HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 5)

 

Micki Callahan, Human Resources Director responded to an inquiry from Commissioners regarding the Employee Relations Ordinance by stating that the Department of Human Resources (DHR) amended and the Board of Supervisors adopted the Employee Relations Ordinance in January of 2011.  She feels it is time to conform the Civil Service Commission Rules to those significant changes in the Ordinance so she has directed her staff to propose a list of suggested changes to submit to the Executive Officer for the Commission’s consideration.

 

She also stated that she believes that the Department of Human Resources has been in the forefront of providing job related examinations. However, due to the fair amount of controversy related to the Firefighter promotional exams, she feels that more outreach to the organizations affected would be helpful.  Therefore, the Black Firefighters Association, as well as, Firefighters Local 798 has been requested to submit any concerns they may have going forward and DHR looks forward to meeting with them.

Report on the Goals and Objectives of the Civil Service Commission as of June 30, 2011, including Summary of FY 2010-11 Inspection Service Requests and Merit System Audits.  (Item No. 6)

 

 

 

Speakers:

Anita Sanchez, Executive Officer, in addition to summarizing the report, she informed the Commission that staff has begun redrafting amendments to Rule 007 Series to reflect amendments to Administrative Code Section 16.200 to 16.222 of the Employee Relations Ordinance.

 

 

 

Action:

Adopt the report.  (Vote of 4 to 0)  The Commission directed the Executive Officer to inquire when the City Attorney’s Office will complete the drafting of guidelines for handling peace officers (POBOR) appeals.

The City is seeking assistance in consolidating and administering the processes for issuing, posting,

monitoring, removing, and tracking temporary parking restriction signage required for construction projects and various special projects and events in the public right of way under the purview of the SMTA, the San Francisco Police Department (SFPD), the Department of Public Works (DPW) and other agencies to be determined in the future. The temporary parking signage for these projects typically provides that vehicles cannot park within the designated location indicated, and that vehicles that are parked in the restricted area will be towed.

manage the design and development of Bridging Contract Documents to be used in the solicitation of a

Design-Build Consultant for the Terminal 3 Improve-ments Project. The CM team will manage the

construction of the building expansion and remodel, expansion and activation of TSA’s passenger security

checkpoint through a Construction Phasing Plan to reduce the interruptions to operations. The project

includes two possible scopes of work that may be incorporated to the project after further studies and if
