I. MINUTES
A. May 2013 Minutes
The Committee reviewed the draft May 15, 2013 Minutes.

II. REPORTS
A. Mayor’s HOPE Office
Bevan Dufty, Director of HOPE, Housing Opportunity, Partnerships and Engagement, provided an update from his office.

B. Shelter Status Report
Human Service Agency (HSA) Report
Committee Member Cindy Ward reviewed the vacancy report for the single adult and family shelters.

C. Department of Public Health
Committee Member Charlie Morimoto reviewed the DPH budget.

D. Standard of Care Report
Committee staff Bernice Casey reviewed the SOC report.

III. PUBLIC COMMENT
Cynthia Lee said there is now a better staff response for violence and threats at Next Door.  She said there was a new food policy at Next Door requires one to leave the premises or be denied access if they have food on them.  She said that the ADA requests are not handled promptly. There have been incidents of lost reasonable accommodations and lost doctor notes. She had the idea to fax/mail all copies to the main admin offices off-site to maintain records

Donovan Poe made a complaint against Next Door.

IV. INFORMATION REQUESTS
A. Staff Report
Committee staff Casey reviewed the staff report.

B. Information Requests
The Committee asked for an Information Request to be submitted to HSA requesting more information on the proposed family waiting list, specifically if it would impact those utilizing the winter and emergency shelters.

V. NEW BUSINESS
A. Budget Letter
The Committee reviewed the draft 2013-2014 budget letter to the Board of Supervisors and Mayor Lee.

Public Comment
Marlon Mendieta applauded the efforts of the Committee in approving the letter.

B. Family Shelter Wait list
The Committee continued the item until the July 2013 meeting.

VI. OLD BUSINESS
A. 1st & 2nd Quarter Report
The Committee reviewed draft quarter report and made needed edits & changes.

Action: Approved edited report

Public Comment
Marlon Mendieta asked the language within the site visit section be clearer and discuss the actual item that was broken. For example one broken soap dispenser is clearer language and makes it clear to the reader that there were other dispensers working.

Kathy Treggiari asked that section on investigations only include the ones in which the Committee had findings.

C. Legislative Subcommittee
Vice Chair Dennis invited everyone to the next SOC legislative subcommittee on July 11, 2013 at 1:00 pm, 101 Grove, Room 220.

The ringing of and use of cell phones, pagers, and similar sound producing electronic devices are prohibited at this meeting.  Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager or other similar sound-producing electronic devices.
