1. Call to Order and Roll Call

Not Present: Commissioners Romanenko (excused), Maldonado (excused), Bernabeu (unexcused)

Staff: Deputy Director Sykes, Executive Coordinator and Office Manager Chan, Commission Clerk Richardson

Chair called the meeting to order at 5:40 pm.

2. Public Comment

Hoda Mirafzal representing the RAH Foundation made public comment regarding community health concerns within the Persian-speaking community in the Bay Area. Mirafzal stated that the most significant barrier to healthcare access within the Persian-speaking community are language barriers and cultural taboos around speaking about sexual health.

Yassi Ashki, made public comment providing general information on the aforementioned RAH Foundation. 

Babak Yousefzadeh, representing the Iranian American Bar Association, gave testimony regarding the travels bans on the Visa Waiver Program, H.R. 158.

Sean Matloob, representation the Iranian American Bar Association, gave further testimony about the discriminatory changes in the Visa Waiver Program. Matloob requested the Commission take action and ask the San Francisco Board of Supervisors and Mayor to pass a resolution supporting the Equal Protection in Travel Act, similar to that of the New York City Council.

Chair Kennelly thanked the speakers who came to testify.

3. Action Item: Approval of previous minutes

1. Approval of April 11, 2016 Full Commission Minutes

Commissioner Enssani motioned to approve the Full Commission Meeting minutes from April 11, 2016, Commissioner Moses seconded the motion. The motion was passed with without opposition.

4. Action Items:

1. Review of Robert’s Rules/Parliamentary Procedure

Deputy Director Sykes gave a brief overview of parliamentary procedure, as requested by the Executive Committee, and referred Commissioners to the materials included in their folders for more information.

2. Approval of Updates to IRC Bylaws

Chair Kennelly stated the Executive Committee is continuing to review the proposed edits and once finished, will present to the Full Commission. Deputy Director Sykes reminded the Commission of required procedures to post amendments before voting may occur. 

3. District 10 Hearing Update

Chair Kennelly led a discussion in preparation for the District 10 Neighborhood Meeting & Special Commendation for Commissioner Moses on June 6, 2016.

5. New Business

Commissioner Enssani motioned for RAH Foundation representatives to be included on the Commission agenda in future months for further discussion. Commissioner Kong seconded the motion. The motion passed with no opposition.

Commissioner Fuentes invited Commissioners and the members of the public to come to the San Francisco Pathways to Citizenship Initiative Free Naturalization Workshop on June 11, 2016 at the Eastern Housing Complex on 711 Eddy St. in the Tenderloin neighborhood. Chair Kennelly encouraged the Commission to attend.

6. Old Business

Chair Kennelly invited the representatives from the Iranian American Bar Association to come back up to the podium to answer questions. Babak Yousefzadeh and Shawn Matloob responded to questions regarding their aforementioned testimony provided to the Commission regarding the Equal Protection in Travel Act.

7. Adjournment

Chair Kennelly adjourned the meeting at 6:28 pm.
