REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION AND WHICH IS NOT APPEARING ON TODAY’S AGENDA

 

 

Kevin Hughes, IBEW Local 6 Business Agent welcomed Commissioner Kate Favetti as a new Commissioner.  He expressed how appropriate her appointment was/is in light of the recent loss of Vice President Donald A. Casper.

 

He refreshed the Commission’s memory regarding the conditional approval of a PSC from the meeting of July 18, 2011 from the Municipal Transportation Agency (MTA).  He stated that he has made several attempts to follow-up with the MTA to no avail.

 

The Executive Officer was directed to notify the MTA and calendar the matter for the meeting of October 17, 2011.

Department of Human Resources’ Report on Provisional Appointments.

Speakers:

Micki Callahan, Human Resources Director reported that the Department of Emergency Management have a number of exempt appointments, Category 18 which have exceeded or close to the three years allowed by the Charter.  The Department of Human Resources has engaged with the Department and with the affected employee organizations to review the need to identify positions that should have Charter exemption.  The Department is urged to take a look at their organizational structure and begin scheduling examinations.  In the interest of transparency, IFPTE Local 21 and the MEA were also invited to the meeting.

An engineer is being sought to prepare permit documents, construction bid documents and provide

construction phase services as the Engineer of Record (EOR). The EOR will design and oversee the

completion of the non-structural utility bracing and equipment anchoring in the Plant Services Building on the San Francisco General Hospital campus to meet the Office of Statewide Health Planning and

Development (OSHPD) and other seismic require-ments. The work consists of bracing existing utilities in the basement service corridor and anchoring existing equipment on the first floor of the PlantServicesBuilding.  Additionally, the EOR shall perform the following functions including, but not limited to: Field surveys and assessments of existing conditions; Creation of as-built; Develop the Testing, Inspection and Observation Program; Perform construction observation and administration as the Engineer of Record; Provide related field support and Provide final Letter of Seismic Bracing Conformance.
