I. Reports
A. Department of Public Health (DPH)
Committee Member David Nakanishi stated that DPH had received two investigations from the Committee regarding Standard of Care and would provide a response by the end of September

B. Shelter Status Report
Ms. Briana Moore, Single Adult Services Manager for the Human Services Agency, reviewed the Shelter Vacancy report information. Ms. Moore stated that HSA did not track vacancy type or reservation type within CHANGES.

C. Standard of Care
Ms. Casey reviewed the Standard of Care complaints for the quarter.

II. PUBLIC COMMENT
Charles Pitts said that the Committee should ask for the resignation of Mary Howe as she had missed 3 or 4 meetings.

III. NEW BUSINESS
A. Standard of Care Report
The Committee reviewed the 2009-2010 Standard of Care report.

Public Comment
Mr. Panter said that there was a lack of security at sites. He said there were persistent acts of violence. He said that he had lost $4500 worth of personal belongings.

Kim Armbruster from Glide stated staff received training on an ongoing basis, including trainings on harm reduction, CHANGES, and all-day retreats focusing on client care.

Kathy Treggiari from Episcopal Community Services reviewed the training opportunities for ECS staff; how training is tracked and reported to HSA.

Tammie Caracter from Hospitality House reviewed the training for HH staff, including annual review of the Shelter Training Manual.

Wayne Garrett from Multi Service Center South said that there was continuous training for staff, including cultural competency, review of the Shelter Training Manual, de-escalation training, and Standard of Care training.

Briana Moore said that HSA tracks training completed by each site.

Verna Campbell said that she was treated with disrespect at Next Door.

Charles Pitts said that the Committee should recommend that problem employees at one shelter be banned from the shelter system entirely.

Committee Member Nakanishi suggested that training types are coordinated based on the issues raised within the Critical Incident Reports.

B. Policies and Procedures
The Committee reviewed the updated Policies and Procedures.

Public Comment
Mr. Panter stated that the Committee has been informing sites before inspections are being conducted. He said there needed to be more inspections.

A member of the public said staff at Next Door was taking advantage of people and said that the Committee should exchange places with clients to truly understand what was happening in the shelters.

Charles Pitts said that people are suffering in the shelters and shelters are not getting much better.

IV. INFORMATION REQUESTS
A. Staff Report
Ms. Casey reviewed the September 2010 Staff Report.

B. Information Requests
The Committee reviewed the Information Request items put forward during the meeting and request a report back at the October 2010 Committee meeting, including information on SF START, DPH Inspection methodology, CHANGES reservation, and token budget.

Public Comment
Lessy Benedith from Multi Service Center South said that she wanted to provide clarification on the case management component at MSC South. She said that the case managers provided linking to the SF START case managers and did not provide actual management on site.

Mr. Panter said that he was worried about the Standard requirement the maximizing of space in shelters might lead to overcrowding.

Accessible curbside parking is available on Oak and Hickory Streets.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
