I. Minutes

The Minutes from the April 18th Shelter Monitoring Committee meeting will be approved at the monthly Shelter Monitoring Committee meeting on June 20th.

II. Reports

A. Shelter Status Report

Committee Member Cindy Ward informed us that Santa Ana was closed due to a pest problem but now is reopened and back to normal. She stated that the Connecting Point Family Shelter Waiting List was at 185. She also invited everyone to attend the preference for homeless families on the San Francisco Housing Authority waiting list meeting on May 22nd at City Hall, Room 201 at 3:00 pm.

Shelter Advocates

Committee Member Daley stated that he would like to do the Shelter Advocate Report on a quarterly basis: March, June, December.

She feels we are going backward with ADA complaints and she would like to do a follow up with the Shelter Advocates.

Charles Pitts

He would like to know how really CHANGES system works, when you pull out a name what do you see? How the categories look?

B. Standard of Care Report

Committee Staff Rebolledo stated that there were 9 (corrected) complaints recorded n April; 3 of these complaints were generated by site inspections conducted by the Committee and 6 of the complaints were generated by individual clients.

III. Public Comment

Cynthia Lee

She would like to have access at the shelter to review all the complaints made to that specific shelter. She suggested that all the shelters should have a lock box where they can put Shelter Monitoring documentation.

Kathy Treggari

She is concerned about difficulties with self care for all the cuts DPH made to the management team and star team budgets.

IV. New Business

A. Quarterly Report – 3rd Quarter 2011-2012

Committee Member Cindy Ward stated that after reading all the corrections made to the Quarterly report it had too many changes and she didn’t comfortable voting yes or no to approved this Report.

Action Continue the Approval of the Quarterly Report – 3rd Quarter 2011-2012 at the next meeting.

V. Old Business
A. Safety Protocols

Committee Member Cindy Ward reviewed the concerns Committee Members Daley and Muise raised.

Charles Pitts

He stated that maybe the Security guard didn’t check because there are people with big bags and the lines are so long that if they take their time to check everything the waiting to go inside the shelter would be too much.

Cynthia Lee

She suggested that for breaks it was better that instead of sending all the clients at a shelter at once to take their break to smoke outside, etc. Shelters should staged them by floors.

Kathy Treggari

She stated that shelters are dealing with low level fund that’s why they have had a lot of staff reduction, staff switching, etc. They want to meet with the mayor so they can provide safer and dignified shelters for homeless.

B. Tokens

The Committee discussed the importance of tokens availability, specifically for client access to tokens after receiving a reservation. The Committee members also explained the importance of going to the Shelter Workgroup meetings and to give recommendations on how tokens should be distributed.

C. Shelter Access Workgroup

Amada stated that the first meeting will be on June 4th from 2-4pm at Tenderloin Rec Center. They are looking forward to hear comments from us on how to improve the Shelter System. All of the Shelter Access Workgroup meetings will be at open door so everyone can participate.

Stated that the Shelter Access Workgroup could move faster. He said that we are missing documents like the 10 year report.

Cynthia Lee

She stated that Seattle has camps site with nutritional support for homeless to take out homeless with street carts out of the streets.

VI. Information Request

A. Staff Report

Committee Staff Rebolledo stated that there are two seats vacant with the Board of Supervisors appointments, seat 1&2. Both of them have the requirements for applicants to be formerly homeless within the 3 year prior to appointment.

Comments:

Secretary Lacayo strongly suggested due to the large population of Spanish speakers homeless at least one of the applicant for the Vacancies with the Board of Supervisor should be bilingual. He also said a few words in Spanish to the Spanish Homeless Community to approach him in case they have any complaint regarding the shelter access system.

B. Information Request

Committee Member Daley would like to know the HSA policy in terms of accommodating homeless in lower bunks. How clients are aware of this at reservation. How staff accommodates them. Also he would like to know if is it possible for CHANGES to have subcategories for ADA, etc.

Committee Member Pauson would like to have a copy of the police report of the incident at MSC South. She also would like to know how long the metal detectors have had any kind of malfunction and how long it took to MSC South repaired it in a time frame of one year before the incident.

Committee member Cindy Ward said that the Local Homeless Coordinating Board will have a new staff Megan Owens, and that she will come to our next meeting in June.
