I. MINUTES
Chair Aram Hauslaib asked that a typo be corrected on page one of the Minutes.

II. REPORTS
A. Department of Public Health (DPH)
Committee Member Nakanishi was not present. The budget information he provided was circulated to the Committee.

B. Shelter Status Report
Human Service Agency (HSA) Report
Committee Member Ward reviewed the vacancy report and shelter family waiting list.
Ms. Ward reviewed the budget materials provided and said that the budget for services may still change based on state and federal budgets and funding sources.

Committee Matt Luton asked to receive information on the next Shelter Grievance Training.

Committee Mary Howe asked if a cause of death had been established regarding the client death at MSC South.
Single Adult Shelters Program Manager Briana Moore stated that the death was still under investigation.

Shelter Advocates
Committee Member Elihu Hernandez reviewed the Shelter Advocate Report

Public Comment
Tomas Picarillo asked where the denial of services were reported. He asked how the Shelter Advocates verified that the shelters informed clients of their rights regarding denial of services.

Ms. Moore asked that the report [written] be more clear and that the columns [in the report] should be open.

C. Standard of Care
Ms. Casey reviewed the Standard of Care report. The Committee decided to hold two community meetings to discuss the changes to the Standard of Care legislation. The meeting were scheduled to be held on June 30 and July 14, 2010. Ms. Casey said she would provide additional information.

Public Comment
Kim Clark talked about clients from Sanctuary complaining of noise on the floor.

Tomas Picarillos said that for people who show up [to the Committee meetings] that they should be allow to speak for more than 60 seconds and shame on the Committee. He said that the community meetings should be in the shelters.

Mr. Wright said he had direct experience about the issues the Committee was discussing and giving clients a minute to speak was an insult on his intelligence.

Charles Pitts said that he has seen staff surround a client after DOS-ing her and a lot of things went wrong.

III. PUBLIC COMMENT
Kim Clark submitted and read into record a letter from clients from Sanctuary complaining of noise on the floor.

Mr. Wright said that there was no roof on the smoking section at Sanctuary.

Tomas Picarillo said that it is symbolic that the Department of Health had placed the non-smoking piece in the legislation when they had not been enforcing the no smoking rule in the previous legislation.

Charles Pitts said the Committee should concentrate more on the policies and procedures at the shelters and be issuing emergency reports regarding the conditions in the shelters.

IV. NEW BUSINESS
A. Budget Letters
The Committee reviewed draft letters to the Board of Supervisors and Mayor Newsom regarding budget recommendations for the 2010-2011 fiscal year.

Committee Member Ward asked where the numbers and populations served information came from.

Ms. Casey said that some of the numbers had come from the Coalition on Homelessness.

Committee Member Ward asked that the numbers be double checked and future letters have information from the City & County of San Francisco.

Vice Chair Ramses Teon-Nichols and Committee Ward asked to be excused from the vote.

Committee Chair Hauslaib and Secretary Elihu Hernandez stated that their agencies but not their programs were listed.

Public Comment
Ali Schlageter from the Local Homeless Coordinating Board said that their letter had already been sent and that she had worked with providers to ensure their wishes were captured.

Kim Clark stated it was time to strategize about what homelessness is really about.

V. INFORMATION REQUESTS
A. Staff Report
Ms. Casey reviewed the June 2010 Staff Report.

B. Information Requests
Ms. Casey stated that the previous Information Requests had not been submitted, but she would submit this month.

Committee Member Howe asked for an update on the Continuum of Care and the Ten Year Plan to End Homelessness.

Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
