Anita Sanchez, Executive Officer reported on a previous request from the Commission on the cost to broadcast Civil Service Commission meetings. The Commission directed the Executive Officer to include broadcast costs in the Department’s budget requests and to continue to work with the Department of Technology towards an affordable cost.

Due to numerous construction delays, there is a need to extend one Master Agreement to 11/20/11 to allow for Construction Administration Services to be performed on Laguna Honda Hospital’s CallCenter ‘A’ Wing.  The Contract manager requests for an extension of the agreement’s term to the maximum term of 5 years as allowed in the Administrative Code Section 6.64.  The final years are allowed to complete the work.  Will provide as-needed professional architectural design services for public building projects including but not limited to design and production documents for renovation, relocation, and adaptive re-use existing City owned facilities.

Department of Human Resources (DHR) Report on Recent DHR Testing Initiatives.  (Item No. 11)

Comments:

With recent Fire and Police examination matters before the Commission, Commissioner Gruwell inquired about the integrity of the examinations and what can be done to avoid the appearance of internal bias and corruption in order to raise the level of confidence of examinations.  Perhaps to use external subject matter experts (SMEs) and raters to avoid potential conflicts and make use of knowledge gained from past examinations or use previous tests instead of reinventing the wheel.

 

Vice President Casper stated that it may be difficult not to use internal SMEs because of the unique situation of San Francisco and the San Francisco Fire Department.

 

President Normandy suggested operating with a mindset of insuring a level playing field for all participants, move towards factual perception and communication, and the ability to work out concerns in order to raise the level of confidence in examinations.

 

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS  (Item No. 12)

 

President E. Dennis Normandy requested staff have the time corrected on computers in the meeting room.

 

He also directed the Executive Officer to take concrete steps and work with the City Attorney’s Office in drafting a resolution on proper remuneration for the agency and a report in one month.
