This meeting was held by Teleconference Pursuant to the Governor’s Executive Order N-29-

20 and the Twelfth Supplement to Mayoral Proclamation Declaring the Existence of a Local

Emergency Dated February 25, 2020

 

1.  Call to Order and Roll Call:  Vice-Chair Amerika Sanchez, called the meeting to order at 6:00 P.M.

2.  Adoption of renewed findings under State Urgency Legislation to continue remote meetings during the COVID-19 Emergency and direct the Commission Secretary to agendize a similar resolution at a Commission meeting within the next 30 days.

6.  Report of the Chair:  (discussion only)

Vice-Chair Sanchez reported Chair Fromer requested forwarding an invite to the General Manager Dennis Herrera.  He is scheduled to attend the May Commission meeting and Commissioners are encouraged to provide any questions they might have in advance.

Power has been restored at the new Center at 1550 Evans and the Grand Opening is scheduled for Saturday, August 20th.

Commissioners are encouraged to share the Tenant RFP widely with their networks.  All questions regarding the RFP should be forwarded to Real Estate Services at sfwater.org.

7.  Presentation: SFMTA – Bayview Hunters Point Transportation Updates (Kidd)

(Christopher Kidd, Transportation Planner, Complete Streets Planning Subdivision)

Mr. Kidd reported he has been working on mobility solutions in Bayview Hunters Point for the last 5 years and would be sharing updates on three current projects which are:

 

  • Active Communities Plan – The first citywide Bike Plan since 2009.  The project will run from February 2022 through February 2024 and focuses on Equity Priority Communities, including Bayview Hunters Point.

 

The Active Communities (Bike) plan is meant to be inclusive of all devices that can legally use the bike network, that means skateboards, scooters, assistant mobility devices and electric bikes.  There are grant-funded partnerships with Bayview Hunters Point Community Advocates who will take part in 4 targeted workshops and the final plan will direct citywide investment in network, policies, and programs.  The timeline is as follows:

February 2022 – May 2022 (Kick-off & existing conditions)

June 2022 – December 2022 (Analysis & community interviews)

September 2022 – September 2023 ( Citywide & Bayview outreach)

August 2023 – February 2024 (Drafts & final plan adoption)

 

  • Our Community, Our Shuttle Grant Program – This $10.5 million demand-responsive shuttle program with a workforce development & resource center grant runs from May 2022 through March 2026.  The program partners with 9 community-based organizations and a community congress that will provide oversight.​​​​​​​

 

The Shuttle Grant Program has 4 main elements with the first being the shuttle itself – known as the “Demand-Responsive Shuttle” which will provide rides from anywhere to anywhere in the Bayview as well as key destinations outside of the Bayview such as 24th St. BART, SF General Hospital, etc.  There will be a community-led process to finalize the service plan.

The second element will be a partnership with the Office of Economic and Workforce Development to recruit, train, and hire “Local Shuttle Drivers” who upon enrollment in the City-Drive Program will achieve their B-class driver’s permit which can make them eligible to be hired as Muni Operators.

The third element “Transportation Resource Center” will be a CBO-run center for transportation information & enrollment for eligible programs; Muni, Youth Pass, Paratransit etc. 

SFMTA has partnered with the following subgrantees to deliver the program:

Hunters Point Family/ Community Youth Center of SF/ Bayview El Centro/ SF African American Arts & Cultural District/ Bay Area Community Resources/ A. Phillip Randolph Institute/ Young Community Developers/ Office of Economic & Workforce Development/ Bayview-Hunters point Community Advocates/ OneBayview

The fourth element “Community Congress” will be a locally-appointed body that oversees decision-making & implementation of the grant program.  In 2020 the Southeast Community Facility Commission wrote a letter of support for the grant and a seat on the Community Congress is reserved for the Southeast Community Facility Commission to be a part of the oversight body.

 

Mr. Kidd provided examples of how the Shuttle Service would work which is similar to using Lyft or Uber.  Rides will be available through a phone app or the call center which will be trilingual.  Shuttles are expected to be in operation in early 2023.

 

  • Bayview Multimodal Community Corridor Grant -  In addition to the ATP (Active Transportation Program) application at the direction of the Mayor’s office another application was being submitted to Nancy Pelosi’s office for a potential federal earmark of $2.5 million dollars specifically for this project which would bring a lot of new transportation investment to align with community needs and desires.  This program is meant to improve safety on and around 3rd Street

The grant applications for this program are due in June 2022 and the Bayview is highly competitive.  This is an opportunity to fund unfunded projects from the Bayview Community Based Transportation Plan.

Questions and Comments from Commissioners:

The Commissioners had questions regarding the demographics?

  • Mr. Kidd responded a full study was provided from the perspective of racial ethnic background, youth, seniors, people with disabilities, income levels, income attainment, and car ownership.

 

Commissioners expressed concern not only of language access but also of the digital divide.  They had questions regarding how drivers would be able to communicate with riders if they spoke different languages?

  • Mr. Kidd said the digital divide issue was one of the reasons the Transportation Resource Center was necessary so individuals without those resources could learn how the program works and feel comfortable using it.  He acknowledged it would be a challenge and he said they will continue to focus on it.

