3. Consent Calendar
Action 
 
1. Motion to approve the mural design entitled, West Portal Centennial by Sirron Norris. The painted mural will consist of two parts, each 20 ft., 9 in. by 4 ft., 5 in., and will be located on a brick wall along the perimeter of the parking lot that spans 170 and 186 West Portal Avenue. The project is funded by the Department of Economic and Workforce Development and is sponsored by the West Portal Merchants Association.  The mural will not become part of the Civic Art Collection. Final approval is pending approval by the San Francisco Municipal Transportation Authority.
 
2. Motion to approve the mural designs for phase two of the Laguna Honda Mural Project by artists Elaine Chu and Yukakoe Ezoe. The additional painted mural will measure 5 ft. by 160 ft. and will be located immediately left of the existing mural Celebrating 150 Years of Compassionate, Dedicated Service to the Community, 2015 (Resolution No. 1005-15-282) at 375 Laguna Honda Boulevard. The project is funded by a District 7 Participatory Grant and is sponsored by the Precita Eyes Muralists Association.  The mural will not become part of the Civic Art Collection.
 
3. Motion to authorize the Director of Cultural Affairs to issue a Letter of Conditional Acceptance to the “Comfort Women” Justice Coalition for the proposed gift of Women’s Column of Strength, by Steven Whyte, pending staff verification of receipt of all contract documents as required in the Agreement between the “Comfort Women” Justice Coalition and the Arts Commission dated August 8, 2017.

4. SFAC Galleries
Meg Shiffler

SFAC Galleries Director Meg Shiffler presented the new Artist in Residence (AIR) initiative with the Planning Department for FY18. Ms. Shiffler stated that in 2014, when the Arts Commission Staff was working on the strategic plan, the Galleries Staff held a stakeholder meeting with Bay Area artists, curators, arts professionals, art dealers, and art collectors. The stakeholders encouraged the Gallery staff to leverage unique City resources to provide artists with opportunities to engage in a direct civic dialogue. This would further distinguish our program as distinctly different than our local non-profit peer organizations. 
 
Ms. Shiffler stated that Galleries Staff decided to look into artist residences with City Departments. Ms. Shiffler and San Francisco Planning Department Director, John Rahaim have agreed to have the Arts Commission and the Planning Department partner to produce a pilot AIR initiative project for FY18. The Arts Commission Staff and the Planning Department will collaboratively host one artist for a ten-week residency. Galleries Staff will do the administrative work and the Planning Department will host the artist. The selected artist will work on-site for at least five hours per week and be required to produce a substantial artwork or body of work. The Planning Department will contribute $20,000 to the project; the artist will receive $10,000 and the remaining $10,000 will assist funding the resulting exhibition or public program. 
 
Commissioner Keehn asked if Boston does a program with artist residencies with city departments. Ms. Shiffler stated that yes, Boston does have a program like this and is multi-disciplinary within the arts.
 
Director of Cultural Affairs Tom DeCaigny stated that planning departments around the country are doing similar programs that offer the opportunity for artists to work with the community to help with planning efforts for streetscapes and other projects.
 
Ms. Shiffler stated that Galleries Staff will submit a request for qualifications in early September.

5. Transbay Terminal – Jenny Holzer

Director of Public Art Trust and Special Initiatives Jill Manton presented an update for the Jenny Holzer art project at Transbay Terminal. Ms. Manton stated that in 2006, the San Francisco Arts Commission proposed to manage the Transbay Terminal public art program for the Transbay Joint Powers Authority. After an intergovernmental agreement in 2008, the Arts Commission Staff moved forward with a public art selection process on behalf of the Transbay Joint Powers Authority. 
 
Ms. Manton stated that the artworks commissioned for the Transbay Terminal are part of the Transbay Join Powers Authority art collection and not owned by the City and County of San Francisco. 
 
Jenny Holzer’s art project is located inside the main hall and is scheduled to be installed Spring 2018. The artwork will describe the history of California and also, the history of the Transbay Terminal. Ms. Manton stated the Transbay Joint Powers Authority increased the budget by $600,000 in order to increase Ms. Holzer’s artwork by 110 linear feet. Ms. Manton said that once Ms. Holzer’s studio confirms, this increase could possibly make this artwork the largest Jenny Holzer commission in the world. Ms. Holzer is working with fabricator, Kiboworks. 
 
Ms. Manton stated there will be an onsite mock-up on view in September 2017. Commissioners Keehn and Jung will make arrangements with Ms. Manton for viewing.

Motion: Motion to authorize a $600,000 increase of the contract with Kiboworks to extend the linear footage of the Jenny Holzer artwork at the Transbay Transit Center by 110 linear feet for a new total linear footage of 200 feet and a contract amount not to exceed $1,340,000.

