CALL TO ORDER

Chair Tan called the meeting to order at
5:36   PM.

Director, Jocelyn Kane called the Roll.

1. Public Comment

Members of the public may address the Commission on items of interest to the public that are within the subject matter jurisdiction of the Commission. With respect to agenda items, members of the public may address the Commission for up to three minutes at the time such item is called.

2. Approval of Meeting Minutes.  Discussion and possible action to approve the minutes of the November 10, 2015 Commission meeting [Action item]

Report from Executive Director Legislative/Policy Update: Update on Implementation of Nightlife Protection Ordinance (Administrative Code Chapter 116);  Update on Cannabis Task Force;     Staff and Office Update: Update on Commission seats and vacancies;  Update on Outdoor Events Analyst position;  Corrective Actions: Director Order issued for The Cellar, EC #718, 685 Sutter St.;

Report from the Sound Inspectors Sean Burke and Jordan Pauley report on recent venue sound inspections and report of activities by staff. [Discussion Item]

NEW COMPLAINTS
11/14/15  Galeria de la Raza 2857 24th St.
Reports of unpermitted amplified live music events. Upon inspection it appears as though establishment is operating as an art gallery, as it has been for many years. Have yet to hear back from complainant.

11/21/15  Public Works 161 Erie St.
“Noise from nightclub” via 311. Am in touch directly with complainant. Have visited multiple times and am unable to verify issues. Will continue to monitor.

11/21-22/15 Regency Ballroom 1300 Van Ness Ave.
Reports of loud bass escaping building and disturbing complainant at new complex across Sutter. After investigation, initial disturbance coincides with opening of new venue Social Hall in the basement of Regency Center. Working with management to ensure doors and windows are kept closed. Will continue to monitor.

12/1/15  Playa Azul 3318 Mission St.
Multiple complaints from surrounding neighbors regarding sound disturbances coming from jukebox and mariachi. Have yet to on view. Working with Mission District Permit Officer. Have referred all complainants to Police Non-Emergency hotline as this does not fall within our jurisdiction.

12/12/15  Murio’s Trophy Room 1811 Haight St.
Complaints of music and people noise emanating from the bar. Complainant is hearing disturbance from other end of block. Will investigate to ensure all establishments in the vicinity have proper permits, and are aware of the Good Neighbor Policy.

SITE INSPECTIONS
11/21/15  12:30 AM Revolution Cafe 3248 22nd St. – Noticed large crowd on sidewalk and SFPD activity. Spoke with management. Incident involving random passerby escalated inside the venue. Citizen’s arrest was made, and operator was given an Entertainment Commission Safety and Security Best Practices Handbook.

12/6/15  12:12 AM Balancoire 2565 Mission St. – Large crowd blocking sidewalk noticed during routine patrol. New promoters and security for new party at this establishment. Security was able to clear sidewalk quickly after instruction. Lines were organized after brief encounter with security and promoter. Will continue to monitor.

4. Police Department Comments & Questions.
This item allows any member of the SFPD to address the Commission regarding matters related to nightlife and public safety. [Discussion Item]

5. Hearing and Possible Action regarding applications for permits under the jurisdiction of the Entertainment Commission. [Action item]
Regular Agenda:

a) EC-1344 – Langer, Jordan, The Midway, 900 Marin Street, Place of Entertainment and Extended Hours Premises Permits.

Earl Shaddix is a resident in area supports application.

Jeremy supports application.

Commissioner Lee moved to approve Commissioner Joseph the second the motion

b) EC-1354 – Meza, Marco T., Tropigala, 358 Ocean Avenue, Place of Entertainment Permit, Change in Ownership.

Officer Robert Rueca approved the permit, feels neighborhood outreach should be done.

Commissioner Joseph moved striking out condition 1 4G, 4JKL to approve Commissioner Perez suggested neighborhood outreach be done second the motion

c) EC-1355 – Luu, Duc, Roccapulco, 3140 Mission Street, Extended Hours Premises Permit.

Officer Robert Rueca recommended approval the permit but feels neighborhood outreach should be done.

Commissioner Lee recused himself from the vote.

Commissioner Perez moved to approve with GNP 2nd sentence struck, including 4G 4JKL Commissioner second Joseph second the motion

Recused - Commissioner Lee,

EC-1356 – Jackman, Deborah, Mezzanine, 442 Jessie Street, Place of Entertainment and Extended Hours Premises Permits, Change in Ownership.

SFPD Officer Torres Tenderloin station recommends approval of the permit.

Commissioner Joseph moved to approve striking 2 & 3 Commissioner Caminoing second the motion


Commissioner Joseph had to leave the meeting early.

6. Discussion and Possible Action to adopt written comments and/or recommendations to be submitted to the Planning Department and/or Department of Building Inspection regarding noise issues for proposed residential projects per Chapter 116 of the Administrative Code. [Action Item]
A) 950-974 Market Street, Mid-Market Center, LLC, Block/Lot: 0342/1,2,4 and 14 which is located within 300 feet of The Warfield Theater, The Village, and Piano Fight Theater.
B) 
C) 1567 California Street, Block/Lot 0645/015 which is located within 300 feet of Playland and Encore Karaoke Lounge.
Commissioner Perez moved to approve item A 6B with the standard Conditions Commissioner Frost seconded the motion

Commissioner Lee stated this Thursday at 6PM there was an event at press club under The Four Seasons Hotel.
