COMMISSION RULES & REGULATIONS - The Rules Committee of the Planning Commission will consider amendments to their Rules & Regulations and possibly adopt recommendations to the full Commission for their consideration.

Preliminary Recommendation: Adopt a Recommendation to Amend the Rules & Regulations

 

The Planning Commission Rules Committee discussed the following five topics as they relate to the Commission rules & Regulations:

 

1.       Action Item list

a.       Adding it as an Agenda Item on a quarterly basis;

b.       Commissioners providing a sense of urgency and whether or not the response; should be in the form of a public hearing, a memo or side discussion.

2.       Election process for Officers

a.       Rotation of President and Vice President;

b.       Legal Guidance from the Good Government Guide and Robert’s Rules of Order;

c.        Term Limits;

d.       Candidate statements;

e.       Blind voting.

3.       Director Performance Evaluation

a.       Priorities;

b.       Development objectives;

c.        Closed Session – legal advice.

4.       Commission Secretary position

a.       Evaluation;

b.       Dynamic interaction;

c.        Public criticism;

d.       Commission’s procedures;

e.       Feedback loop;

f.         Demeanor;

g.       Professional conduct;

h.       Filling in the gaps.

5.       Standing Committees

a.       Ad Hoc;

b.       Formulation of Committees.

 

SPEAKERS:       Rose Hillson – Fire action items, 14 days advance review/preparation of case reports.

                            Sue Hestor – Law and practice have change, two-week rule.              

                            Joel Koppell – First source hearing declaration