6. San Francisco International Airport
 
A. International Terminal, Boarding Area A – Art Glass
Marcus Davies

Project Manager Marcus Davies presented artist Alicia McCarthy’s proposal selected for the San Francisco International Airport: International Terminal, Boarding Area A, Art Glass Public Art Project. Mr. Davies stated that the artist selection panel met on July 24, 2017, as a combined selection panel with the AirTrain Extension, concourse art glass project.
 
Commissioner Keehn, who sat on the selection panel, stated that Ms. McCarthy’s art glass proposal will be attached to the glass window, will not replace the glass. The separation of the artwork from the glass will add dimensionality to Ms. McCarthy’s proposed artwork.
 
Mr. Davies stated that he will be engaging with design professionals and engineers to work through the logistics of attaching the Ms. McCarthy’s artwork to the glass window.
 
Commissioner Keehn stated that this is Ms. McCarthy’s first permanent public artwork.

B. AirTrain Extension – Concourse Art Glass

Ms. Topfer presented artist Sarah Cain’s proposal selected for the San Francisco International Airport: AirTrain Extension, Concourse Art Glass Public Art Project. Ms. Topfer stated that the extension of the AirTrain to the new SFO Hotel facility offers an art opportunity for a large-scale glass wall. The wall is approximately 9 ft. by 131 ft. The concourse level AirTrain station leads into the hotel. Ms. Topfer stated that Ms. Cain will be working with Judson Studio in Los Angeles, where she will continue to work with a traditional stained glass approach. 
 
Ms. Topfer said that the panelists requested that Ms. Cain apply her signature freeform style to the art glass project.
 
Commissioner Silverman stated that Ms. Cain could do marbling in glass to achieve her freeform style. Ms. Topfer said that Ms. Cain will also be applying a prismatic glass cut to her artwork to reflect light in an interesting way.

Ms. Topfer presented artist Leonardo Drew’s proposal selected for the San Francisco International Airport: Terminal 1 Boarding Area B, Bulkhead 1 Project. The artist selection panel met on July 31, 2017 and included a total of five different art opportunities at the airport. Ms. Topfer thanked Commissioner Beltran for serving on the artist selection panel.
 
Ms. Topfer stated that Mr. Drew’s multilayer installation will span three walls at the bulkhead one location in Terminal 1. This artwork will be similar to Mr. Drew’s installation at the de Young Museum.

Ms. Topfer presented artist Andy Vogt’s proposal selected for the San Francisco International Airport: Terminal 1 Boarding Area B, Bulkhead 2 Project. Ms. Topfer stated that bulkhead two location is a slightly larger opportunity than the bulkhead one location at 12 ft. by 50 ft. Mr. Vogt proposes to use treated architectural bronze that will produce a warm and gold tone patina.

Ms. Topfer presented artist Jason Jägel’s proposal selected for the San Francisco International Airport: Terminal 1 Boarding Area B, Holdroom 10 Project. The Holdroom 10 space is approximately 12 ft. by 38 ft. Ms. Topfer stated Mr. Jägel is working with Mosaika to produce his work. Mr. Jägel’s work expresses diverse characters joined together at a global table.

Ms. Topfer presented artist Robert Minervini’s proposal selected for the San Francisco International Airport: Terminal 1 Boarding Area B, Holdroom 14 Project. Ms. Topfer stated that Bay Area resident, Mr. Minervini, is going to work with glass and mosaic fabricator Franz Meyer of Munich to provide both a mosaic and Venetian glass artwork.

G. Terminal 1 Center, AC-06 Project

Ms. Topfer presented artist Emily Fromm’s proposal selected for San Francisco International Airport: Terminal 1 Center, AC-06 Project. Ms. Topfer stated that the location of AC-06 Project is located in Terminal 1, just outside of Boarding Area B, before approaching the International Terminal. The art opportunity spans about 12 ft. by 40 ft. Since the redevelopment of the terminal is still in early stages, Ms. Fromm will have the opportunity to ensure her work will fill the space. Ms. Fromm’s work features landscapes of ironic locations and architecture of San Francisco. 
 
Ms. Topfer mentioned that Ms. Fromm’s original proposal had four vignettes. The panelists requested that Ms. Fromm create one image and are interested in the artwork imagery portraying a combination of different locations within San Francisco. Ms. Fromm will be working with Mosaika.

