This meeting is being held by teleconference pursuant to California Government Code Section 54953 and the Twenty-Fourth Supplement to Mayoral Proclamation Declaring the Existence of a Local Emergency. During the Coronavirus Disease (COVID-19) emergency, the Arts Commission’s regular meeting room is closed. Meetings of the Arts Commission will convene remotely.

Written Comment:
The public is encouraged to submit comments by emailing to art-info@sfgov.org. This email address will be monitored until Monday, December 6 at 12 p.m. All comments received by the deadline will be read aloud by Arts Commission staff up to the three minutes maximum allotted to each commenter. In the subject line of your email, indicate the meeting date and item number. Note: if your public comment statement is read aloud by Arts Commission staff during an agenda item, this will count as your one opportunity for public comment on that specific item. You will not be able to raise your hand to make additional public comment on the same item if your statement has already been read aloud.

Oral Comment:
Public comment in regard to specific agenda items will be taken before or during consideration of the item. Each speaker may speak for up to three minutes per agenda item, unless the Chair has announced a different length of time at the beginning of the meeting. Speakers may not transfer their time to another person. Any person speaking during a public comment period may supply a written summary of their comments to be included in the minutes if it is 150 words or less. Staff will ask for real-time public comment before reading emailed comments to ensure all members of the public have an opportunity to comment in real time.

    Discussion and possible motion to nominate and elect officers of the Arts Commission (President and Vice President) for a term beginning on January 1, 2022. The Nominating Committee approved the slate of Roberto Ordeñana as President and Janine Shiota as Vice President.

      1. Discussion and Possible Motion: Ebony McKinney Community Stewards Grant: Discussion and possible motion to increase the grant amount of $40,000 (authorized by Resolution No. 1101-21-246) to the Queer Women Of Color Media Arts Project by $20,000, and extend the grant window through December 31, 2023 to support the Ebony McKinney Community Stewards Grant’s collaborative development and release of the Ebony McKinney Arts Leadership Grant with a focus on reimagining and centering racial equity, addressing harm, and the ideals embodied by the late Ebony McKinney; and, to authorize the Director of Cultural Affairs to enter into an amended grant agreement not to exceed $60,000 at this time.

Motion to approve Phase 1 of the CDD HQ at 2000 Marin St Project with the following contingencies: that there will be another study of the administration building to give it more distinction, that there will be more visibility of the mission of the agency in the landscape and or buildings, that there will be a study to look at the screening of the roof mechanicals on the shop buildings, that materials and color will be considered, and that the team will work with the Visual Arts Committee to reconsider the placement of the art on the site.      

    5. Motion to approve Phase 3 of the Sandy Tatum Learning Center Project.

    6. Motion to approve Outer Mission Island Mosaic Project, a mosaic design by artist Kim Jensen. The mosaic boulders will be installed on a median strip located at Mission St. at Whipple. The mosaic boulders will measure 8 to 9 ft. high. The project is funded by a Community Challenge Grant. The artwork will not become part of the Civic Art Collection.  

    7. Motion to approve the Design Development Documents (revised artwork placement and attachment system) by Futureforms for an artwork at Potrero Gateway Park.  

    8. Motion to approve Construction Document Phase deliverables (material sample, engineering drawings) by Kenyatta A. C. Hinkle (KACH Studio) for the Southeast Community Center—Alex Pitcher Room.  

    9. Motion to approve Final Design Development Phase deliverables (glass image selections and layout, audio sample) by Walter Kitundu (Kitundu Studio, LLC) for the Alameda Creek Watershed Center.  

    10. Motion to approve as installed the completed artwork Flourish, 2021, painted steel, by Alison Saar for the San Francisco International Airport, C3 Connector.

Meeting Procedures 

1. Agenda items will normally be heard in order. Please note, that on occasion a special circumstance may necessitate that an agenda item be taken out of order. To ensure that an agenda item is not missed, it is advised to arrive at the beginning of the meeting. All agenda changes will be announced by the Chair at the top of the meeting. 

2. Public comment will be taken before or during the Committee’s consideration of each agenda item. Each speaker will be allowed to speak for the time allotted by the Chair at the top of the meeting or up to three (3) minutes.   

3. During General Public Comment, members of the public may address the Commissioners on matters that are within the Arts Commission’s jurisdiction and are not on the agenda. 

4. Any person speaking during a public comment period may supply a brief written summary of their comments, which shall, if no more than 150 words, be included in the official file. Written comments pertaining to this meeting should be submitted to art-info@sfgov.org
