The Chair called the meeting to order at 5:38 pm.

The Commission did not have quorum when the meeting was called to order at 5:38pm.

3. Action Item: Approval of previous minutes

1. Approval of January 14, 2016 Full Commission Annual Planning Retreat Minutes

Note: This items was discussed out of order.

Commissioner Enssani motioned to approve the minutes. Commissioner Maldonado seconded the

motion, no commissioners opposed. The motion was approved.

1. 2016 Priorities, Planning, Roles

Chair Kennelly gave a summary report of priorities for the Commission in 2016. The Chair announced the formation of the ad-hoc Annual Report Committee whose members are: Chair Kennelly, Vice Chair Gaime, Commissioner Paz and Commissioner Price with Director Pon from staff.

2. Commission Attendance for committee and full meetings (Chair Kennelly)

Chair Kennelly lead a discussion on attendance for commissioners.

2. Presentation/Discussion with Deputy Director Isis Fernandez Sykes
   1. Update on Due Process Law
   2. Feedback on meeting with Sheriff’s Office (Vice Chair Gaime, Commissioner Price, Director Pon, Deputy Sykes)
   3. Deputy Director Isis Fernandez Sykes gave a presentation on the Due Process Law and the meeting with the Sheriff’s Office.

1. Adoption of 2016 Language Access Report (Director Pon)

. Director Pon gave an update on the 2016 Language Access Report to the Commission. Chair Kennelly congratulated OCEIA and  asked the Commission to formerly adopt the LAO Report. Vice Chair Gaime made the motion to approve the request; Commissioner Enssani seconded the motion. All commissioners were in favor, none opposed.

2. LAO Complaint Quarterly Report (Deputy Sykes)

Deputy Director Fernandez Sykes gave an overview of the Language Access Ordinance Quarterly Report.

3. Form 700 Reminder (Director Pon)

Director Pon reminded the Commissioner to submit their completed Form 700s to the clerk. 

6. New Business

Commissioner Enssani requested the Commission write a letter of support of the Equal Protection in Travel Act of 2016 (S.2449/H.R.4380). The Commission deferred this item to the Executive Committee for review.

Director Pon invited the Commission to attend the Free Immigration Legal Consultation and Resource Fair on March 19^th at Balboa High School, hosted by OCEIA and the cohort of Deferred Action Grantees.
