The Department is operating on target of its approved budget and a detailed report will be provided on the Department’s activities for the mid-year period ending December 31, 2010 at a later meeting. |

Schedule three separate sessions of Regular Commission meetings for hearing Reform recommendations on Hiring: Session 1 on Reform # 1 and #2; Session 2 on Reform #3; Session 3 on Reform #4, #5 and #6.
President Normandy instructed that comments of Commissioners on each of the Reform recommendations be provided for reference to Commissioners at the hearing, so as not to take time repeating comments. |

Reform #1 – The Commission acted to amend the “Procedures and Guidelines for Making Exempt Appointments Under Charter Sections 10.104-16; 10.104-17; and 10.104-18” to allow for an eligible and holdover to be appointed to a temporary exempt position, provided that the eligible or holdover does not lose his/her status as an eligible or a holdover; and, Directed the Executive Officer to reissue the Memo reflecting this clarification. (Vote of 4 to 0)
Reform #2 – No action was taken by the Commission after a lengthy hearing on the proposal for broader certification rules based on operational and business needs. The Commission directed the Executive Officer to meet with interested and affected parties and with some consensus reached on this and other Reform proposals continue to a next feasible meeting. |

Note: |
President Normandy requested the Reform proposal on employee bumping rights and holdover status be scheduled for hearing at the meeting of December 20, 2010. Department of Human Resources indicated the staff report will be submitted to the Commission by Friday, December 10, 2010. |
