Sin Yee Pun, SEIU Local 1021 spoke regarding the changing of job specifications at the time of the job announcement. Human Services Agency issued a job announcement that is to be filled by end of week and it is substantially different from the official Class Specifications. The central issue is that the 2903 class is an entry level class predominately used as a training class for people to be trained for the 2905 classification. All previous specifications have been eliminated and now when someone reads the specs, it sounds like a journey level position. That is a huge issue for the members or potential members that will be performing the work. She asked the Commission to look into the matter. |
Gus Feldman, SEIU Local 1021 spoke regarding the proposal to increase the monetary threshold that requires a PSC to be approved by the Civil Service Commission. He feels this is a matter that could impact the SEIU Local 1021 members' terms and conditions of employment and requested that the Commission urge the Department of Human Resources (DHR) to meet and confer with affected Unions. Furthermore, this monetary threshold would lead to less oversight of PSCs, and could lead to increased outsourcing of public services - subsequently compromising the quality of services provided to the public. The Union urged the Commission to reject any proposal to increase this threshold. Brenda Barros, SEIU Local 1021 spoke regarding the Interpreter Service and the way the Public Health workers feel about the fact that Department of Public Health (DPH) wants to take away the person to person interpreters for the patients. Shari Zinn, San Francisco General Hospital (SFGH) worker urged the Commission not to double the threshold on PSC amounts for DPH. |

President Favetti welcomed Jennifer Johnston as the newly appointed Executive Officer of the Civil Service Commission.
Ms. Johnston thanked the Commission and stated that she is looking forward to working with this Commission and Staff.
On June 18, 2012, the appeal by Jeff Adachi, Public Defender appealing the Human Resources Director’s decision in the discrimination complaint filed by Ana Guevara EEO File #1526 was postponed to the meeting of September 17, 2012. The Department of Human Resources is now requesting that it be postponed to a later date. |

Design and construction services necessary for the Design-Build Terminal 3 (T3) Improvement Projects. The Civil Service Commission has previously approved PSC #4106-09/10 for the construction management portion of this Project.
The Design-Build T3 Project will provide a building expansion to expand the Transportation Security Administration (TSA) security screening checkpoint on the east side of the Terminal to improve circulation, meet the latest security requirements and improve passenger throughput per forecast demand. The Project will remodel existing Hold Rooms, restrooms, passenger amenities, and airline and concessions shell space, all with new finishes, furniture, fixtures and equipment. Scope of work will also include new Art Enrichment Program; Concessions Program; terminal seismic upgrade; HVAC, Plumbing, Fire Protection, Power, Metering, Lighting, Life Safety, Fire Alarm, Visual and Audible Paging System modifications; Static and Dynamic Signage; Hydrant Fuel System; Passenger Boarding Bridges (PBB) upgrades; Aircraft Apron Paving; Special Systems rooms, Tenant Wiring Closets, WIFI infrastructure; new Access Control and close circuit television (CCTV) systems. The project will reconfigure the TSA security checkpoint and departures lobby to improve security and operational efficiency. This project will be LEED certified. |

In 2008, the San Francisco Planning Department determined the need to select a pool of pre-qualified environmental, transportation, historic resources, & archeology review consultants through a request-for qualifications ("RFQ") process to use on an as-needed basis for detailed environmental, transportation impact analysis, historic resources evaluation, & archeological research on various private & public projects. Such projects include, but are not limited to: environmental review of the Transportation Sustainability Program, SoMA Streetscape Plan, Health Care services Master Plan, and Urban Forest Master Plan.
Private development proposals will be required to use this as-needed pool to conduct independent environmental analysis, maintain better quality control, & follow the model used in most other jurisdictions.
The Department has determined that the most effective way to provide these specialized studies is to solicit consultants to create as large a pool as possible of pre-qualified firms with the knowledge & expertise in environmental and/or transportation impact analysis, historic resource & archeology review which would follow the best practice of other California counties.
