CALL TO ORDER
Vice Chair Moshoyannis called the meeting to order at 5:35PM.

Director, Jocelyn Kane called the Roll.
Present at the meeting were Commissioners, Bryant Tan, Al Perez, Steven Lee, Audrey Joseph, Demetri Moshoyannis and Dori Caminong.
Absent were Liam Frost.
1. Public Comment
Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission with respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

2. Review and approve the minutes of April 7, 2015. [Action item]

3. Report of the Late Night Transportation Working Group – INFORMATION
The Late Night Transportation Working Group was created by Supervisor Scott Wiener to develop solutions to improving late night and early morning transportation. The Working Group has completed a final report, The Other 9 to 5: Improving Late Night and Early Morning Transportation for San Francisco Workers, Residents and Visitors that identifies existing conditions, transportation needs, and makes a series of recommendations and next steps. The report is being presented at a variety of committees and policy-making boards in the coming months as scoping of the next steps are clarified. [Discussion Item]
Ben Vanhouten spoke on the agenda item. Supervisor Wiener spoke on the agenda item.
4.) Report regarding Golden State Warriors Project (Blocks 29-32) bounded by Third Street, South Street, 16th Street and Terry Francois Boulevard: Representatives from the Golden State Warriors and their design team will present the site design concept for the Golden State Warriors Project and how it will operate regarding entertainment operations .[Information Item]
5. Report from Executive Director Legislative/Policy Update: Nightlife Protection Legislation Update; Update on Econ Impact Report for Outdoor Events Staff and Office Update: Report on Training/Special Meeting on April 11; Corrective Actions: Nothing to Report. Report from the Sound Inspector’s Sean Burke and Jordan Pauley report on recent venue sound inspections and report of activities by staff. [Discussion Item]
INCIDENTS
4/19/15 1:30 AM Swig 561 Geary: Staff unable to provide footage to SFPD during investigation after patrons left establishment and were involved in an incident nearby. Will be discussing with management.
INSPECTIONS
4/19/15 7:00 PM The Endup 401 6th St: Line managed well. Neighborhood disruption was minimal.
SOUND INSPECTIONS
4/11-12 & 18-19/15 Noon-6 PM Cherry Blossom Festival Japantown: Crowds managed well. Minimal issues with noise. One complainant mentioned disruptive sound early on both Saturdays. Made contact with event organizers to lower volume.
4/18/15 4:30 PM Stern Grove “On The Road 24th btwn Mission and Valencia: Crowds managed well. Minimal impact to neighborhood. Sound contained well. No complaints received.
NEW COMPLAINTS
4/10/15 James Lick Middle School 1220 Noe: Permitted event. Neighbor complained of volume.

Vanessa stated they have a strong community welcomes the Warriors to the neighborhood.
Sabastian supports the Warriors permit application.
5.) Executive Director’s Report/Sound Inspectors reports.
Chair Tan was excused from the meeting @6:44P.M.
6. Police Department Comments & Questions. [Discussion Item] (This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety).
Officer Mathias stated there was a battery at Swigs and a theft at Ruby Sky. He added there was a notice of violation at battery at Bamboo Hut. He added after several warnings over the past two weeks they failed to keep the amplified music obtained in the establishment.
He added they kept the doors wide open and failed to use the sound curtains. He added several complaints were made by neighbors regarding noise. He added they did some problem solving by lowering the volume and there were no complaints over the past weekend. He added there was a large fight inside the club that went out into the street, patron filed a report that a patron had been attacked by security. He added the fight originated in the VIP area of the venue and may have had bottle service and the concerns were if the hostess poured the alcohol or was I t left unattended.
7. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]
a) ECLSP-4747, Julio Alvarado dba White Rain Productions, Amplified sound outdoors permit 9:00 pm – 11:45 pm, 5/8/15 at 135 Van Ness Ave. SFUSD courtyard parking lot.
Commissioner Caminong recused herself from the item.

b) ECLSP-4757 Lynn Valente, dba People in Plazas, Amplified sound outdoors permit, daily 12:00 pm - 9:00 pm, McCoppin Hub Plaza, April 22, 2015 through June 1, 2015.
Robin spoke regarding the permit.
Lynn Valente stated they received a grant to do 18 events.

c) EC-1311, King Lei dba Duboce Truckstop, 55 Duboce, Limited Live Performance permit. (outdoor).
King Lie, stated he was seeking LLP for outdoor TV’s and speakers. He added he has added lights to the parking lot.
Officer Parker stated she looked at the space and they spoke about his plans for sporting events and how patrons would exit. She added she had concerns about the issue of noise since residents were near his location.
Commissioner Joseph stated acoustic music would not work. She added she did not support the acoustic music only.

Officer McGlauglin stated initially he had some concerns and they support the permit under the conditions.

Neal Ballard stated he has been working with the applicant to get more music in the area. He supports the permit application.
Stepfano Castalano stated the big picture for the permit is to grow.
