at the Veterans Building immediately following this meeting.
     
    Mr. DeCaigny introduced Donn Harris, Executive Director of the San Francisco Unified School District’s ArtsCenter and Chair of the California Arts Council. Mr. Harris introduced several people who paid tribute to Ms. Stauter, accompanied by frequent applause.
     
    Assemblymember David Chiu sent a representative with apologies that he hadn’t been able to attend, a message of praise for her years of hard work and vision, best wishes for her retirement, and a proclamation from the California State Assembly.
     
    Sunny Angulo spoke on behalf of Supervisor Aaron Peskin, expressing his regret that he was unable to attend because of a conflict, and thanking her for being a mentor to him. Ms. Angulo read a proclamation from the Board of Supervisors honoring Ms. Stauter.
    Hydra Mendoza-McDonnell, Senior Advisor on Education and Family Services to the Mayor, and Vice President of the Board of Education, said that Ms. Stauter had reached the hearts and minds of so many San Francisco students. Ms. Mendoza-McDonnell presented a Mayoral proclamation of Susan Stauter Day in San Francisco. She was joined by colleague Emily Murase in offering the thanks and praise of the Board of Education for Ms. Stauter's service.
     
    Paul Lanier and Sandra Halladey, the son and daughter-in-law of artist Ruth Asawa, spoke. They acknowledged Ms. Stauter's daughter, Jeannine Payer, who was also present. Mr. Lanier spoke about the close friendship his late mother had with Ms. Stauter, and how they worked together over the years to bring professional artists to work with San Francisco students.
     
    Dr. Brent Stephens, Chief Academic Officer of the San Francisco Unified School District, expressed the District's gratitude for her years of service and her contributions, and his own admiration for her; he praised her unflagging guardianship of the vision of the Ruth Asawa School of the Arts.
     
    Jill Wynns, former School Board member, explained that she had known Ms. Stauter since she was elected to the School Board twenty-four years ago, and was proud to count her as a friend as well as a colleague. She noted that few school districts have an artistic director, but that all should. She spoke about how Ms. Stauter built relationships over the years, working with arts institutions, principals, teachers and students, and about the promise they made to Ms. Asawa to bring the School of the Arts to the Civic Center arts corridor. Ms. Wynns said that Ms. Stauter has changed the future for every student in the district for decades to come. Finally, she praised Ms. Stauter's steadfastness in the face of difficulties with her health, and the loss of her beloved husband, Don, last fall.
     
    Mr. Harris again congratulated Ms. Stauter on her retirement and thanked her, to a standing ovation.
     
    Mr. DeCaigny noted that it was a shame there wasn't time for everyone to speak, and invited everyone to the following reception in the Veterans Building. He invited Ms. Stauter to speak.
     
    Ms. Stauter began her remarks by thanking the many people in attendance for their kind words. She gave a moving speech, exhorting her audience to keep showing up and fighting for beauty and the arts.
     
    Commissioners praised her and thanked her for her work and her vision.
     
     
    Noting that because a few Commissioners would have to leave at 3:30, the quorum would be lost, Mr. DeCaigny turned to other matters. He reported on the Galleries' two-week show, the first in the yearlong Sanctuary City series, and on the success of the Galleries' show of Jim Marshall's 1967 photographs at City Hall, and also at the Grammy Museum.
     
    Mr. DeCaigny introduced Communications Director Kate Patterson-Murphy, who presented the new Arts Commission website. She explained that it is now a single unified site rather than a collection of individual sites tied together by a home page, and she talked about how the site was redesigned from the perspective of users, rather than from an internal perspective. She added that the site is now fully ADA-compliant, and several of the key pages will be translated into the key foreign languages mandated by the City, Spanish, Chinese and Filipino.
     
    Commissioners took the opportunity to view the website on their personal tablets and phones, and enthusiastically praised the new website's look and ease of navigation. Some recalled that this was a longtime goal, and were really pleased to see how well it has been accomplished. Ms. Patterson-Murphy thanked the design team at Rolling Orange, the Communications Committee, including Street Artists Program Market Manager Anne Trickey, Public Art and Collections Program Associate Jenn Doyle Crane and Senior Registrar Allison Cummings for help with the site. Mr. DeCaigny added that this was a real team effort, and noted that putting the Civic Art Collection information online was a key recommendation from the Civil Grand Jury Report.

  5. Committee Reports and Committee Matters
    1. Executive Committee—JD Beltran, Chair
      1. President Beltran reported that the Committee discussed revisions of the Statement of Incompatible Activities.
         
        Deputy City Attorneys Andrew Shen and Lauren Curry were present to discuss the proposed changes in the Statement of Incompatible Activities, and the Commission reviewed them in some detail.
         
        There was no public comment, and the motion was unanimously approved as follows.
         
        RESOLUTION NO. 0403-17-066: Motion to approve draft of revised Arts Commission Statement of Incompatible Activities, with the addition of a paragraph indicating the effective date of enforcement.
         
      2. President Beltran reported that the Committee also received an update on progress on the strategic plan, and explained that, in the interest of time, this report would be presented at a future meeting of the full Commission.
         
        There was no public comment.
         
