WTS FACILITIES ON EXISTING UTILITY POLES WITHIN ARTICLES 10 AND 11 DISTRICTS - Review and Comment on the Installation of Wireless Telecommunications Services Facilities on existing light, transit, and utility poles within public rights-of-way that are adjacent to properties designated pursuant to Articles 10 and 11 of the Planning Code.

 

ARC RECOMMENDATIONS

 

The ARC concurs that the installation of Personal Wireless Services on utilitarian steel[1] and wood poles within the public right-of-way, falls within the scope of Historic Preservation Commission Motion No. 0241; which delegates review of such facilities to Preservation Staff.

 

The ARC concurs that the proposed installations, subject to the specific guidance listed further below, would be compatible with the character of the existing property and is in compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, Sections 1006.6 and 1111.6 of the Planning Code, as well as the designating Ordinances and any applicable guidelines, local interpretations, bulletins, related appendices, or other policies.  

 

The ARC further directs the Project Sponsor to work with Preservation staff to better integrate the designs within historically sensitive areas.

 

Steel Light and Transit Poles:

 

1. The ARC concurs with staff recommendations, including the use of signage or other elements, and street trees (where appropriate), to reduce the visibility of the radio relay units. Additionally, the ARC recommends the design be modified, by the addition of small blinders/shrouds, to minimize the visibility of the mounting brackets (currently visible on each side) for the two (2) radio relay units. The ARC intends to review the modified design.

 

Wood Pole Attachments at 848 Battery Street and 1025 Sansome Street:

 

2. The ARC concurs with staff recommendations including the use of street trees (where appropriate), to reduce the visibility of the radio relay units and electric meter. However, the ARC recommends the designs be revised by seeking an alternate antenna design; such as mounting location on top of the pole (instead of a side arm); or an antenna mount design that mimics a streetlight with the arm above the antenna. The ARC directs staff to present the modified design to the ARC at a future date for its review.
