I. MINUTES
The Committee reviewed the draft January 18, 2012 Minutes and made corrections.

II. REPORTS
A. Shelter Status Report
Committee Member Cindy Ward reviewed the vacancy data for single and family shelters. Ms. Ward discussed the death that happened at MSC South earlier in month, including the support services offered by the City and County of San Francisco as well as HSA protocols around safety. Ms. Ward reported that the Connecting Waiting List for families was 199 and that there were 18 families on the priority list.

B. Standard of Care Report
Committee staff Bernice Casey reviewed the SOC data and stated that the written report would be circulated at the March 2012 meeting.

IV. NEW BUSINESS
A. Confidentiality Overview
Deputy City Attorney Linda Ross reviewed confidentiality laws as they apply to the Shelter Monitoring Committee. The laws included federal, state, and local laws. Ms. Ross stated that the confidentially laws are for the benefit of an individual’s right to confidentiality. Ms. Ross highlighted the Committee’s own policies which cover confidentiality, including the policy that client names are never used in public reports and staff names are only used to identify them by position.

B. Updated Polices & Procedures
The Committee reviewed changes to the Policies & Procedures and made needed changes and edits.

The Committee reviewed the 2nd Quarterly Report, covering September-December of 2012 and made needed changes and edits.

D. Safety Protocols
The Committee discussed safety protocols in the shelter system and made casual information requests to DPH and HSA about the services and procedures provided and followed after the death at MSC South earlier in February.

Public Comment
A guest at MSC South said that she never received information about any services or presentations made by DPH or HSA regarding the assault and death at MSC South. She stated that MSC South tell clients to leave the site between 8:00 am and 4:30 pm. She said that staff is inadequately trained to be proactive in incidents with violence and clients. She said that the argument took place outside and staff were aware of it and should have been more prepared for what happened.

Rasheedah Blake said that Next Door staff attempts to be aware of what is happening outside the shelter as well as inside. Ms. Blake said that her site has developed a relationship with the local San Francisco Police Department station.
