Edith Horner, former Redevelopment Agency employee inquired on the status of a proposed rule for a “Redevelopment Agency Only Priority Eligible List” to be added to the Civil Service Commission Rules as a result of an agreement between the City, SEIU Local 1021 and IFPTE Local 21. 

 

Kevin Hughes, IBEW Local 6 Representative spoke of an on-going problem at the San Francisco International Airport regarding the appointment of  a person who does not meet the minimum qualifications.

 

Gus Feldman, SEIU Local 1021 stated that that the Union held a Step 2 Grievance Meeting and are awaiting a response from the department regarding exempt appointments.

 

Brenda Barros, SEIU Local 1021 spoke on behalf of Alicia Williams and problems she is having with scheduling and her special needs child.

HUMAN RESOURCES DIRECTOR’S REPORT  (Item No. 5)

 

Micki Callahan, Human Resources Director reported that the reports expected by the Commission will be presented at the next meeting due to staff being consumed with eMerge going online.

Report on the Goals and Objectives of the Civil Service Commission as of June 30, 2012, including Summary of FY 2011-12 Inspection Service Requests and Merit System Audits.  (Item No. 6)

NOTE:

President Favetti stated that it is good that findings from the audit conducted by Civil Service Commission staff found that departments complied with the rules and regulations as required except for a few small issues that need to be reviewed.  When JobAps was formed, there were public comments from the Department of Human Resources as well as other interested parties on the idea of creating a link directly to the appeals language.

 

The medical exam appeal language does not come out to the individual until they have been rejected and then there is a specific process.  It does not go to the Commission at this point.  It would be appropriate to follow-up to make sure the departments are providing information regarding this appeal process.

 

President Favetti questioned how many applicants were City employees and if qualifications were verified for all applicants for the Class 0923 Manager II Director of Workforce Program position.

 

She also asked Commission staff to follow-up with the department who conducted the examination for the Class 6220 Inspector Weights and Measures position so there is adequate training.

 

 

 

 

 

 

 

 

 

She suggested that in future Inspection Service Reports to the Commission to add the complaints and types of issues.  In regards to the goals and objectives, President Favetti wanted to make sure that the department will get computer upgrades. 

 

As for Advisors, this should be a part of our Strategic Planning and things to do.  They need to be updated and reorganized.

 

She commended and thanked the staff for such an excellent report.

OEWD seeks a small business and real estate loan administrator(s) to screen loan applications and provide technical assistance to prospective loan borrowers, document local and federal program eligibility, underwrite loan applications, secure Department of Housing and Urban Development (HUD) approval of applications, present to loan committee, assist in loan closings, and help manage repayments. Funding is originated from general funds for Emerging Business Loan Program and a federal department for Section 108 Loan Program. The City's loan must be repaid; therefore, the consultant must conduct a detailed credit analysis, based on credit information furnished by the borrower. In order to mitigate losses for Section 108 Loan Program, the City is looking for a loan administrator to provide a loan loss reserve of 8% of Section 108 funding of $23 million.

This contract will consist of the services of an independent consultant with the technical expertise to perform a detailed inventory and infrastructure demographics of the City's Avaya PBX (Private Branch eXchange) telephone system, which is currently under a separate maintenance and support contract. The telecom consultant will provide an accurate inventory of all major components of the system. This will include all supporting infrastructure, trunks and lines.

The consultant will increase capacity with OEWD grantees who operate the City's One Stop Career Link Centers. Contractor's work will be focused on sector-based training research, including sectors in demand and performance of training providers currently on the State's Eligible Training Provider listing.  Consultants will conduct technical assistance and training with One-Stop staff, Sector Academy Staff, and and/or OEWD staff on research, best practices, high performing training providers, and growth industries/ sectors to ensure that all parties can assist Workforce Investment Act program participants to make informed choices about training options. The consultant will assist in overseeing the implementation of any program or operational changes and may also facilitate partnerships.
