The installation of the Early Intervention System software application and data base has been completed. The maintenance of the system will begin with a one year warranty and then six years of maintenance, extending the duration of the contract through 5-31-17. The maintenance will include correcting errors defects and malfunctions of the system. Support will be provided via telephone and on line access. On site service will also be provided as needed in the detection and correction of viruses to the system. Regular software updates will also be provided by the vendor.

Contractor will provide technical support via tele-phone and E-Mail. Contractor will also provide monitoring of the system with proactive remedies to any problems that arise along with software updates and up grades.  Refresher training, forensic reports and expert witness testimony will also be provided. Contractor will also provide repair and replacement for any components damaged by weather, problems with telephone line connections, problems with unforeseen growth of foliage and any other causes that are uncontrollable by the contractor.

Postpone to the meeting of October 18, 2010 at the request of the Department of Human Resources.

 

 

 

Speakers:

Anita Sanchez, Executive Officer corrected the recommendation in the Agenda and clarified that Leticia Dixon has not withdrawn her appeal as a result of a settlement agreement.  The Executive Officer informed the Commission that the Department of Children, Youth and Their Families rescinded its original recommendation; however, should the Commission wish to review this matter, it has full jurisdiction on future employment restrictions.

 

 

 

Action:

The Commission directed that the appeal hearing be conducted at the meeting of November 1, 2010.  Notify all parties.  (Vote of 3 to 0)

Appeal by Joseph Engler on the rejection of his application for the Q-80 Captain examination due to not meeting the minimum qualifications. (Item No. 7)

Appeal by Yim Bing Kwong of the Human Resources Director’s determination of insufficient evidence to support her disability discrimination complaint.   (Item No. 8)

Postpone to the meeting of October 18, 2010 at the request of Yim Bing Kwong.

Adopt the report.  Order the Department of Public Works to restore Ms. Kwong’s sick leave.  The motion was amended to state, “The Commission’s action will be without prejudice to any other claims or proceedings which Ms. Kwong may bring arising out of her discrimination claims.”  (Vote of 3 to 0)

Department of Human Resources proposal for consideration to revise the Civil Service Commission Rules Applicable to the Uniformed Ranks of the San Francisco Police Department Volume II - Rule 210 – Police Examination Qualification and Applicants.  (Item No. 9)

 

 

 

September 20, 2010:

Direct the Executive Officer to work with the Department of Human Resources on the proposed revision and report back to the Commission. 

 

 

 

October 4, 2010:

Postpone to the meeting of October 18, 2010.

 

 

 

Action:

Accept the report.  The Department of Human Resources is authorized to conduct a one-time recruitment directed to lateral hires on the following eligibility conditions: 1) that the person has served as an active Police Officer for two (2) years preceding the date of the job announcement; and 2) applicant must have a current P.O.S.T. certification for the State of California. Furthermore, the Department of Human Resources is directed to return to the Commission with a report and recommendation concerning the necessity or propriety of amending the Civil Service Commission Rules so as to provide for lateral only recruitment efforts in the future.  (Vote of 3 to 0)

 

 

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS  (Item No. 10)

 

Commissioner Morgan R. Gorrono requested that the Commissioners be notified by the City Attorney when there is any litigation pertaining to the Civil Service Commission.

 

Vice President Donald A. Casper inquired about the possibility of the use of laptops for Commissioners to facilitate research of Charter Codes, Rules and other helpful information in its work.  Also, the laptops can be used to handle Commission materials and eliminate paper to assist the environment.
