REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION AND WHICH IS NOT APPEARING ON TODAY’S AGENDA

 

 

Greg Bosnich requested a meeting with the Commissioners regarding layoffs and near list appointments at Laguna Honda Hospital to determine his rights.  He was instructed to contact the Executive Officer to determine his appeal rights if any.

ANNOUNCEMENTS

 

 

 

The Executive Officer announced that due to the Martin Luther King, Jr. Holiday and the President’s Day Holiday, there will only be one meeting in January and one meeting in February.  If necessary, the Commission will hold Special Meetings to address any emergency matters.

 

 

HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 5)

 

Micki Callahan, Human Resources Director requested that, related to the Civil Service Reform Phase II proposed expansion of the Certification Rule, DHR make a presentation before the Commission at a future date on the Examination process and the battery of tests developed for examinations.

 

The Executive Officer indicated that she will be in contact with DHR to schedule the presentation.

Fiscal Year 2011-12 Mayors’ Budget Instructions and Department Budget Preparation Schedule.  (Item No. 6)

Direct Commission staff to prepare Fiscal Year 2011 – 12 Budget Request at current service and staff levels; continue to negotiate amounts; present Budget Request at the Commission Meeting of February 7, 2011; incorporate changes made by the Commission up to the budget request submission deadline; and approve to submit the Fiscal Year 2011-12 Budget Request to the Controller and the Office of the Mayor by February 22, 2011.  (Vote of 3 to 0)

The original amount was to provide professional construction management (CM) services to oversee work of five Sunol Valley Regional construction projects, on behalf of the SFPUC. The modification amount includes CM services to oversee work that includes oversight of four additional projects, including Goat Rock, Gold Fish Pond, San Antonio Creek and Sheep Camp Creek Habitat Restoration Projects (CS-915R). Work new modification includes management of four different construction contracts for planting of numerous trees and specialty plantings, grading operations, changes to drainage

patterns, bridge installation, water troughs, pipelines, and other project features.

(1)      Adopt the report; Approve request for PSC #4062-10/11.  Notify the Office of the Controller and the Office of Contract Administration.  (Vote of 3 to 0)

(2)      Adopt the report; Approve request for PSC #4143-07/08 on the condition that the Public Utilities Commission consult with IFPTE Local 21 to review Departmental Project Advisory procedures and report back to the Commission in six (6) months on the progress.  Notify the Office of the Controller and the Office of Contract Administration.  (Vote of 3 to 0)

Appeal by Blanca Daisy Estebez on the rejection of her application for the Welfare Fraud Investigator (Job Code 2966) examination due to not meeting the minimum qualifications. (Item No. 8)

 

 

 

November 15, 2010:

(1)      Continue to the meeting of December 6, 2010 to provide Appellant time to review the Staff Report. 

(2)      Direct the Human Services Agency to proceed with the 2966 Welfare Fraud Investigator examination; Allow Ms. Estebez to participate in the examination but hold her results in abeyance pending the resolution of her appeal. 

 

 

 

December 6, 2010:

Postpone to the meeting of December 20, 2010 at the request of the Human Services Agency.

 

 

 

December 20, 2010:

1) Continue to the meeting of January 3, 2011; 2) Directed the Human Services Agency to admit Blanca Estebez to the upcoming 2966 Welfare Fraud Investigator examination and she be placed under waiver pending a final determination by the Commission as to whether she in fact meets the minimum qualifications for Class 2966; 3) All materials pertaining to this hearing must be made available to the Commissioners prior to the next meeting; 4) The Commission stipulated this will be the last continuance granted.
