I.

The Special Meeting was called to order at 2:39 p.m.

 

Present:

Vice President E. Dennis Normandy

Commissioner Donald A. Casper

Commissioner Mary Y. Jung

Not Present:

President Morgan R. Gorrono (Notified absence)

 

Vice President E. Dennis Normandy presided.

 

II.

Public Comment on all matters appearing on the Special Meeting Agenda Session.

 

Michelle Rodriguez asked how the hearing should proceed.

 

III.

Appeals from 22 Q-35 Assistant Inspector Eligibles on List ID 21055 Challenging the Q-50 Sergeants Appointments and Assignments made in November 2009 and Request for the Commission to Determine whether these Appointments and Assignments are Proper under the Commission’s Q-35/Q-50 January 16, 2009 Order and Statement of Decision adopted February 2, 2009. (File No. 023-10-1 ) ACTION ITEM

Speakers:

Michelle Rodriguez, Public Advocates

John Affeldt, Public Advocates

Jennifer Johnston, Department of Human Resources

Alice Villagomez, Human Resources Director, SFPD

John Loftus, Commander , Police Department, explained the reorganization of the Department’s Investigations Unit.

Juanita Stockwell, Q-2 working at Taraval station, described her duties as a Q-2.

Judith Riggle, Patrol Sergeant, explained how assignments are handled at the Taraval Station.

Michael Lewis, expressed his frustration that the matter has not been resolved and where can remedy be sought.

 

Action:

The Commission voted to continue this matter to the earliest meeting at the call of the Commission President and requested the Department of Human Resources and the Police Department to provide information. (Vote of 3 to 0)