7. Central Subway: Yerba Buena/Moscone Station Ticketing Hall

Senior Public Art Program Manager Jennifer Lovvorn presented the fabrication mock-up for the final artwork by Leslie Shows for Central Subway. Ms. Lovvorn stated that Ms. Shows’s fabrication samples were approved about a year ago but since then the artist has worked with Lenehan Architectural Glass to further develop her glass painting technique and the glass surface texture. Ms. Lovvorn pointed out that the mock-up also includes the brushed steel panels that surround the central glass elements. She stated that the fabrication mock-up reflects how the final artwork will look, including the stainless steel hardware (button fasteners and edge clips) which support the glass connection to the structure behind. 
 
Commissioner Keehn expressed how she liked the look of the hardware and how great the artwork will look once installed. Commissioner Keehn asked what type of materials are being used for the artwork. Ms. Lovvorn stated that the visible surface is painted and abraded glass laminated on top of mirror. The light will pass through the top layer of glass and reflect back. The artwork panels will be attached to a plywood substrate which will be painted gray as shown in the mock-up.
 
Director DeCaigny inquired about the lighting for the artwork once installed. Ms. Lovvorn stated that station will have ambient light during the day and the artwork will also be illuminated by dedicated lighting fixtures in ceiling. She said the lighting has been designed to capture the texture in the artwork. 
 
Director DeCaigny asked about the maintenance of the artwork. Ms. Lovvorn stated that Collections Staff have been consulted throughout this process. She added that there is a maintenance set-aside to care for this and other artworks commissioned for Central Subway.

8. Garfield Pool

Project Manager Zoë Taleporos presented artist Favianna Rodriguez’s proposal selected for the Garfield Pool Public Art Project. The Garfield Pool Artist Selection Panel met on August 10, 2017 and Ms. Taleporos thanked Commissioner Keehn for serving on the panel. Ms. Taleporos stated that Ms. Rodriguez is an activist, educator, and artist that responded to the multi-generational and family-based users of the pool. Ms. Rodriguez is a screen printer that will translate her work into glass that will be installed at the upper portion of the natatorium. Ms. Rodriguez plans to include more texture in the final version. She will also involve the community in workshops to get feedback for design development.

9. Golden Gate Tennis Center

Ms. Taleporos presented the public art project outline for Golden Gate Tennis Center. The Golden Gate Tennis Center was built in 1894 and is located at the eastern end of the park. The Golden Gate Tennis Center has a clubhouse and 21 tennis courts that are not standard size. Ms. Taleporos stated that proposed renovation will be an expansion and renovation of the clubhouse and 17 standard-sized courts, featuring a show case court. Ms. Taleporos shared that there is a budget of $57,325 for an art opportunity. 
 
Ms. Taleporos stated that there are a number of different locations available for art. There is a wall on the clubhouse that Ms. Taleporos recommended as the most prominent. There are garden areas which can be a location for small sculptures. There is fencing that surrounds the entire perimeter that is also an option. 
 
Ms. Taleporos stated that at a previous Civic Design Review Committee Meeting, Commissioners Stryker and Woolford were concerned about the visibility of the wall of the clubhouse due to landscape and plants that could grow taller and cover the artwork. The Arts Commission Staff will continue a conversation with the architects about using the clubhouse wall. Ms. Taleporos said she will move forward with the process for selecting an artist, starting with creating a shortlist for artists she think will respond best to creating a sports/tennis-inspired artwork. She is also open to artists examining areas of the Golden Gate Tennis Center that the Arts Commission Staff did not consider. 
 
Commissioner Keehn asked if there was a location that would be prominent when walking up to the Golden Gate Tennis Center. Ms. Taleporos stated that she requested the drawings on the walls for the initial walkway to better assess the opportunity for artwork in that location. 
 
Commissioner Silverman stated that there are some artists that she believes would be a good selection for the art opportunity based on the need to create a sports/tennis inspired artwork. Ms. Taleporos said she appreciates any recommendations from the Commissioners. 
 
Commissioner Keehn stated that she would like Ms. Taleporos to review the final art location selection with the Commissioners at Visual Arts Committee Meeting before orienting the selected artists with Golden Gate Tennis Center. Ms. Taleporos stated this would be helpful to clarify before the orientation meeting with the selected artists and before they get started on their proposals.

Commissioner Silverman shared there will be a performance that is part of the Stovall’s Liquor Store Theatre Series in the Tenderloin District on Saturday, August 19, 2017 at 2:00 p.m. 
 
Senior Registrar Allison Cummings presented a news story video featuring the conservation treatment of the McKinley Monument in Golden Gate Park. The news story is a preview to the next Visual Arts Committee meeting on September 20, 2017, where the Civic Art Collection Staff will be showcasing their recent projects. Commissioner Keehn asked if the Collections Staff can provide upcoming priorities with their presentation. 
 
Ms. Topfer shared a time lapse video from Jason Jägel’s temporary mural installation at San Francisco International Airport: Temporary Terminal 1.
