III. APPROVAL OF MINUTES DISCUSSION/ACTION 1 min.
Explanatory document – Minutes from February 16, 2011 Family Violence Council meeting.
Action: To approve the February 16, 2011 minutes.

IV. BUSINESS DISCUSSION/ACTION

A. Updates from Agencies 10 min.
Agency representatives are asked to provide an update, if any, on high profile cases, major budget issues, emerging trends, new reports, etc.

B. Comprehensive Report on Family Violence in San Francisco 2010 5 min.
The Council is scheduled to present the Report to the Board of Supervisors Public Safety Committee (Chair Ross Mirkarimi, Supervisors Cohen, Campos) on Thursday, June 2, 10:30 am, City Hall, Room 263. The Council chairs will work with interested Council members on determining the agenda and speakers for this important presentation. All Council members are invited to attend.

C. 2011 Council Work Plan 32 min.
Council will review progress on the Work Plan for 2011 developed from the recommendations of the Comprehensive Report on Family Violence in San Francisco, 2010.

1. JUSTIS Information Technology System (5 min.)
Susan Giffin, the new Chief Technology Officer at the San Francisco Police Department, will provide an update on efforts to improve data collection and reporting.

2. Major Policy Reforms, San Francisco Police Department
Dr. Murase, Executive Director of the Department on the Status of Women, will report on the March 23 press conference convened in partnership with the Police Department announcing new policy reforms.
She will also introduce Captain Antonio Parra, head of the Special Victims Division which includes the Domestic Violence Response Unit, the Juvenile Division, and Sex Crimes.

a. New Police Codes for Elder Abuse, Child Abuse (2 min.)
Dr. Murase will summarize new codes announced at the press conference.

b. New Elder Abuse Inspectors, San Francisco Police Department (3 min.)
Inspector Art Stellini has been invited to provide an update on new staffing to address elder abuse.

c. Stalking Unit, San Francisco Police Department (3 min.)
Captain Parra will provide an update on new plans to address stalking.

d. U-Visa Protocol, San Francisco Police Department (3 min)
Inspector Tony Flores has been invited to provide an update on the landmark U-Visa protocol,
recently adopted by the SFPD.

3. Department of Children, Youth and Their Families (5 min.)
DCYF is invited to provide an update on the Violence Prevention Plan.

4. Updates on Comprehensive Centers (5 min.)

a. Elder Abuse Forensic Center
Dr. Erica Falk of the Institute on Aging will provide an update.

b. Child Advocacy Center
Kathy Baxter, Chair of the Child Abuse Prevention Council, will provide an update.

5. Child Abuse Intervention Program Proposal (3 min.)
Kathy Baxter will provide an update.

6. Budget (3 min.)
Council members will report on advocacy efforts to increase funding to address family violence.

D. Adolescent Experience of Family Violence and Teen Dating Violence 30 min.
Ilsa Bertolini of the San Francisco Unified School District will brief the Council on SFUSD programs and strategies to address family violence and teen dating violence.

V. PUBLIC COMMENT DISCUSSION 2 min.
This item is to allow members of the public to comment, for a maximum of 2 minutes each, on matters within the Council’s purview, as well as to suggest new agenda items for the Council’s future consideration.

VI. ADJOURNMENT ACTION 1 min.
