The meeting was called to order at 1:09 p.m.

 

1. Roll Call

2. General Public Comment
   Chair Sherene Melania called for public comment. There was none made.
    
3. Director of Cultural Affairs Report
   Director of Cultural Affairs Tom DeCaigny provided an update on the San Francisco Arts Commission (“SFAC”) cultural worker survey. The survey is still open and to date SFAC has received over1200 responses, with over 600 surveyed living in San Francisco County. With this large response, Mr. DeCaigny noted that SFAC has met the baseline to create demographic statistics. 
   
   Mr. DeCaigny noted the multiple upcoming technical assistance opportunities to support artists and cultural workers access affordable housing in San Francisco, through workshops offered by the Mission Economic Development Agency which are funded by SFAC and the National Endowment for the Arts.
   
   Mr. DeCaigny also noted the Department of Children, Youth & Their Families (“DCYF”) Services Allocation Plan for the Children and Youth Fund which includes a five year funding cycle supporting many arts and culture organizations with annual awards between $25,000 -$200,000. He added that SFAC looks forward to potentially partnering with DCYF on technical assistance workshops and cohort learning opportunities.
   
   Mr. DeCaigny provided an update on the New Market Tax Credits Program which is a national program to support real estate development in low income communities. The recently announced tax credits allocated by the U.S. Treasury will support $65 million in funding to many San Francisco based Community Development Entities.
   
   The Director of Community Investments, Barbara Mumby Huerta provided a hiring update. Program Officer Debbie Ng joined the Community Investments team in late January 2018. The Community Investments program is currently in the process of hiring a Compliance Officer and Senior Program Officer. Ms. Mumby Huerta also reported that the Artistic Legacy Grant application is open and applications are due March 7^th. She reminded Commissioners that last year’s award went to Alleluia Panis.Chair Sherene Melania called for public comment. There was none made. 
    
3. 2018-2019 Special Project Grants
   Mr. DeCaigny said the proposals below are recommended for funding for the Special Project grants which are primarily funded by the annual budget add-back process and are therefore very restricted by geography and intended purpose. 
   
   Commissioner Melania gave the following motion:
   
   Motion to approve recommendations to award eight grants totaling $188,000 in the 2018-2019 cycle of Special Projects Grants (“SPX”) to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following:
   
   Richmond District Neighborhood Center, $10,000, to provide a neighborhood art walk that celebrates the cultural heritage of Chinese, Irish and Russian immigrants in District 1.
   
   Fort Mason Center for Arts & Culture, $40,000 to support the 2018 San Francisco International Arts Festival honoring the legacy of Dr. Martin Luther King Jr.
   
   Hayes Valley Neighborhood Association, $30,000 to provide community engagement through ongoing arts related programming in District 5.
   
   Noe Valley Chamber Music $15,000, to provide 3 public performances and 16 classes at 3 SFUSD schools in support of classical music programming for youth in District 8.
   
   Intersection for the Arts, fiscal sponsor for Uphill Arts, $56,000 to provide best practices in arts education to explore issues around vandalism and street art in support of the citywide anti-tagging program for youth, Where Art Lives.
   
   Community Initiatives, fiscal sponsor for the San Francisco Dyke March, $15,000 to provide support for event production during the annual Pride celebration.
   
   Queer Cultural Center, fiscal sponsor for the San Francisco Trans March, $15,000 to provide support for event production during the annual Pride celebration.
   
   American Indian Film Institute, fiscal sponsor for American Indian Contemporary Arts, $7,000 to provide support for the 21^st Annual Native Contemporary Arts Festival at Yerba Buena Gardens.

3. 2018-2019 Request for Proposals: Building Trust and Collaboration within Black-Led Arts Organizations                                                                                                                                          
   Ms. Mumby Huerta said that this initiative would focus on the African American Arts & Culture Complex (“AAACC”), its sub-tenants, key constituents and external stakeholders to build collaboration and support the development of policies and procedures for the center. The approach of the initiative will be to build upon the strengths of the community while addressing issues that stem for historical trauma.                                                                                           
   
   Commissioner Melania gave the following motion:
   Motion for the Director of Cultural Affairs to enter into a 2018-2019 grant agreement with The Tides Center, fiscal sponsor for LeaderSpring, for an amount not to exceed $40,000 to design and facilitate an integrated initiative to strengthen a cohort of black-led arts organizations, board members, key community members and occasionally, external municipal partners.

4. 2018-2020 SFAC Review Panelists
   Mr. DeCaigny said that due to the ongoing panelist scheduling process these are additional panelists to approve for 2018-19 and 2019-20 grant cycles.
   
   Commissioner Melania gave the following motion:
   Motion to approve the following panelists to serve, as selected by staff, on SFAC review panels for the 2018-19 and 2019-20 fiscal years:
