Commissioner Moore:
I'd like to talk about 3790 21st Street. Do you all remember that building? We spent a lot of time
relieving it, from its mega mansioning, into something which responsible addressed the proper addition of a second dwelling unit, and we spent a lot of time on it, an extraordinary amount of time. That was 3790 21st Street - that is in Noe Valley.

I want to show you go something. I just pulled, just by coincidence in the real estate section, that building is now in the market for $2.89 million. I just wanted to inform you of that.
Commissioner Richards:
I guess there is three ways to make money in this business, one is to acquire land and sell it at a higher price after you acquired the land or the building and you’ve entitled it, as you just mentioned there on that building, you sell it at a higher price, because you’ve gone through the entitlement process, and the third way is, to actually build the building, and make your money that way, we are looking at case study number two, on that building. I actually walked by it and saw the sign as well.
Commissioner Moore:
That makes the unit that we had kind of identified as being more affordable, de-facto out of reach of normal people altogether.
Commissioner Richards:
I think a couple of meetings ago, I went through the Housing Element, mentioned sound housing and affordability, and all of that, this would be a classic example, on how not affordable these “remolitions” actually are.

9. Review of Past Events at the Board of Supervisors, Board of Appeals and Historic Preservation Commission
Land Use Committee:
· 160960 Planning Code – Temporary Homeless Shelters in Certain Industrial and Mixed-Use Districts. Sponsor: Mayor. Staff: Starr.
· 160961 Summary Street Vacation – 25th Street Temporary Navigation Center for Homeless Residents. Sponsor: Mayor. Staff: Samonsky.
At the this week’s Land Use Committee hearing, the Committee heard the an ordinance, sponsored by the mayor, that would amend the Planning Code to allow temporary Homeless Shelters in PDR, WMUO, and SALI zoning districts subject to conditional use authorization. This Commission heard this item on September 22 of this year and voted unanimously to recommend approval.
At the hearing Sam Dodge, Deputy Director for the Department of Homelessness, gave an overview of the proposed temporary navigation center that would be located in the Dog Patch neighborhood, which this commission also heard on September 22. There was one speaker during public comment that represented the Dog Patch Neighborhood Association and voiced support for the proposed ordinance and navigation center. After some supportive comments from each committee member, the committee voted then to forward the item to the Full Board with a positive recommendation.

Also at the Full Board hearing, the Board considered a resolution urging The City of Brisbane to include housing in the proposed Brisbane Badlands development. As has been covered in the news, the City of Brisbane is considering the approval of a 684-acre commercial development west of Highway 101 without any housing, even though the Developer has asked that housing be included. Given the regional housing crisis, many SF Supervisors have expressed frustration and concern over the plan. Some have even considered the idea of San Francisco annexing this portion of Brisbane to ensure that housing is built on the site.
During General Public Comment, Mayor Clifford Lentz of the City of Brisbane read a letter from the City Council in opposition to the Resolution, and Clay Holsten, the City Manager of Brisbane also spoke in opposition.
The Board did not end up voting on the resolution. Instead, the sponsor of the resolution, Supervisor Kim, asked that this item be re-referred to the Land Use and Transportation Committee.
Introductions:
· 161079 Hearing - Cannabis State Legalization Task Force Update. Sponsor: Wiener. Staff: Sider/Starr. Hearing on the local impacts of the Adult Use of Marijuana Act if approved by the voters in November, including areas of legislative and administrative need, and requesting the Cannabis State Legalization Task Force to report. The Planning Department is represented on the Cannabis State Legalization Task Force and will likely take part in this hearing.
· 140877 REINTRODUCTION Planning Code - Downtown Support Special Use District; Fees in Lieu of On-Site Open Space. Sponsor: Kim. Staff: TBD. This ordinance would allow for the Intercontinental hotel to pay a fee in the amount of 2.5 million to remove their Privately Owned Public Open Space.

HISTORIC PRESERVATION COMMISSION:
The Historic Preservation Commission did meet yesterday. There were a few noteworthy items that might of interest to the Planning Commission. The first is the Historic Preservation Commission initiated landmark designation for the Sacred Heart Parish Complex, which includes the former rectory, a church school and convent buildings. They approved some Mills Acts contracts, and also adopted recommendations for legacy business applications, that include The Escape from New York Pizza establishment, The Gypsy Rosa Lee Wigs and Vintage establishment, as well as the Oddball Films Archive.

EXECUTIVE PARK BACKGROUND AND THE STREETSCAPE MASTER PLAN – Informational Presentation on background to Executive Park and on the Executive Park Streetscape Master Plan. The Executive Park Subarea Plan Area is located in the southeastern part of San Francisco, just east of U.S. Highway 101 and along the San Francisco/San Mateo County border. It is generally bounded by Highway 101 to its west, Bayview Hill to its North, Jamestown Avenue to its east (but not those lots fronting on Jamestown), and Harney Way to its south. Parcels that would be regulated by the Streetscape Master Plan are bordered by Executive Park Boulevards West, North, and East on the west, north, and east respectively and Harney Way on the south and include Assessor’s Block and Lots 4991 / 074, 075, 085, and 086 (the existing office park portion of the site). The presentation will provide information on (1) the regulatory structure of Executive Park as approved in 2011, of which the project at 5 Thomas Mellon (2015-009690CUADNX) is subject; and (2) the Executive Park Streetscape Master Plan, which is required to have an informational presentation before the Commission prior to the first entitlement under the Executive Park Plan.

H. PUBLIC COMMENT
At this time, members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission except agenda items. With respect to agenda items, your opportunity to address the Commission will be afforded when the item is reached in the meeting with one exception. When the agenda item has already been reviewed in a public hearing at which members of the public were allowed to testify and the Commission has closed the public hearing, your opportunity to address the Commission must be exercised during the Public Comment portion of the Calendar. Each member of the public may address the Commission for up to three minutes.
The Brown Act forbids a commission from taking action or discussing any item not appearing on the posted agenda, including those items raised at public comment. In response to public comment, the commission is limited to:
(1) responding to statements made or questions posed by members of the public; or
(2) requesting staff to report back on a matter at a subsequent meeting; or