      3. President Beltran explained that Vice President Ordeñana had to recuse himself from consideration of the two following motions, and since without him there would not have been a quorum at the Committee meeting, she forwarded these motions for consideration by the full Commission at this meeting. Mr. DeCaigny explained that the two motions were required to make a technical correction to the language of a previously approved grant for nonprofit displacement assistance, clarifying that the specified amount was a maximum not to be exceeded.
         
        Vice President Ordeñana explained that because the grantee, Northern California Community Loan Fund, has a relationship with his employer, the San Francisco Lesbian Gay Bisexual Transgender Center, this might present a financial conflict of interest, and he would recuse himself from consideration of the two following motions. He left the room at 3:16 p.m.
         
        There was no public comment, and the motion was unanimously approved as follows, with the recusal of Vice President Ordeñana.
         
        RESOLUTION NO. 0403-17-067: Motion to rescind Resolution No. 0912-16-247, which modified the grant agreement with the Northern California Community Loan Fund authorized by Resolution No. 0908-14-224 to mitigate arts nonprofit displacement through technical assistance, direct financial assistance and public-private partnership policy strategies, increasing the grant amount by $185,000, for a total grant amount of $2,185,000.
         
      4. There was no public comment, and the motion was unanimously approved as follows, with the recusal of Vice President Ordeñana.
         
        RESOLUTION NO. 0403-17-068: Motion to modify the grant agreement with the Northern California Community Loan Fund authorized by Resolution No. 0908-14-224 to mitigate arts nonprofit displacement through technical assistance, direct financial assistance and public-private partnership policy strategies, increasing the grant amount by up to $180,000, for a total grant amount not to exceed $2,180,000.
         
         
        Vice President Ordeñana returned to the room at 3:17 p.m.
         
    2. Civic Design Review Committee—Kimberlee Stryker, Chair
      1. In the absence of Commissioner Stryker, Commissioner Woolford reported that the Committee saw presentations on the Southeast Plant Campus Plan, and the Mayor's Office of Housing and Community Development; there were no action items.
         
        There was no public comment.
         
    3. Visual Arts Committee—Dorka Keehn, Chair
      1. In the absence of Commissioner Keehn, Commissioner Silverman reported that the Committee reviewed several projects, including the art canopies at Oak Plaza, the Galleries' Tiny Bubbles show, Art on Market Street posters, the artist pool for San Francisco Airport Terminal 1 and owl sculptures by Wowhaus, now installed at Noe Valley Town Square.
         
        There was no public comment.
         
    4. Community Arts, Education and Grants Committee—Sherene Melania, Chair
      1. Commissioner Melania reported that the Committee approved a diverse group of panelists, and she praised staff for their work in selecting them. She also announced the 40th anniversary of the Mission Cultural Center for Latino Arts, and the issuance of a Request for Proposals to update the Arts Education Master Plan, and she reported that the Committee discussed the Default Policy for the Cultural Centers, with the idea that staff will work with them to rectify any issues before they reach the stage of default.
         
        There was no public comment.

RESOLUTION NO. 0403-17-075: Motion to approve the Schematic Design of the Oak Plaza Art Canopies by artists David Delgado and Dan Goods to be installed in the public sidewalk along Oak Street near the corner of Van Ness Avenue, commissioned for the Oak Plaza Development Project by Build Inc. in fulfillment of the 1% for Art requirement in private development.
       
    7. RESOLUTION NO. 0403-17-076: Motion to approve the following honoraria to artists for the development of works that will be included in the exhibition Tiny Bubbles in the SFAC Main Gallery set to open to the public on May 3, 2017: Willow Pappageorge, $500; Raymond Lawrence Riley, $600; James Siebold, $1200; Megan Reed, $400; V. Vale, $400; Porpentine Charity Heartscape, $2000; Lisa Hanawalt, $400; and Kate Rhoades, $800.
       
    8. RESOLUTION NO. 0403-17-077: Motion to approve the Project Outline for the 2018 Art on Market Street Kiosk Poster Series.
       
    9. RESOLUTION NO. 0403-17-078: Motion to approve the artist Julie Chang for the Willie Woo Woo Wong Playground Public Art Project as recommended by the Artist Selection Panel.
       
    10. RESOLUTION NO. 0403-17-079: Motion to authorize the Director of Cultural Affairs to enter into contract with Julie Chang for an amount not to exceed $23,951 for design and installation of an artwork at Willie Woo Woo Wong Playground.

    15. RESOLUTION NO. 0403-17-084: Motion to enter into a grant agreement with SPARK SF Public Schools in an amount not to exceed $20,000 to support the revision of the San Francisco Unified School District’s Arts Education Master Plan.
       
  7. New Business and Announcements
    President Beltran reported on an outstanding show at Commissioner Silverman's gallery, which was closing at the end of the week: E, featuring oil paintings by Dashiell Manley. Commissioner Silverman announced the upcoming show of digital textiles by Margo Wolowiec.
     
    Commissioners also announced upcoming fundraising galas for the California College of the Arts and the San Francisco Art Institute, a student show at the Wattis Gallery, the 50th anniversary gala of American Conservatory Theater and an installation by Judy Chicago as part of the San Francisco Museum of Modern Art's first anniversary celebration of its reopening.
     
    Finally, Mr. DeCaigny announced that the California Arts Council was seeking a new director, as the well-respected Craig Watson is stepping down from that position.
     
    There was no further news or announcements, and there was no public comment.
