ORDER OF BUSINESS

Chair Sue Cauthen called the meeting to order at 6:05 PM.

PRESENT: Ted Bamberger, Enne Braun, Sue Cauthen, Lucille Cuttler, Linda Guitron, Roger Kallen, Margaret Lee,  KarenMagoon, Gladys Soto, Peter Warfield

ABSENT:   Houston Garcia, Clarice Moody, Jan Seeman, Dan Weaver, Anne Wintroub

Public Comment on any item within the jurisdiction of the Committee that is not on this agenda      

    There was no public comment.        

There was a presentation on the Branch Library Improvement Program (BLIP) by Brian Bannon, Chief of Branches, San Francisco Public Library; Lena Chen, Bond Program Manager, Department of Public Works; and Mindy Linetzky, DPW bond program administrator, followed by a question & answer period. Bannon  discussed completed projects, those in progress and those being developed. He  was assisted by Chen and Linetzky, who passed out a handout that detailed budget facts and other BLIP  issues.

Public Comment:

Joan Wood:    Renovated libraries like Marina and Eureka Valley turned out beautifully and at much lower cost. The new buildings at Bayview and Ortega doubled in price from the original renovation figure.

Howard Wong:    The library’s current construction budget draws on $11.5 million from the Library Preservation Fund (i.e., the set-aside). This money is supposed to be used for operations. He asked if the set-aside can be used for capital expenses.                                                             

 
There was discussion of  the LCAC’s mission, including a handout citing LCAC’s enabling ordinance, which  charges the the committee with evaluating SFPL programs and operations and making recommendations to the Board of Supervisors, as necessary.        
Chair Cauthen reported on the LCAC plan to consider a Facebook page. As coordinator  Houston Garcia was not present to discuss the matter, it was continued to the May meeting, following member comments.

Public Comment:

Henry Pan, a student at Galileo Academy, said he is ready to work on the project. He noted that it is possible to disable a Facebook wall and convert the site to a “fan page,” which is not interactive.

Copies of the LCAC’s 2009 Annual Report were distributed, showing the format and content of the document. The 2010 Annual Report is due June 30.    

There was also distribution of the fuchsia LCAC bookmark the library is distributing in the branches. SFPL will be asked to provide more bookmarks to the public as the supply is running low. The bookmark is a promotional device as is the Facebook page.


Suggestions for Agenda Items  & Member Comments:

Bamberger discussed his project to redistribute books that are “weeded,” or removed from the collection. Warfield suggested that James Chaffee make a presentation and that there be others on Friends of the Library and the Sunshine Ordinance.                                                            

Approval of March Minutes: Cuttler moved and Bamberger seconded a motion to approve the minutes. The matter did not come to a roll call vote and  was continued to the May meeting.

The meeting was adjourned at 8:10 PM.

Individuals with severe disability may call the accessibility hotline at 415/554-8925 to discuss meeting accessibility.  In order to assist San Francisco’s efforts to accommodate such people, attendees at public meetings are reminded that other attendees may be sensitive to various chemical-based products.  Please help the City to accommodate these individuals.
Library Citizens Advisory Committee (LCAC)  meetings will be held at City Hall, One Dr. Carlton B. Goodlett Place, in Room 278, except when otherwise noticed.  The LCAC meeting room is wheelchair accessible.  The closest accessible BART station is Civic Center.  The accessible MUNI line serving this location is the #19 Polk. For information about Muni’s accessible service, please call 415/923-6142. There is accessible parking available at 355 McAllister, Civic Center Plaza Garage.  Call 415/863-1537. Accessible seating for persons with disabilities (including those using wheelchairs) will be available at meetings.
The ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound producing electronic devices.
