Meeting Minutes

 

1.     Roll Call
The Commission President called the meeting to order at 5:30 p.m.  Commissioners Arellano, Beijen, Chang, and Jones were present.  Commissioners Albright, Wan and Woodson were excused. 

 

2.     No public comments.

 

3.     Review and Approval of the Full Commission Meeting Minutes of March 9­­­, 2011 (ACTION ITEM)

Motion to approve the March 9, 2011 Full Commission Meeting Minutes by COMM Beijen, second by COMM Arellano, and approved by the rest of the Commission.

4.     LGBT Youth in Custody Presentation by Cecelia Chung, HRC Commissioner (DISCUSSION ONLY)

Ms. Chung is affiliated with Asian & Pacific Islander Wellness Center and consults with the transgender youth in the juvenile systems.  Ms. Chung has been a strong advocate for LGBT for many years and is also a support member of Just Detention International, which assists to stop sexual violence on inmates.  Ms. Chung feels that LGBT youth in juvenile probation systems nationwide do not feel safe to disclose their gender identities to probation staff or their families for fear of rejection or bullying.  Chief Siffermann said that there is an ombudsman at JPD who responds to all complaints and grievances are taken very serious.

5.     Report to the Commission (DISCUSSION ONLY)

 
a.  Chief’s Report:

·         Presentation of the new JPD/UC Berkeley School of Optometry Vision Testing Program
Chief Siffermann said that the vision testing program is for youths in the SF juvenile court system and provides free vision testing and corrective lenses.  Monthly trips are scheduled to the clinic that JPD will sponsor, seven appointments are scheduled for this Friday (three from LCR; four from JPD), and lunch will be provided by a sponsor.  Chief Siffermann will keep the Commission apprised on the results of this new and exciting program.

6.     Approve JPD’s Proposed FY11-12 Budget Submission to the Mayor’s Office (ACTION ITEM)

·         Motion to Approve JPD’s Proposed FY11-12 Budget Submission to the Mayor’s Office by COMM Chang, second by COMM Beijen, and approved by the rest of the Commission.

7.     Approve Full Commission Letter Recommending JPD’s Budget to the Mayor’s Office (DISCUSSION AND ACTION ITEM)

·         Motion to Approve Full Commission Letter Recommending JPD’s Budget to the Mayor’s Office, as edited, by COMM Arellano, second by COMM Beijen, and approved by the rest of the Commission.

8.     Future Agenda Items (ACTION ITEM)

Announcements

·        COMM Chang will be assigning Commissioners to the JPC committees.

·        COMM Chang said that the June 8th Full Commission meeting will be held at the African American Arts and Culture Complex at 6 p.m., and welcomes suggestions from the Commission for future offsite meeting locations. 

·        Allison Magee said that the budget meetings will be held on the third and fourth weeks of June and encourages the Commission to attend.

·        No public comments.