 

Commissioner Murphy requested more information regarding the shuttle service and wanted to make sure there was no conflict of interest with her City Drive Program. 

  • Mr. Kidd noted appreciation for the work already done in the community and offered to have additional conversations moving forward.

 

Commissioner Satele advised she was interested in making sure the Pacific Island community had appropriate information and access to possible jobs and training.

  • Mr. Kidd said a more detailed presentation regarding the Community Shuttle would be available soon along with a planning and engagement process ensuring it is able to meet language access, ADA access for people with wheelchairs, etc.  The hope is that at the end of the 4-year pilot period an RFP will be provided to continue operations as a regular part of the service SFMTA brings to the community.

 

The Commissioners requested Mr. Kidd return in a few months and provide updates.  There was also a suggestion to look at the role the Community Ambassadors could play in helping with the language barriers so all of the pressure would not be on the drivers.  

 

Executive Director Pharr requested the Commissioners be invited to participate in the initial launch of the shuttle service, and she requested the use of the shuttle to bring individuals to the Grand Opening of the new Center at 1550 Evans, and also to attend Commission meetings. 

 

In closing Mr. Kidd announced efforts were being made with Rec and Park to provide shuttle service from the Bayview to Golden Gate Park which would include free admissions and an opportunity to experience the park especially during the 150th year celebration of the Golden Gate Park.

8.  Committee Reports: (discussion only)

a.  Community Programs Advisory Committee (Murphy)

Commissioner Murphy reported from the April 11th meeting.  Deputy Director Barry provided an update on the Access Program which is a technology check out and co-working space program at the new Center.  Staff is working in conjunction with the Mayor’s Office of Digital Equity.  The second presentation was provided by Jennifer Ly who shared information and ideas about temporary usage of the space earmarked for the education building.  The area could be activated as a marketplace, an open-air pavilion, nighttime art market, or farmer’s market.

 

b.  Facility and Design Advisory Committee (Sanchez)

Commissioner Sanchez, Vice-Chair reported from the April 14th meeting.  Amanda Jimenez provided a presentation regarding the Key Performance Indicators (KPIs) that will be used to evaluate the success of the tenants serving the community.  The presentation provided a breakdown of how the KPI’s are measured, what the target is, and the reporting frequency.  The second presentation was an update on the Tenant Solicitation Process.  Director Pharr advised the pre-submittal meeting was a success and the names of the organizations being considered will be brought before the Commission for recommendations to the SFPUC before the leases are executed.  Last but not least, we are still waiting to hear from the new City College Chancellor.

9.  SECF Director’s Report: (discussion only)

Director Pharr reported the power at the new Center has been activated and when the furniture has been installed tours will be set to share the progress with the Commissioners.  Milestones are being met and the Grand Opening is scheduled for August 20th.  Staff will forward a formal invitation to Commissioners shortly.  1800 Oakdale remains closed, with the exception of the 5 Keys organization, and DPH continues to provide vaccination access to the community, however their agreement expires at the end of June but with several organizations providing vaccine sites throughout the community we won’t ask them to renew their agreement.

The tenant RFP pre-submittal meeting had a great turnout and applications are due May 13th at 5 pm.  All questions should be submitted to the Real Estate Division.

Staff advised a Commissioner photo-shoot will take place May 18th and 19th.

Director Pharr shared photos of kiosks that are located all over town with posters introducing the City to the new Center at 1550 Evans.  The photographs used were produced in partnership with Mildred Howard, the artist creating the centerpiece sculpture.  A part of her project included working with youth from the community and this work highlights some of those photographs which promotes our purpose and the cultural diversity of the Community Center.  There are approximately 14 locations that will be on display through the end of June.

Staff provided information regarding how the photos were chosen and acknowledged the support of the SFPUC Arts and Education Manager, Blair Randall.

The Commissioners had questions regarding the Grand Opening and the types of activities being planned for presentation.

  • Staff responded there would be multi-ethnic presentations.

10. Future Agenda items:

Staff provided the following:

General Manager Dennis Herrera will address the Commission in May.

RFP recommendations for Tenant Partners will be presented in June.

Facilities Operating Plan and Levels of Service will be presented for adoption.

Retreat planning for early Fall or the end of Summer.

Amendment of By-Laws regarding meeting location change from 1800 Oakdale to 1550 Evans.

11. Announcements:

Heidi Anderson, representing SEP Construction announced overnight and Saturday construction at the Southeast Treatment Plant on the Biosolids Digestor Facilities Project.  The construction will consist of cement trucks going through the neighborhood every other Saturday for several weeks.  The work began on April 23 and will continue through June 18.  Announcements have been provided to the neighborhood with details and a hotline is available and checked regularly.  Ms. Anderson reported there have been no complaints so far.

Staff suggested informing the District 10 Supervisor’s office as well and Ms. Anderson advised the Supervisor’s office had been notified.

Commissioners suggested placing the notice on the Southeast website.

12. Adjournment:

The meeting adjourned at 7:06 pm in honor of Ms. Patricia Ann Hall, a Bayview Hunters Point Resident, the respected General Counsel of the San Francisco Housing Authority, and Warrior of the People.

 

The next meeting of the Southeast Community Facility Commission will be Wednesday, May 25, 2022.
