  1. CALL TO ORDER

Vice President Miry called the meeting to order at 5:00p.m. 

Vice President Dr. Miry reviewed the ground rules. 

Mr. Macaluso conducted Roll Call (President Zwart and Dr. Raveena Rihal were excused) and read the Ramaytush Ohlone Land Acknowledge. 

Commissioner Dr. Anne Moses arrived at 5:07 pm after meeting was called to order. Commission Moses attended virtually.

  1. FINDINGS TO ALLOW TELECONFERENCED MEETINGS                                                                              UNDER CALIFORNIA GOVERNMENT CODE SECTION 54953(e).                                                                      
     

Vice President Miry described the resolution drafted in response to the Mayor’s February 10, 2022 order, allowing members to participate by video from a separate location for COVID-related health reasons and providing members of the public an opportunity to observe and provide public comment either in person or remotely.

  1. APPROVAL OF MINUTES                                                                                                                                        

    The meeting minutes from the regular Commission meeting that took place on May 25, 2022 was approved with no changes.

  1. DIRECTOR’S REPORT       
    • Director Ellis: As we await the verdict from the Supreme Court on the fate of Roe v. Wade, the Department has been working on action items to support access to abortion care in San Francisco and beyond. Last month, the Department convened with reproductive health and justice organizations to discuss how we can support their work in this critical time and collaborate on future action items.   
    • The SF SOL (Safety, Opportunity and Lifelong Relationships) Collaborative is continuing to develop a continuum of care for youth involved in or at risk of commercial sexual exploitation.
    • The California Department of Social Services has shifted the SF SOL collaboration project end date to December 31, 2022, with the caveat of a new agreement on January 1, 2023 pending the governor’s signature on funding for support to the commercial sexual exploitation of children (CSEC) in the State Budget Act. In the interim, the Collaborative is focusing on sustaining the HYPE Center beyond the project.
    •  The San Francisco Domestic Violence Death Review Team continues to work on a recommendation report based on the 2019 pilot case review. This group has been led by Dr. John Hollway from the Quattrone Center for Fair Administration of Justice. With Hollway’s guidance, the group is getting closer to a finalized draft of our report that will include practical recommendations as it relates to DV homicides in San Francisco. The anticipated date of completion of the report is mid-June to early July. Once the report is completed, this working group will move on to outline the next steps for the selection of the next DV homicide case that will be up for review.
    • The HEALing Roots Collaborative has been thoroughly planning the launch of their Survivor Advisory Board. Members of the Collaborative have been in conversation with both survivors and CBOs who work with survivors. The Collaborative is also gearing up for Domestic Violence Awareness Month in October and is looking forward to planning a fun, informative, and inspiring initiatives.    
    • DOSW is extremely excited to announce that we are welcoming THREE new team members this month!
    • Camille Zapata is our new Program Manager for Civic Engagement & Political Empowerment.
    • Alea Brown-Hoffmeister is our new Director of Policy & Programs.
    • Dr. Kevin Roach will be our Research, Data & Evaluation Officer
    • The Department received the Mayor’s Office proposed budget for FY 22-24. The Department is currently preparing for fiscal year end and the upcoming Board of Supervisors budget hearings.

  1. Competitive Solicitation Requirement Waiver Request          

Director Ellis discussed a resolution for consideration approving a waiver of the competitive solicitation requirement for a Health and Safety grant to ACCESS to Reproductive Justice under Chapter 21G of the Administrative Code.

Motion to approve ACCESS Reproductive Justice Resolution:

  1. Panel Discussion on Queer Women and Reproductive Justice                     

The Department conducted a panel, moderated by Commissioners Sophia Andary and Ani Rivera, to bring awareness to the Lesbian and Queer community. The panel highlighted the role Queer women have played and continue to play in the fight for reproductive justice, and discussed how the Commission and Department can better support the LGBTQIA+ communities in San Francisco.

Guest speakers were from the local LBGTQIA+ community.

    Many members of the public thanked the panel for their valueable contributions and being thought leaders in the fight for not only access but reproductive justice for women and reproductive justice for all.
