Chair Kennelly called the meeting to order at 5:33 pm.

3.  Action Item: Approval of previous minutes

The Committee did not have quorum and did not vote to approve the July 27, 2016 nor the September 7, 2016 Executive Committee Meeting Minutes. 

4.  New Business

Chair Kennelly and Commissioner Paz discussed commission seat vacancies, quorum challenges and opportunities to recruit new members to the commission.

5. Old Business

1. October 3, 2016 Full Commission Meeting: Planning

Chair Kennelly opened up the floor for any discussion on agenda items for the October 3, 2016 Full Commission Meeting; Chair Kennelly noted that there would be no invited testimony from guest speakers for this particular meeting.

2. IRC Task List: Review

Chair Kennelly and Commissioner Paz reviewed the Commission Meeting Calendar for the 2017, noting the Annual Planning Retreat to occur on January 9, 2017. Chair Kennelly lead a discussion on meeting dates for the remainder of 2016 for both Full Commission and Executive Committee meetings: The November 23, 2016 Executive Committee meeting was rescheduled to occur on Monday, November 28. The December 28, 2016 Executive Committee meeting was cancelled.

3. Annual Consular Reception Planning

Chair Kennelly confirmed the location of the Annual Consular Reception to occur at the Irish Consulate at 100 Pine St, San Francisco, CA 94111, on Thursday December 8, 2016. Chair Kennelly requested that the clerk include the details of this announcement be placed on the agenda for the October 3, 2016 Full Commission Meeting.

4. Director/Staff Report

Director Pon recommended the Commission host an event in June for the 20^th Anniversary of the formation of the Immigrant Rights Commission. Chair Kennelly and Commission Paz suggested to include this event’s planning on the agenda for the Full Commission Annual Planning Retreat on January 9, 2017.
