A.        GENERAL PUBLIC COMMENT
At this time, members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission except agenda items. With respect to agenda items, your opportunity to address the Commission will be afforded when the item is reached in the meeting. Each member of the public may address the Commission for up to three minutes.
The Brown Act forbids a commission from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the commission is limited to:
(1)Â responding to statements made or questions posed by members of the public; or
(2)Â requesting staff to report back on a matter at a subsequent meeting; or
(3) directing staff to place the item on a future agenda. (Government Code Section 54954.2(a))

1.           Director’s Announcements                        Â
Tim Frye, Department staff, the Director’s report was included in your package and I did want to add just a couple of comments of our new newsletter that is outlined in the report. The community newsletter, Placemaking, will feature a snapshot of a landmark building during every issue and you'll see that Sam Jordan is included in the most current issue. We will also provide biographies and bits of interest from the Historic Preservation Commission, as those comes up, but if you have any suggestions, I am sure our communications staff will be interested to know if there's any topics you think of are suitable for the newsletter. That concludes my comments. Thanks.

Adoption of Commission Minutes – Charter Section 4.104 requires all commissioners to vote yes or no on all matters unless that commissioner is excused by a vote of the Commission. Commissioners may not be automatically excluded from a vote on the minutes because they did not attend the meeting.

- Inquiries/Announcements. Without discussion, at this time Commissioners may make announcements or inquiries of staff regarding various matters of interest to the Commissioner(s).
- Future Meetings/Agendas. At this time, the Commission may discuss and take action to set the date of a Special Meeting and/or determine those items that could be placed on the agenda of the next meeting and other future meetings of the Historic Preservation Commission.
Commissioner Johnck:
I just have a question about the Placemaking newsletter, which I thought it sounds really interesting, I think, we also got an e-mail about it a last day or so. I was curious, so for instance, I am having an interesting speech than I am giving to a conference in Savannah, Georgia in October, which is a concept I'm developing, linkage between maritime archaeology in terrestrial historic preservation  and how that works together. I mean is that the kind of thing? Is that considered a news item or you want to just keep it - activities of the commissioners?
Tim Frye:
Sure, we would welcome any information you have on the presentation and I'll forward it to our communications manager, who will follow-up with you.
Commissioner Pearlman:
I just want to say, I have time to read the significant amount of Placemaking today, and it's really very well done and it's a very impressive newsletter. So thank you to the Department.

CIVIC CENTER CULTURAL LANDSCAPE INVENTORY – Consideration to adopt, modify or disapprove the findings of the Cultural Landscape Inventory. The Department-sponsored survey focused on the landscape characteristics and setting of the existing Civic Center Landmark District. The Department identified character-defining landscape features of the Civic Center Landmark District and identified a period of significance from 1896-1951. The purpose of the survey is to inform planning decisions within Civic Center and to encourage sensitive design treatment and maintenance of the district’s cultural landscape. The general boundaries of the survey area are: Golden Gate Avenue to the north, UN Plaza to the east, Market Street to the south, and Franklin Street to the west.

350 UNIVERSITY STREET – Consideration to Recommend to the Board of Supervisors, Landmark Designation of the University Mound Old Ladies’ Home, west side of University Street between Burrows Street and Bacon Street, Assessor’s Block 5992, Lot 001, as an individual Article 10 Landmark pursuant to Section 1004.1 of the Planning Code. Constructed in 1932, the University Mound Old Ladies’ Home at 350 University Street is a convalescent/nursing home that is architecturally significant as an embodiment of the distinctive characteristics of the Colonial Revival style and represents the work of master architects Martin J. Rist and Alfred I. Coffey. The building was added to the Landmark Designation Work Program on October 8, 2014. It is located in a RH-1 (Residential – House, One Family) Zoning District and 40-X Height and Bulk District.
