1. Call to Order and Roll Call

Chair Kennelly called the meeting to order at 5:39 pm.

Present: Chair Kennelly, Vice Chair Gaime, Commissioners Maldonado, Paz, Moses, Price, Fuentes, Kong, Romanenko

Not Present: Commissioners Enssani (excused) Bernabeu (unexcused)

2. Opening Remarks

  1. Introduction to Special Hearing by Chair Celine Kennelly

Chair Kennelly welcomed everyone to the special hearing, welcoming those who came to hear and speak on issues related to District 10. Chair Kennelly noted that although the Commission hoped to hear from District 10 Supervisor Malia Cohen, the Supervisor was not able to attend and sends her apologies.

3. Action Item: Approval of previous minutes

  1. Approval of May 9, 2016 Full Commission Meeting Minutes

Commissioner Moses motioned to approve the Full Commission Meeting Minutes from May 9, 2016. The motion was seconded by Commissioner Kong. The motion passed with no opposition. 

 

 

4. Special Testimony from Invited Speakers

Linda Martin-Mason, Director of Policy and Supervising Attorney of the San Francisco Housing Authority gave a presentation on the topic of Housing & Affordability in District 10.  Martin-Mason gave an overview of the significant changes in the San Francisco Housing Authority in the last three years, specifically in District 10.

Jack Siu of APA Family Support Services gave testimony describing the services his organization provides to families in the District 10, including the significant hurdles to providing said services.

Ameerah Thomas, Epidemiologist for the Maternal & Adolescent Health Program of the San Francisco Department of Public Health gave a presentation on Shifting Demographics in District 10. Thomas noted the high foreign born population (40%) in the district.   

Virginia Taylor, Esq, Legal Services Director & Co-Founder of Bayview/Hunters Point Community Legal gave a presentation on Legal Services in District 10. Taylor provided an overview of the legal services available at her organization including legal assistance with housing, family law, and immigration.

 

 

5. Recognition of Service for Commissioner Toye Moses

Chair Kennelly recognized Commissioner Moses for his 10 years of service on the Immigrant Rights Commission. 

“Originally appointed to the Commission in 2006, Dr. Toye Moses is one of the longest serving members of the Immigrant Rights Commission. Over the years he has provided critical leadership and support of many issues impacting immigrants, including language access, Comprehensive Immigration Reform advocacy, economic integration, and community safety. Always an advocate for the most vulnerable, he has been an exceptional leader and supporter of the Immigrant Rights Commission and the Office of Civic Engagement & Immigrant Affairs.

“A trusted community leader, Moses has received numerous honors and recognition for his lifelong work and volunteerism, serving on a number of boards and nonprofit organizations, in addition to his work on the Commission. We appreciate his readiness in offering his insights and expertise working with the underserved and immigrant populations in Bayview-Hunter's Point. His personal example as an immigrant and civil rights leader is an inspiration to us all.  We will miss him very much, and wish him all the best.

“On behalf of the Commission, I would like to invite everyone here to share any sentiments about Commissioner Moses during the public comment portion of tonight’s agenda.”

 

Commissioner Moses accepted an award for his service on the Commission before thanking the Commission.

 

 

6. Public Comment

Dorris M. Vincent, District 10 resident gave public comment on the recognition of service for Commissioner Moses.

LaShon Walker, District 10 resident, gave public comment on the recognition of service for Commissioner Moses.

 

 

7. Old Business

Deputy Director Whipple provided the Commission with a Staff Report. Whipple invited the Commissioners and those interested to come to the San Francisco Pathways to Citizenship Initiative Free Workshop on June 11, 2016 on 711 Eddy Street in the Tenderloin. Whipple directed Commissioners to the information in their packet on the Revised Administrative Code Chapter 121 proposed by Supervisor Aaron Peskin.

Policy Analyst/Program Manager Cook provided the Commission with an update on the United States v. Texas Supreme Court Case in regards to expanding DACA (Deferred Action of Childhood Arrivals) and DAPA (Deferred Action for Parents of Americans). Cook provided a report on California State Senate Bill 10 on Covered California and local San Francisco legislation around the Due Process For All discussions with the Board of Supervisors.
